THE SCALING RELATIONS AND STAR FORMATION LAWS OF MINI-STARBURST COMPLEXES

<P>The scaling relations and star formation laws for molecular cloud complexes (MCCs) in the Milky Way are investigated. MCCs are mostly large (R> 50 pc), massive (similar to 106 M circle dot) gravitationally unbound cloud structures. We compare their masses M-gas, mass surface densities Sigma(Mgas), radii R, velocity dispersions sigma, star formation rates (SFRs), and SFR densities Sigma(SFR) with those of structures ranging from cores, clumps, and giant molecular clouds, to MCCs, and galaxies, spanning eight orders of magnitudes in size and 13 orders of magnitudes in mass. This results in the following universal relations: sigma similar to R-0.5, M-gas similar to R-2, Sigma(SFR) similar to Sigma(1.5)(Mgas) , SFR similar to M-gas(0.9) , and SFR similar to sigma(2.7) Variations in the slopes and coefficients of these relations are found at individual scales, signifying different physics acting at different scales. Additionally, there are breaks at the MCC scale in the sigma-R relation and between starburst and normal star-forming objects in the SFR-M-gas and Sigma(SFR)-Sigma(Mgas) gas relations. Therefore, we propose to use the Schmidt-Kennicutt diagram to distinguish starburst from normal star-forming structures by applying a SMgas threshold of similar to 100M circle dot pc (2) and a Sigma(SFR) threshold of 1M circle dot yr (1) kpc (2). Mini-starburst complexes are gravitationally unbound MCCs that have enhanced Sigma(SFR) (> 1M circle dot yr(-1) kpc(-2)), probably caused by dynamic events such as radiation pressure, colliding flows, or spiral arm gravitational instability. Because of dynamical evolution, gravitational boundedness does not play a significant role in regulating the star formation activity of MCCs, especially the mini-starburst complexes, which leads to the dynamical formation of massive stars and clusters. We emphasize the importance of understanding mini-starbursts in investigating the physics of starburst galaxies.</P>
The Formulation of the National Discourse in 1940-45 Vietnam

The period of Japanese occupation fundamentally changed the Vietnamese political environment, by unleashing nationalist aspirations and causing an upsurge in political involvement on the part of Vietnamese throughout the country. The course of events during the years 1940-1945 affected thus a definite transformation of Vietnam's society and politics. However, whereas the national image was going through a process of crystallization, diversity of ideological complexions and lack of clear-cut ideological directions, of organized structures, of definite programs of action, and of substantial mass bases generally characterized by the different groups which became entangled in the struggle against foreign domination, contrary to the Indochina Communist Party, whose success in taking advantage of the effects of the power vacuum following Japan's capitulation on 15 August 1945 was the result of long-term revolutionary preparations involving propaganda and organizational work. Indeed, the movement leading Vietnam to independence in the so-called August Revolution followed a broadly based nationalist program, but was controlled from within by the well-organized Indochina Communist Party. In order to understand how such a program could have won wide popular support, this paper examines the different ways the national idea was formulated by the main historical actors of the 1940-45 period, opposing especially to the discourse of the old monarchical political system to the Vie^t Minh's patriotic-nationalist propaganda. From this viewpoint, a through analysis of the Declaration of Independence of 2 September 1945 would help to point out that, while implying no unity whatsoever, at least at this stage, it was in reality a profoundly Marxist-Leninist document, in spite of the use of Enlightenment ideals and 19th century nationalism and the apparent absence of the Marxist-Leninist philosophy that the Vie^t Minh subscribed to.

This paper presents an improvement for calculating method of astronomical vessel position with circle of equal altitude equation based on using a virtual object in sun and two stars observation. In addition, to enhance the accuracy of ship position achieved from solving linear matrix system, and surmount the disadvantages on rank deficient matrices situation, the authors used singular value decomposition (SVD) in least square method instead of normal equation and QR decomposition, so, the solution of matrix system will be available in all situation. As proposal algorithm, astronomical ship position will give more accuracy than previous methods.
Determinants of Port Infrastructure Pricing

Despite many theories on port pricing have been discussed in literature,empirical research on this topic remains very limited. This paper seeks to empirically analyse port infrastructure charges using the simultaneous equation regression method and data of 159 seaports. The analysis result indicates that seaport infrastructure pricing is primarily cost-based but other factors are also relevant. These include demand, the governance model,legal structure and geographical region. Given the exploratory nature of its research, the paper also discusses the limitations and implications for port authorities, policy makers and future research.

Taxonomic notes on the genus Elaphropoda Lieftinck, 1966 (Hymenoptera: Apidae) from Vietnam are presented. Two species of the genus are reported: Elaphropoda percarinata (Cockerell, 1930) was first recorded from Vietnam based on specimens collected from Ha Tinh province in 1998, and is reconfirmed with a specimens collected from Bac Kan province in the Northeastern part of the country in this study, and Elaphropoda khasiana (Schulz, 1906) is recorded from Vietnam for the first time. Redescriptions of the male of E. percarinata and the female of E. khasiana are given with illustrations.
The Influences of the Sanzijing on Premodern Vietnam’s Literary Sinitic Textbooks

After spreading into Vietnam, the Sanzijing () had a strong influence on the Sino-Nom writings by Vietnamese authors in both of their form and content. On the form, the three-character verse style of the Sanzijing was adopted in many Vietnam’s works. About the content, premodern Vietnamese authors compiled their works by re-using examples of fondness for learning and categories of traditional concepts. In the process of reception of the Sanzijing, these authors also made immitation, adjustment, application, and combination in many aspects of this book, in order to compile primary textbooks for the education of script, language, history, thoughts, culture of Vietnam.

Constructive Alignment is a principle devised by Professor John B. Biggs, used for devising teaching and learning activities, and assessment tasks, that directly address the intended learning outcomes. It represents a marriage between a constructivist understanding of the nature of learning, and an aligned design for outcomes-based teaching education, adapting to the current requirements for programme specification, declarations of learning outcomes and assessment criteria, and the use of criterion based assessment. There are two basic concepts. First, learners construct meaning from what they do to learn. This concept derives from cognitive psychology and constructivist theory, and recognizes the importance of linking new material to concepts and experiences in the learner’s memory, and extrapolation to possible future scenarios via the abstraction of basic principles through reflection. Second, the teacher makes a deliberate alignment between the planned learning activities and the learning outcomes. This is a conscious effort to provide the learner with a clearly specified goal, a well designed learning activity or activities that are appropriate for the task, and well designed assessment criteria for giving feedback to the learner. This article discusses about building a VSL lesson with Constructive Alignment to meet the consistency of training outcomes and improve the quality of teaching and learning as well as strengthen the quality and reputation of the training programs.
