체육행정시스템의 발전적 개편 방안

이 연구의 목적은 체육행정시스템의 개선방안을제시하는 것이다. 구체적으로는 첫째, 체제이론의 적용가능성을 검토하고 체육행정시스템의 구조와 기능을 분석하는데 필요한 분석틀을 제시하는 것이다. 둘째, 분석틀을 토대로 체육행정시스템의 문제점을 분석하고 개선방안을 제시하는 것이다. 이를 위하여 전문가회의를 통한 체제이론 관점의 분석틀을 도출하고 10명의 전문가를 대상으로 문제점과 개선방안을 도출하였다. 연구결과는 다음과 같다. 첫째, 체제이론은 체육행정시스템을 평가하고 개선방안을 제시하는데 매우 유용한 틀로서 의미를 갖는다. 체제이론의 관점에서 체육행정시스템은 체육행정시스템의 발전적 개편의 개념과 범위 설정하였는데 체육행정시스템은 서비스를 제공하는 제공자로서의 기능과 이를 생산하고 전달하는 생산자의 기능으로 구성되며 제공자는 문화체육관광부이고 생산하고 전달하는 구조는 문화체육관광부와 체육단체, 문화체육관광부와 지방자치단체로 구성된다. 둘째, 평가결과 경계활동 체제는 2점, 생산체제는 2.5점, 유지체제는 2.9점, 적응체제는 2.6점, 관리체제는 2.5점으로 나타나 많은 개선이 필요한 것으로 나타났다. 셋째, 체육행정시스템의 하위체제별 개선방안으로는 첫째, 경계활동 체제의 개선을 위해서는 정부부처내 협력과 조정의 시스템화, 체육홍보의 총괄적 기능, 체육행정시스템의 기획 기능 보강 등이 필요한 것으로 나타났다. 둘째, 생산체제 개선을 위해서는 생활체육과 엘리트체육통합 등 목적의 전문화, 문화체육관광부 체육국내 과별 명칭과 업무 조정, 집행기능의 체육단체 이관, 노인·임산부·여성·장애인 등 개방형 직위제 확대, 정부내 타부서 및 산하유관기관 협의체 추진 등이 필요한 것으로 나타났다. 셋째, 유지체제의 개선을 위해서는 규칙과 절차의 공식화 확대, 교육 훈련 등 성과평가 확대 및 개방형 직위제 확대 등이 필요한 것으로 나타났다. 넷째, 적응체제의 개선을 위해서는 정보력의 확대와 전담사무관·전담연구원 지정, 중장기 계획의 지속적 수립과 집행 등 연구 활성화, 체육행정 시스템 평가 및 환류 체계 확립, 전문가 활용 체계 개선을 통한 전문성 확보 등이 필요한 것으로 나타났다. 다섯째, 관리체제의 개선을 위해서는 체육단체의 조정기제 확립, 정부와 지방단체간, 지방단체간 조정기제 확립, 성과평가를 통한 자원배분 체계 확립, 전달체계내 각 조직별 평가체계 활성화, 전문성에 기반한 체육단체장 선발 체계, 단체장의 성과평가를 통한 중간평가 등이 필요한 것으로 나타났다. The sport administrative system provides a service as with function it will reach and it produced and it delivers of the productive function which it was composed all. Main provider is the Department of Culture, Sport and Tourism that delivers and composing structure system consists of the Department of Culture, Sport and Sports Organization and the Department of Culture, Sport and Tourism, the local government, the voluntary sports organization. The purpose of this study was to propose concept and scope of developmental reformation of sport administrative system. In specially the structure of sport system function analysis from viewpoint of system theory, the research analyzed the role and function of sports related body such as the Department of Culture, Sport and Tourism, Sport organization, Local Government. Data were collected through the use of Delphi-technique. The results of the study are as follows First, the system theory proposed identification that the structure and function of the sport administrative system must equip. The sport administrative system function analysis of system theoretical viewpoint it evaluates, the subordinate system was composed with a guard activity system and productive system, a maintenance system, an adaptation system and a administration system all. Second, evaluation of the subordinate system of sports administration system were low par. All subordinate system were indicated problems and were needed the improvement from viewpoint of system theory. Third, each subordinate system was proposed developmental reformation of the structure and function such that the guard activity system was needed coordination mechanism, the productive system was needed reinforcement of professionalism, the maintenance system was needed formulation of rule and process of managing business, the adaptation system was needed performance evaluation of sports administration system and administration system was needed redistribution of resources as national budget.

체육고등학교 운동부 감독교사의 역할 수행에 대한 사례 연구

이 연구는 특수목적고등학교인 체육고등학교라는 특정 집단에 소속된 운동부 감독교사의 역할 수행에 대한 실제 속에 내포된 문화적 의미들을 탐색하기 위한 목적으로 진행되었다. 연구대상은 연구참여학교 감독교사 중에서 이 연구의 연구 취지에 동의한 7명으로 구성하였으며, 이 연구에서 사용된 연구기법은 문화기술적 사례연구로 문헌조사, 심층면담 및 참여관찰, 결정적 사건 기록법이며 전체적인 절차는 문제파악 및 연구 계획수립, 자료수집, 자료 분석, 보고단계로 진행하였다. 체육고등학교 운동부 감독교사의 역할 수행에 있어서 연구참여자들은 운동부 전문가와 운동부 관리자, 운동부 봉사자의 역할을 수행하고 있음을 알 수 있었다. 첫째, 운동부 전문가로서의 연구참여자들은 이미 체육고등학교와 같은 전문 엘리트 선수를 육성하는 특수목적을 가진 학교의 운동부를 운영하고 있는 것만으로도 전문성을 인정받은 것이지만 이에 만족하지 않고 보다 더 나은 운동기술 지도 방법을 개발하고 적용하여 훈련의 질을 높이며 경기력을 향상시키고 있었다. 둘째, 운동부 관리자로서의 연구참여자들은 담당운동부와 관계되는 행정업무와 선수선발과 진로지도 등이 포함되는 선수관리 업무, 학생, 학교관리자, 학부모, 코치, 동료교사, 종목관련 담당자와의 폭넓고 친밀한 인간관계 유지, 예산확보와 예산운용, 지원금확보 등을 포함하는 예산관리와 같은 영역들에서 그 역할을 다하고 있었다. 셋째, 운동부 봉사자로서의 연구참여자들은 담당운동부의 효율적인 운영을 위하여 개인적인 희생을 감수하면서 학생들에 대한 생활지도, 상담활동, 졸업 후 지도활동과 같은 활동들에 열정을 바치고 있다. This study was conducted under the goal of examining the cultural meaning involved in the actual role operation of director teachers of an athletic club affiliated with a particular group, a physical education high school as a special purpose high school. The subject of this study was composed of seven members of study-related schools` director teachers who agreed to the object of this study. Cultural-descriptive case study, such as record-reference, in-depth interview, participant observation, decisive event record method, was used as study techniques. The whole procedures are as follows: Problem grasping, establishment of study plan, data collection, data analysis, and report. In regard of role operation of the director teacher of an athletic club at a physical education high school, it was found out that research participants played roles of an expert, a manager and a service provider for the athletic club. First, research participants as experts had already gained acknowledgment of their professionalism while operating an athletic club at a physical education high school. However, they developed and applied better athletic technical instruction methods, not remaining satisfied, by which they enhanced training quality and competition skills. Second, research participants as managers of athletic clubs played their roles with respect to administrative business related to an athletic club, in charge of managing business for players including player selection and course guidance etc., while maintaining broad and close relationship with students, school managers, students` parents, coaches, colleague teachers, and persons in charge of applicable events, etc., and acquiring and operating the budget including collection of supporting fund, etc. Third, research participants as service provides for athletic clubs sacrificed their personal lives for efficient operation of their athletic clubs and devoted their passion to such activities as living guidance for students, counseling and harvesting.

일제강점기 간도 체육 및 스포츠 변천과정 -《간도신보》의 기사분석을 중심으로(1925-1937년)

이 연구는 간도지역에서 발행된 간도신보를 대상으로 간도지역의 체육과 스포츠가 어떤 변천과정을 거쳤는지 알아보기 위한 것이다. 이에 관한 결론은 다음과 같다. 간도신보에 게재된 체육 및 스포츠 관련기사를 분석한 결과, 일본인들이 즐기는 스포츠종목들이 간도지역에 많이 전파되었으며 점차 조선인 참가자들이 나타나기 시작하였다. 그리고 간도지역 체육 및 스포츠는 조선인 주최측은 반드시 일본 영사관의 허가를 받아야 되었고 만주국건국이후 간도지역의 모든 체육행사는 일본제국주의 산물인 만주국 체육연맹이 통괄하였다. 만주국 정부는 만주국정당화를 위하여 만주국 건국기념 운동회를 통하여 동북3성 각 민족들이 자발적인 의지로 행하여지고 있는 체육 및 스포츠로 포장선전 함으로써 국제사회에서 만주국의 정당화를 꾀함이 주된 목적이었다. By collecting the information of sports events in Kando Times, the paper aims to find out how the transitional process of sports events in Kando. This paper by analyzing the articles about sports events in Kando Times, concludes that the sports events which were popular among Japanese were also spread widely in Kando and more and more Koreans began to take part in them. And it can be known that Korean organizers had to be permitted by consulate-General of Japan to hold sports events and all of the sports events were managed by Manchukuo Sports Union which was a product of Japanese imperialism. In order to make the Manchukuo government to be legalized, the government propagates the sports events through the Sports Meeting for Commemorating National Foundation. What`s more, this sports meeting was organized spontaneously by each minority in three provinces of Northeast China. The main purpose of this sports meeting is to make the international community to admit the legal status of the Manchukuo government.
