      • Analysis of Library Website Users' Behavior to Optimize Virtual Information and Library Services

        The purpose of this work was to study library website users' actions by tracking their behavior, determining popular content, and identifying browsing patterns and subsequent improvement of access to popular content. The study of behavior models and the use of web analytics has led to the emergence of solutions that improve the usability and functionality of the State Public Scientific-Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) website. These are: identifying user tasks as they are developed, conducting user testing to better understand the event. tracking data and collecting additional data to verify the effectiveness of the changes made. Examining data on the duration of the session and the number of visits will help determine the goals of user visits and develop new recommendations. Usability analysis and testing will make it possible to compare the data obtained using web analytics and the perception of the library site by the users themselves. Recommendations are offered to libraries on the use of data on the real behavior of the target audience of the library website to improve access to library resources and services, increase their relevance and improve information services.

        Educational reform in Ukraine encourages the use of multimedia technologies in the training of specialists in Physical Education and Sports, which is one of the promising directions of education development. Therefore, the article specifies the content of the terms "innovation" and "technology". For modern society, the introduction of multimedia technologies in education is not so much theoretical as pragmatic, since under condition of globalization it concerns its historical development and prospects associated with the so-called "high technologies".Our goal is to improve the training of Physical Education and Sports specialists by means of multimedia technologies. All of innovative technologies can be divided into four groups, depending on the appropriate form of educational activity for their use. The development of multimedia technologies in the training of specialists in Physical Education and Sport at the present stage of education development should be carried out in accordance with the criteria of manufacturability, which are presented in the article: scientism, to rely on the theoretical provisions of pedagogical science and methods of teaching the discipline, socially recognized educational goals, prospects for modernization of Education; consistency, which provides for the interaction of parts and the whole in the organization of the study environment, as a result of which the physical development of the young generation is an integral entity; guarantee, that is, the error between the planned and obtained results should be minimal; manageability, that is, full management of the stages of work of the teacher and students, which make up the completed cycle of actions; mass participation, for the purpose of applying the technology does not depend on the physical training of students, the pedagogical skill of the teacher and the type of educational institutions. The article presents the theory and method of organizing sports events and circuses in the training of specialists in Physical Education and Sports by means of multimedia technologies. In order to increase the level of physical development of a person, physical fitness and the state of health of students, which has a clear trend to constant deterioration, it is necessary to instill love for sports, carry out high-quality training and organize sports events using multimedia technologies. In the process of sports activities, the participants' mental education is carried out. There are two types of communication here: direct and indirect, which are described in the article.In games and sports competitions, there are many opportunities for forming rules of collective behavior. The main issues of the organization of sports activities by means of multimedia technologies have been clarified. During sports competitions, the tasks presented in Physical Education and sports classes are improved, which ensure the improvement of physical and theoretical training of the individual. The pleasure of sports, bright, emotional spectacles, confirmed by multimedia technologies, arises from the participation of the viewer in them.

      • Introduction of Smart-Management into the System of Public Management of Regional Development in the Context of Strengthening National Security of Ukraine

        The article substantiates the need and shows the features of introducing SMART management into the system of public management of regional development in the context of strengthening the national security of Ukraine. Disclosed are such provisions as: goal-setting; state mission; state mission in Ukraine; goals of the Ukrainian state; strategic management priorities in Ukraine. Differences between the purpose of the organization and the purpose of the state are determined. The characteristic of the goal at the state level is given. The management standards in SMART management are characterized. The issues of the exhaustibility of existing SMART criteria are reviewed and it is proposed to supplement them with two such as: inspiration (inspiration) and ity (ethics). Two main principles are defined (evaluated (assessment), reviewed (review)), which must be observed when introducing SMART management into the system of public management of regional development in the context of strengthening the national security of Ukraine.

        Ergogenic Aids as a Means for Increasing Athlete Working Capacity in the High Altitude Environment

        Dietary supplement Antihot(R) was tested as a potential means for increasing human working capacity in a high altitude environment. During three days the volunteers (athletes specializing in mountaineering) climbed to the height of 3,700 m above sea level by marches of 15 km each with a load of 35-40 kg. Twenty nine young men aged 20-35 years old participated in the trip, and 15 of them were taking Antihot(R) in capsules, 1 capsule (0.5g) three times a day during a meal, for 4 days. The other 13 men, who were included in the control group, were taking a placebo under a similar routine. Besides hypoxic hypoxia the ascent was complicated by the night temperature fall to -5℃, preventing the climbers from having rest and recreation. It was registered that with taking Antihot(R) the climbing was easier to tolerate. The number of complaints recorded in a mountain experience questionnaire decreased, and, above all, the course of halt recreation had run much quicker. In the upland environment, the improvement of a feeling of health was recorded, physical loads got easier to overcome, and fatigue was lowered. A distinct decrease of hypoxic hypoxia was registered. Symptomatology relevant to the presentations of acute mountain pathology developed to a minor ratio and virtually did not affect on the volunteers` functional condition and their working capacity. In comparison to the control group the average number of complaints decreased to 4 times less, including cerebral and common complaints which decreased by 6 times less, cardiorespiratory ones -to 2.5 times less, and digestive and excretory complaints -20 times less. These results are sure to argue for distinct antihypoxic action by Antihot(R). Heart rate is a general parameter of physiological function tension. At the post-ascent examination of the climbers who had taken Antihot(R), it remained lower than background meaning both at rest and while conducting a loading test by 5.5 and 11.4%, respectively. In aggregate with a reliable increase of breath-holding (Stange test) by 25.5% against taking Antihot(R), results argue for a favorable preparation impact on the functions of the oxygen transportation system, rapid and complete removal of oxygen debt and, maybe, as a whole, for a decrease of tension level in the body`s physiological systems, thus, facilitating adaptation and working capacity in a high altitude environment. Therefore, Antihot(R) has displayed high efficacy in increasing tolerance to unfavorable factors of environment in high altitude as well as in facilitating tolerance to physical loading and maintaining a feeling of well-being during the whole stay in the mountains.

      • The modernization approach to the regional processes monitoring of the social services provision in the context of the modern public policy

        The modernization approach to monitoring regional processes of providing social services is proposed. The methodological approach is developed in the context of the modern public policy, which includes the following stages: the formation of a system of indicators that characterize the level of the social services modernization; the determination of the levels of regions development by such components as the modernization level of the economic sphere, the modernization level of the demographic component and the modernization level of employment; the determination of weights for each group of indicators and calculation of integrated indicators, ranking of regions; the allocation of criteria for classification and grouping of regions according to the modernization level of the social services sphere; highlighting the most important problems of each region. The proposed method is tested on the example of the Ukraine's regions. According to the results of calculations of the modernization level of the processes of providing social services, the ranking and grouping of the regions was carried out. The rating allowed to distinguish four groups of regions: regions with a high modernization level of social services, regions with above-average levels, as well as regions with medium and low levels. The author's modernization approach to monitoring the processes of providing social services allows to investigate the real state of the main indicators influencing these processes and to identify problem regions in order to develop mechanisms to stimulate their development.

        Influence of a New Dietary Supplement on the Parameters of Functional Preparation, Working Capacity and Processes of Renewal in Athletes at the Work Performance in the Anaerobic-Glycolytic Zone of Energy-Supply

        The authors have conducted the study on the influence of a new dietary supplement "Antilactate" (DS "Antilactate") on the parameters of working capacity and functional preparation of skilled athletes at a test load of sub-maximum power in the anaerobic zone of energy-supply and on the after-load renewal processes. Sixteen male athletes participating in Greco-Roman style wrestling were involved in the study; 10 men made up a test group, and six a control one. The study was conducted during the "crash" microcycle at the special preparatory stage of the base period. The duration of the microcycle, which was aimed at the improvement of athlete performance, was 7 days. The training loads during the mentioned microcycle were provided mostly at the account of anaerobic glycolytic mechanisms of energy-supply. The athletes from the test group were taking the DS "Antilactate" on a 7-day course. A daily dosage of the DS "Antilactate" substance - malate mono[(2-dimethylamino)ethyl ether] of succinic acid - made up 2.0 g. The athletes from the control group were taking a placebo under a similar pattern. To evaluate the working capacity and the preparation level of the tested athletes, we used a 30-second Wingate bicycle ergometer anaerobic test, which was conducted twice - at the start of the microcycle, during which the athletes were taking the DS "Antilactate" or the placebo, and at its termination. The development of renewal processes following the test load implementation was evaluated under the indices of lactate, urea, after-products of lipid peroxidation, hemoglobin and erythrocyte content in the athlete`s capillary blood. It was determined that a course (over a period of 7 days) administration of the DS "Antilactate" during the "crash" microcycle at the special preparatory period did not exert a significant influence on the parameters of working capacity and functional preparation of the athletes who performed work at sub-maximum power in the anaerobic zone of physical loads. Meanwhile, the intake of the tested dietary supplement would promote body restoration after anaerobic glycolytic loads at sub-maximum power, which was proved by the rise in the rate of the blood lactate elimination during a leisure period following the performance of test loads, absence of blood hemoglobin decrease and excessive activation of lipid peroxidation specified by intensive training loads in the athletes from the test group, who administered the DS "Antilactate". The findings allow us to consider it appropriate to employ this parapharmaceutical in the practice of skilled athletes practicing different sports with the predominant glycolytic mechanism of work energy-supply.
