In recent years robotics has become an important resource in engineering. Adoption of Robotics and Autonomous Systems (RAS) in activities related to ship inspections has obvious potential advantages, but also arises particular challenges, both from technical and legal viewpoints. The ROBINS project (ROBotics technology for INspection of Ships) is a collaborative project co-funded within the H2020 EU Research and Innovation programme call, aimed at filling the gap between current ship inspections approach and available robotic technology, both from technological and regulatory point of view. Main goal of the present work is to highlight how ship inspections are currently carried out by humans, how they could be improved using RAS, even if not completely autonomous for the time being, at least in selected operational scenarios and how the performances of RAS platforms can be tested to assess their effectiveness in carrying out surveys onboard. In such a framework, a testing facility aimed at assessing RAS' capabilities as well as providing suitable environment for their development has been built and it is still under development along with dedicated testing protocols, able to assess the equivalence between human and RAS inspection of ship and marine structures. The features of a testing facility where RAS can be tested and the testing protocols are presented, showing how technological and regulatory gaps are filled.

Alongside his multiple scholarly writings, contributed to a variety of disciplines, Max Weber produced a number of others on significant contemporary issues. Some of these regarded public and especially political matters. For instance: The modern political environment is composed by a plurality of sovereign states, each with the same basic interest in maximizing its own power with respect to the others. On this account Machiavelli emphasized that a state’s pursuit of this end often required by use of military violence, thus the neglect of ethical constraints. Weber broadens this argument. Social life as a whole entails the antagonism between the individuals’ commitments to one or the other worldly value. At the political level, this entails the enduring significance of such concepts as “real politics”, “reason of state”, the peculiar significance of “great powers”. Other significant writings of Weber’s deal with issues regarding the nature of scholarly discourse on cultural over against natural phenomena. The essay presents his “philosophical anthropology” that is the understanding of the human being which inspires his own YOU scientific discourse on social affairs. In particular, Weber’s approach to sociology embodies what is sometimes called “methodological individualism”. It also requires peculiar conceptual constructs which he labels ‘ideal types’ The last part of the essay discusses Weber’s understanding of Wertfreiheit - that is, the “value neutrality” required for the objective understanding of social institutions and processes.

Max Weber was always interested in political affairs, not only as a scholar, but also as keen observer and critic of the way in which contemporary Germany was ruled. He lamented the inadequate extent to which, as compared with other European countries, the running of governmental affairs had been modernized. The start of the war intensified his commitment to the cause of Germany as a great power, to which he gave expression - while remaining fully engaged in creative scholarly work - chiefly in his intense activity as a publicist, and occasionally in direct involvement in the conduct of official affairs. Germany’s defeat constituted for him a tragedy, but intensified his effort to modernize the country, among other things by playing a significant role in the drafting of the Weimar constitution.

Emotion-based analysis of programming languages on Stack Overflow

When developing a software engineering project, selecting the most appropriate programming language is a crucial step. Most often, feeling at ease with the possible options becomes almost as relevant as the technical features of the language. Therefore, it appears to be worth analyzing the role that the emotional component plays in this process. In this article, we analyze the trend of the emotions expressed by developers in 2018 on the Stack Overflow platform in posts concerning 26 programming languages. To do so, we propose a learning model trained by distant supervision and the comparison of two different classifier architectures.

Sunitinib Versus Sorafenib in Advanced Hepatocellular Cancer: Results of a Randomized Phase III Trial

<P><B>Purpose</B></P><P>Open-label, phase III trial evaluating whether sunitinib was superior or equivalent to sorafenib in hepatocellular cancer.</P><P><B>Patients and Methods</B></P><P>Patients were stratified and randomly assigned to receive sunitinib 37.5 mg once per day or sorafenib 400 mg twice per day. Primary end point was overall survival (OS).</P><P><B>Results</B></P><P>Early trial termination occurred for futility and safety reasons. A total of 1,074 patients were randomly assigned to the study (sunitinib arm, n = 530; sorafenib arm, n = 544). For sunitinib and sorafenib, respectively, median OS was 7.9 versus 10.2 months (hazard ratio [HR], 1.30; one-sided <I>P</I> = .9990; two-sided <I>P</I> = .0014); median progression-free survival (PFS; 3.6 <I>v</I> 3.0 months; HR, 1.13; one-sided <I>P</I> = .8785; two-sided <I>P</I> = .2286) and time to progression (TTP; 4.1 <I>v</I> 3.8 months; HR, 1.13; one-sided <I>P</I> = .8312; two-sided <I>P</I> = .3082) were comparable. Median OS was similar among Asian (7.7 <I>v</I> 8.8 months; HR, 1.21; one-sided <I>P</I> = .9829) and hepatitis B–infected patients (7.6 <I>v</I> 8.0 months; HR, 1.10; one-sided <I>P</I> = .8286), but was shorter with sunitinib in hepatitis C–infected patients (9.2 <I>v</I> 17.6 months; HR, 1.52; one-sided <I>P</I> = .9835). Sunitinib was associated with more frequent and severe adverse events (AEs) than sorafenib. Common grade 3/4 AEs were thrombocytopenia (29.7%) and neutropenia (25.7%) for sunitinib; hand-foot syndrome (21.2%) for sorafenib. Discontinuations owing to AEs were similar (sunitinib, 13.3%; sorafenib, 12.7%).</P><P><B>Conclusion</B></P><P>OS with sunitinib was not superior or equivalent but was significantly inferior to sorafenib. OS was comparable in Asian and hepatitis B–infected patients. OS was superior in hepatitis C–infected patients who received sorafenib. Sunitinib-treated patients reported more frequent and severe toxicity.</P>
