        Implications of the Ukrainian Crisis on the Korean Peninsula

        Purpose: This paper intends to examine the background of Putin's invasion of Ukraine and to find out the im-plications of the Ukrainian situation on the Korean Peninsula. President Vladimir Putin has long ruled Russia by turning it into a powerful totalitarian country. At the heart of Putin's neo-Eurasian policy are the construction of the Eurasian Empire, the establishment of centralization, opposition to Western values, and hostility to the United States advocating Russia's religion and traditional values. Influenced by Lugin's philosophy, Putin had a huge vision to build a Eurasian empire to undermine U.S. hegemony by integrating former Soviet countries with Eastern Europe and putting EU countries under the protection of Russia. Method: This paper analyzes the political implications of Ukraine’s crisis on the Korean Peninsula by using Tucker’s political leadership processes. Robert C. Tucker suggests the political leadership process as an authorita-tive diagnosis of the situation, preparing policy alternatives to solve problems, and mobilization of support to achieve it. Russia implemented a gray zone strategy to achieve its goal of restoring the lost territory in the wake of the dissolution of the Soviet Union. Results: North Korea successfully launched allegedly a Hwaseong-17 intercontinental ballistic missile on March 24, 2022. North Korea can also try to provoke hybrid warfare by benchmarking Russia, and the expected types of provocations are information warfare, cyber warfare, diplomatic warfare, and special warfare by demonstrat-ing nuclear capability. The threat to hybrid warfare by North Korea includes nuclear weapons, special forces, and cyber-attacks by the strong centralized command control. Conclusion: First, the peace process on the Korean Peninsula is expected to be difficult. Under the Ukrainian crisis, China and Russia are working together to keep the global influence of the United States in check. The United States cannot seek China's cooperation in the peace process on the Korean Peninsula. Because the United States is preparing a secondary boycott on China which helps Russia. Secondly, the arms race between the two Koreas will accelerate. North Korea, using Ukraine as a lesson, is stepping up its test-firing of ICBM and tactical nuclear weapons tests to strengthen its self-defense capabilities. In preparation for such heightened tensions in North Korea, South Korea needs to cooperate with the US and maintain close cooperation with its allies. Third, we should prepare for the possibility of North Korea imitating Russia's hybrid war against Ukraine. North Korea is likely to carry out intelligence warfare, cyber warfare, diplomatic warfare, and special warfare using gray zone strategies.

      • Rescheduling Behavioral Subunits of a Fixed Action Pattern by Genetic Manipulation of Peptidergic Signaling

        The ecdysis behavioral sequence in insects is a classic fixed action pattern (FAP) initiated by hormonal signaling. Ecdysis triggering hormones (ETHs) release the FAP through direct actions on the CNS. Here we present evidence implicating two groups of central ETH receptor (ETHR) neurons in scheduling the first two steps of the FAP: kinin (aka drosokinin, leucokinin) neurons regulate pre-ecdysis behavior and CAMB neurons (CCAP, AstCC, MIP, and Bursicon) initiate the switch to ecdysis behavior. Ablation of kinin neurons or altering levels of ETH receptor (ETHR) expression in these neurons modifies timing and intensity of pre-ecdysis behavior. Cell ablation or ETHR knockdown in CAMB neurons delays the switch to ecdysis, whereas overexpression of ETHR or expression of pertussis toxin in these neurons accelerates timing of the switch. Calcium dynamics in kinin neurons are temporally aligned with pre-ecdysis behavior, whereas activity of CAMB neurons coincides with the switch from pre-ecdysis to ecdysis. Activation of CCAP or CAMB neurons through temperature-sensitive TRPM8 gating is both necessary and sufficient to trigger ecdysis behavior. Our findings demonstrate that kinin and CAMB neurons are direct targets of ETH and play critical roles in scheduling successive behavioral steps in the ecdysis FAP. Furthermore, temporal organization of the FAP is likely a function of ETH receptor density in target neurons.

        Intron retention decreases METTL3 expression by inhibiting mRNA export to the cytoplasm

        Methyltransferase-like 3 (METTL3), a key component of the m6Amethyltransferase complex, regulates the splicing, nuclear transport,stability, and translation of its target genes. However, themechanism underlying the regulation of METTL3 expressionby alternative splicing (AS) remains unknown. We analyzedthe expression pattern of METTL3 after AS in human tissues andconfirmed the expression of an isoform retaining introns 8 and9 (METTL3-IR). We confirmed the different intracellular localizationsof METTL3-IR and METTL3 proteins using immunofluorescencemicroscopy. Furthermore, the endogenous expressionof METTL3-IR at the protein level was different from that at themRNA level. We found that 3’-UTR generation by intron retention(IR) inhibited the export of METTL3-IR mRNA to thecytoplasm, which in turn suppressed protein expression. Tothe best of our knowledge, this is the first study to confirm theregulation of METTL3 gene expression by AS, providing evidencethat the suppression of METTL3 protein expression byIR is an integral part of the mechanism by which 3’-UTR generationregulates protein expression via inhibition of RNA exportto the cytoplasm.

      • A Model for Inelastic Cyclic Behavior of Bracing Members

        본 논문에서는 임의의 반복하중에 종속되어 반복하여 후좌굴을 일으키는 브래이싱부재의 거동을 위한 기존의 해석적 모델을 개량하여 실제의 거동과 더욱 유사한 모델을 제안하고 실험의 결과와 비교함으로써 모델의 정확성을 입증하였다. This paper proposes a refined analytical model for the behavior of bracing members subjected to an arbitrary cyclic loading. The results of the proposed model are compared with the results of experiments. Consequently, this model simulates with actual behaviors of bracing members well.

        Recognition of the Strategic Situation of US-China Relations after the U.S. Withdrawal from Afghanistan: Focusing on Policy Implications for Northeast Asia and the Korean Peninsula

        Purpose: The re-occupation of Afghanistan by the U.S. troops and the Taliban gives many lessons to the security of the Korean Peninsula. As shown in Vietnam Communization, the poor Taliban troops beat the rich troops of the U.S.-backed Kabul regime, which lacks a will to fight and strategy. The purpose of this study is to discover the implications of the Biden administration s withdrawal from Afghanistan with a neoliberal perspective and its implications for security and denuclearization on the Korean Peninsula. Method: This paper analyzes the US withdrawal from Afghanistan with the theory of Radall Schweller s neoclassical realism and explains political implications toward the Korean Peninsula. This paper will examine four major domestic factors in neoclassical realism focus on nationalism, military ability to mobilize, the influence of domestic interest groups, and nationalism and ideology. It suggests four implications over security and denuclearization on the Korean Peninsula by using the theory of the Neo-classical realism s perspective. Results: First, the withdrawal of the U.S. from Afghanistan can be seen as an expression of shrinking nationalism stemming from the U.S. priority that has emerged since the Trump era. Second, the continued burden of the war due to the worsening financial situation in the U.S. due to COVID-19 and the fatigue of the accumulated war was a cause for the US to withdraw from Afghanistan. Third, to win the votes of the white middle class in the Midwest of the United States, known as Trump s supporters, President Biden decided to withdraw from the need to rebuild the middle class. Fourth, the U.S. Biden administration decided to withdraw troops to focus on checking China, an authoritarian regime, based on value diplomacy that values democracy and human rights. Conclusion: As the Biden administration put more weight on checking China, the declaration of the end of the war pushed by the Moon Jae-in administration has been put on the back burner. The end-of-war declaration pushed by the South Korean government is opposed by the U.S. government as it weakens the justification for the presence of U.S. troops in South Korea that is a strategic hub for checking China. The Biden administration is implementing a policy to actively intervene in human rights issues in China and North Korea, focusing on value diplomacy, and is tightening sanctions against those involved, worsening the atmosphere of dialogue for negotiations. South Korea needs quiet diplomacy to promote the peace process. The U.S. sanctions on North Korea are creating an atmosphere and cause for North Korea to provoke more militarily in the future, raising the need to maintain a military response posture to South Korea and the US.

        The deposition and characteristics of Ni thin films according to annealing conditions for the application of thermal flow sensors

        In this work, Ni thin films with different thickness from 1,523 Å to 9,827 Å were deposited for the application of micro thermal flow sensors by a magnetron sputtering and oxidized through annealing at 450 ℃ with increasing annealing time. The initial variation of resistivity decreased radically with increasing films thickness, then gradually stabilizes as the thickness increases. The resistivity of Ni thin films with 3,075 Å increased suddenly with increasing annealing time at 450 ℃, then gradually stabilizes as the thickness increases after the annealing time 9h. In case of 3,075 Å and 9,827 Å films, the average of TCR values, measured for the operating temperature range of 0℃ to 180℃, were 2,413.1 ppm/℃ and 4,438.5 ppm/℃, respectively. Because of their high resistivity and very linear TCR, Ni oxide thin films are superior to pure Ni and Pt thin films for flow and temperature sensor applications.
