The member nations of the Bolivarian Alliance for the Americas (ALBA) are working to create an integrated trade and monetary zone with a new currency. This paper explores the significance of their effort, highlighting potential challenges and benefits. First, it discusses the rationale for a cooperative development strategy. Next, it analyzes the history and workings of the European Payments Union (EPU), one of the most successful attempts at collective regional development. Finally, it draws upon the EPU experience to suggest a process of zone construction capable of achieving ALBA’s goal of cooperative development.

The South Korean Economy and U.S. Policy

The South Korean economy is undergoing an economic restructuring based on neoliberal, free-market principles. Mainstream economists claim that that this process was a necessary and successful response to South Korea’s devastating 1997-1998 crisis. This article challenges this claim. It critically exams the economic and social consequences of South Korea’s current neoliberal restructuring; highlights the ways international capitalist dynamics and U.S. policy initially promoted and then undermined South Korea’s growth; describes the role played by U.S. and International Monetary Fund policy makers in shaping South Korea’s post-crisis restructuring; and considers the challenges facing South Korean workers in their struggle to advance a new economic strategy.

China's record of rapid export-led growth has led many progressive scholars and activists to promote China as a development model whose growth strategy could and should be emulated by other countries This paper argues that this celebration of China is a serious mistake, one that reflects a misunderstanding not only of the Chinese experience but also of the dynamics and contradictions of capitalism as an international system An examination of the effects of China's economic transformation on the region's other economies makes clear that the country's growth is intensifying competitive pressures and crisis tendencies to the detriment of workers throughout the region, including China.
