        China's Normative Foreign Policy and Its Multilateral Engagement in Asia

        This paper focuses on the normative aspect of Chinese foreign policy, whereby China strives to promote its norms, values, and rules in the international arena. Drawing on the relational theory of international politics, normative foreign policy (NFP) is re‐conceptualized by addressing the ontological foundation of international relations. In this light, China's role as an NFP actor is elaborated, based on its cultural traditions and international experience. The paper argues that in contrast with the West's emphasis on substantive norms of universality, Chinese norms are relational; they stress the importance of creating and maintaining ties in international relations. Furthermore, through its international relations, China has implemented an implicit and explicit normative agenda as part of its foreign policy. To further elaborate on this argument, China's multilateral regional diplomacy towards its neighboring regions, in particular Central Asia, is considered. It is concluded that China's NFP both challenges and is challenged by other actors through their constant interaction. This finding has broad implications for contemporary international relations.

        Twitter Diplomacy and China’s Strategic Narrative during the Early COVID-19 Crisis

        This article examines Chinese diplomats’ use of Twitter during the COVID-19 pandemic in 2020. Although Twitter is blocked in China, Chinese officials use the platform to experiment with new public diplomacy channels and directly communicate with foreign audiences. We argue that China’s utilization of Twitter in 2020 functioned as a crisis management and public relations tool and as a mechanism for disseminating a strategic narrative (SN) that articulated foreign policy priorities. To illustrate this, we apply a qualitative content analysis to a selection of tweets from two China’s Ministry of Foreign Affairs (MFA) spokespersons and divided into three stages. In each stage, distinct narrative themes emerge and construct a cohesive SN across three dimensions: issues, role identity, and the international system. This study reveals that China’s public diplomacy apparatus effectively reaches global audiences with well-structured narratives but also that this effectiveness remains very limited

      • Information-based Smart Construction Management of High Rise Building Under the Complex Surrounding Environment in City Core Area

        With the development of urbanization, the increasing of buildings density in urban core areas result in the complexity of construction environment. High-rise landmark building is always preferred in the construction of urban core areas. Super high-rise buildings construction are facing construction management difficulties due to the complex working conditions and enormous building system, especially with the complex surrounding environment of the urban core area, the construction management of super high-rise buildings in the area requires higher, refined and detailed standard. Based on a super high-rise project in a core area of Shanghai which has 370 m building height and 772,643 m<sup>2</sup> building area, with complex surrounding environment, narrow construction site and many super-high-altitude crossing works. With the application of BIM technology, the Internet of Things, the LAN communication and other various intelligent mechanical equipment, information management systems, the efficiency and refinement of construction management are improved, ensuring the smooth implementation of the project while effectively controlling the impact on the surrounding environment.

        Nexus of Strong Presidentialism and Philippine Foreign Policy: The Case of the Duterte Presidency's Hedging toward China

        During the Duterte presidency from June 2016 to June 2022, the government of the Philippines limited its affinity with the United States and pursued an ostensibly pro‐China policy. This bold move took place amid the ongoing US–China rivalry. This paper carries out a retrospective examination of Duterte's China policy from the perspective of Philippine domestic politics. Specifically, we assess the international relations literature on hedging as a foreign policy strategy and argue that domestic factors play a major role in filtering systemic influences and leaving state leaders with sufficient room for strategic discretion and maneuvering. This is particularly the case with the Philippines, where strong presidentialism gives clout to the president in foreign policy development. We argue that much of the “audacious” behavior in the foreign policy of the Duterte government can simultaneously be understood as pragmatic, as it was believed to better serve the regime's short‐term goals. While the alliance with the United States remained largely intact, the Duterte government emphasized its success in stabilizing Sino–Philippine relations.
