The ability to recover the nearly limitless supply of uranium contained within the world's oceans would provide supply security to uranium based fuel cycles. Therefore, in addition to U.S. national laboratories conducting R&D on a system capable of harvesting seawater uranium, a number of collaborative university partners have developed alternative technologies to complement the national laboratory scheme. This works summarizes the systems analysis of such novel uranium recovery technologies along with their potential impacts on seawater uranium recovery. While implementation of some recent developments can reduce the cost of seawater uranium by up to 30%, other researchers have sought to address a weakness while maintaining cost competitiveness.

Neutron transmission and capture measurements and analysis of Dy from 0.01 to 550 eV

<P><B>Abstract</B></P> <P>Neutron capture and transmission measurements were carried out from 0.01 to over 600 eV on both natural Dy and samples highly enriched in <SUP>164</SUP>Dy. These data were analyzed for resonance parameters utilizing the SAMMY Bayesian analysis code to simultaneously fit both the capture and transmission data. Parameters were obtained for 17 resonances in Dy isotopes up to 18 eV and for the <SUP>164</SUP>Dy resonances near 147, 450 and 540 eV. The thermal capture cross section (at 0.0253 eV) and capture resonance integral were determined for <SUP>164</SUP>Dy.</P> <P><B>Highlights</B></P> <P> <UL> <LI> Transmission and capture measurements from thermal to 550 eV on Dy and <SUP>164</SUP>Dy samples. </LI> <LI> Bayesian analysis provided resonance parameters from the combined measurements. </LI> <LI> Liquid samples were used to obtain uniformly thin <SUP>164</SUP>Dy samples. </LI> <LI> The <SUP>164</SUP>Dy thermal cross section and resonance integral were obtained from these measurements. </LI> <LI> Improvements were made for the 5.45 eV <SUP>162</SUP>Dy resonance parameters. </LI> </UL> </P>

The member nations of the Bolivarian Alliance for the Americas (ALBA) are working to create an integrated trade and monetary zone with a new currency. This paper explores the significance of their effort, highlighting potential challenges and benefits. First, it discusses the rationale for a cooperative development strategy. Next, it analyzes the history and workings of the European Payments Union (EPU), one of the most successful attempts at collective regional development. Finally, it draws upon the EPU experience to suggest a process of zone construction capable of achieving ALBA’s goal of cooperative development.

The South Korean Economy and U.S. Policy

The South Korean economy is undergoing an economic restructuring based on neoliberal, free-market principles. Mainstream economists claim that that this process was a necessary and successful response to South Korea’s devastating 1997-1998 crisis. This article challenges this claim. It critically exams the economic and social consequences of South Korea’s current neoliberal restructuring; highlights the ways international capitalist dynamics and U.S. policy initially promoted and then undermined South Korea’s growth; describes the role played by U.S. and International Monetary Fund policy makers in shaping South Korea’s post-crisis restructuring; and considers the challenges facing South Korean workers in their struggle to advance a new economic strategy.
