        Methyl-3-O-Methyl Gallate and Gallic Acid from the Leaves of Peltiphyllum peltatum: Isolation and Comparative Antioxidant, Prooxidant, and Cytotoxic Effects in Neuronal Cells

        Methyl-3-O-methyl gallate (M3MG) is a rare natural product with close structural similarity to gallic acid. In the present report, the isolation of M3MG from Peltiphyllum peltatum leaves and its comparative antioxidant, prooxidant, and cytotoxicity to neuronal SH-SY5Y cells are discussed. When tested in concentrations up to 1 mM, M3MG consistently showed antioxidant activity without prooxidant effect both in cell and cell-free assay models. In contrast to M3MG, gallic acid showed a copper-dependent prooxidant effect that resulted in DNA damage, increased the level of intracellular reactive oxygen species, and induced cytotoxicity in neuronal cells. The identification of M3MG in P. peltatum leaves is furtherz evidence of the great antioxidant potential and nutritional value of the plant.

        Inability of Legumes to Reverse Diabetic-Induced Nephropathy in Rats Despite Improvement in Blood Glucose and Antioxidant Status

        Diabetes mellitus has assumed epidemic proportions in most parts of the world, including developing countries, with vascular and renal complications being the major causes of death. Evidence is emerging that legumes play a beneficial role in diabetes and its associated complications. In connection with the above, four groups of alloxan-induced diabetic rats were fed on four different legume-based (Vigna unguiculata ssp. dekindtiana var. dekindtiana, V. unguiculata ssp. unguiculata, Sphenostylis stenocarpa, and Vigna subterranean) diets. Feeding rats with these diets for 5 weeks resulted in reduction of plasma glucose and changes in biomarkers of oxidative stress—namely, superoxide dismutase (SOD), peroxidase (PER), and thiobarbituric acid-reactive substances (TBARS). None of the legumes reversed the increase in plasma total protein associated with diabetes. The legumes increased PER activity and decreased the level of TBARS in the erythrocytes. A decrease in the activities of PER and SOD was observed in the kidneys of the diabetic rats. Nitric oxide (NO) production in the erythrocytes of the diabetic rats (as an index of diabetic endothelial dysfunction) increased for all the legumes in the following order: V. unguiculata ssp. unguiculata, V. unguiculata ssp. dekindtiana var. dekindtiana, V. subterranean, and S. stenocarpa. There was a significant increase (P<.05) in the uric acid concentration in the kidneys of treated rats. It is concluded that while the legumes have beneficial effects on reduction of hyperglycemia and strengthening the antioxidant status of the diabetic animals, the increased kidney uric acid concentration should be of concern.

      • The Renaissance and Politics of Railway Transport Development in Developing Countries

        Rail is experiencing a strong comeback. Ethiopia has seen a renaissance in rail sector over the past years. The Addis Ababa light rail was built and began operations; the old French built railway that connects Ethiopia to Djibouti is replaced by Chinese built standard gauge electrified railway. The paper noted that despite new rail line construction and operations the Ethiopian railway corporation shadow finance, troubling accounts of corporation escalating debt with crippling interest rate, and poor technology transfer to advance the local capacity become a great concern. Through the critics of past railway development, project finance and policies, this paper attempts to identify the principal factors for the above mentioned problems in rail transport and its contribution to the socio economic development of Ethiopia. The paper findings revealed that political urgency and incoherence in policy, lack of transparency in project contract and negotiation driven by greed and corruption disguised as positive political hype clogs in the wheel of railway development in Ethiopia. In order to avoid this, the paper recommended the transparency in rail project contract and negotiation, sound decision making in investment finance, and proper rail technology transfer policies as a sure measure for curtailing the predicaments.

        Multiresponse Optimization and Prediction of Antioxidant Properties of Aqueous Ginger Extract

        The influence of extraction temperature, powder concentration, and extraction time on the antioxidant properties of aqueous ginger extract was investigated. The possibility of estimating the antioxidant properties of the extract from its absorbance and colour properties was also investigated. Results indicated that powder concentration was the most significant factor to consider in optimizing antioxidant extraction. However, temperature and time still influenced the 2,2’-azinobis-(3-ethylbenzothiazoline-6-sulfonic acid) (ABTS) radical scavenging activity while extraction temperature influenced the 2,2-diphenyl-1-picrylhydrazyl (DPPH) radical scavenging activity of the extract. Using the total phenol content, total flavonoid content, ABTS radical scavenging activity, and DPPH radical scavenging activity of the extract, the multiresponse optimization condition for extraction of antioxidant based on the experimental range studied is 96℃, 2.10 g/100 mL, and 90 min. The absorbance of the ginger extract at 610 nm could be exploited for rapid estimation of its total flavonoid and polyphenol with a R<SUP>2</SUP> of 0.713 and 0.753, respectively.

        Transparency and Fight against Public Procurement Corruption in Nigeria: A Perspective on the Public Procurement Act, 2007

        A number of challenges characterized Nigeria’s public procurement system and practice throughout the period before 2007. Notable among these problems were lack of transparency in contract award and execution process and systemic corruption and associated under-hand practices. The undesirable state of affairs in country’s procurement sphere was generally attributed to the lack of a modern law on public procurement. Against this backdrop, the Nigerian National Assembly enacted a procurement law - the Public Procurement Act (PPA) of 2007 with the aim to addressing the anomalies in the nation’s procurement system. This paper examines the contribution of the PPA in engendering greater transparency and curbing corruption in Nigeria’s public procurement process and system. The study finds that, the existence of PPA has enthroned a considerable degree of transparency in the country’s procurement system and brought about some noticeable successes in the fight against public procurement corruption. Despite these successes however, certain factors still constitute major challenges to the attainment of the maximum potentials and effectiveness of the PPA in this regard, namely, low level of compliance with Act by critical stakeholders, unsatisfactory level of enforcement of the PPA by the BPP, general lack of adequate knowledge of the provisions of the Act by the citizenry, among others. The paper thus recommends certain workable measures to remedying the situation, including, among others, strict enforcement of the provisions of the PPA by the BB and absolute compliance with the Act by critical stakeholders, particularly the Nigerian Federal Government. The paper concludes that proper implementation of the recommendations therein would in practical sense go a long way in assisting Nigeria to achieve the desired level of transparency and record meaningful progress in the efforts at curbing corruption in her procurement process, thereby enhancing the efficiency and effectiveness of the system. Qualitative in approach, the data for this paper were derived through secondary method and in-depth interview, and analyzed using the interpretive method of qualitative data analysis. These methods were considered adequate and suitable in achieving the objective of the study.

        대규모 건설프로젝트는 방대한 양의 재정적 투자, 긴 프로젝트 기간, 많은 프로젝트 참여자, 넓은 건설규모, 고도로 복잡한 기술 등 다양한 미래를 가진 복잡한 방식 및 절차에 의해 적용된다. 건설업계의 성과에 대한 주요 개선영역 중 하나는 적절한 조달방법을 사용하는 것이다. 조달시스템 선택은 불확실성과 애매모호함으로 인해 어려움을 겪는다. 특정 프로젝트에 대한 조달방식은 선택하려는 대부분의 고객의 결정은 대개 개이적인 직감과 과거경험을 기반으로 한다. 그러나 이러한 접근방식은 각 프로젝트마다 고유한 특성이 있다는 점에서 성공적이지는 못하다. 본 연구에서 제시하는 건설조달방법 선정모형은 실존적 지식으로 인해 조달시스템 선별프로세스의 요구사항을 충족시키는 대표적인 기술이라 할 수 있다. 이 모형은 의사결정자가 조달시스템 선택 및 계약에 대한 정보에 입각한 결정에 도달 할 수 있도록 돕기 위한 것이다. Large-scale construction projects are applied by complex methods and procedures with various futures, including vast amounts of financial investment, long project duration, large project participants, large building scale, and highly sophisticated technologies. One of the major areas of improvement in the performance of the construction industry is the use of appropriate procurement methods. Procurement system seletion suffers from uncertainty and ambiguity. Most customer decisions to choose a procurement method for a particular project are usually based on personal intuition and past experience. However, this approach is not successful because it has unique chracteristics for each project. The construction procurement method selection model proposed in this study is a reperesentative technology that meets the requirements of procurement system seletion process due to existential knowledge. This model is to help decision makers reach decision-making based on information on procurement system selection and contracting.
