도시쇠퇴와 개발공간의 제약으로 인해 도시재생이나 재정비의 필요성이 대두되었고, 도시지역에 대량 공급된 주택들이 노후화됨에 따라 이들을 체계적-과학적ㆍ효율적으로 정비 할 필요성이 제기되었다. 본 연구에서는 토지(KLIS) 및 건축물 현황자료(AIS)를 기초 자료로 활용하여 도시내부의 저이용개발 토지, 고밀도개발이 가능한 단지, 토지이용 혼잡에 의한 불량지구 등과 관련된 정비예정구역과 재정비촉진지구 탐색 등이 가능하도록 모형을 개발하였다. 시뮬레이션을 통해 모형의 정확도에 대한 신뢰성을 높였으며, 공간계획지원시스템으로써 향후 도시재정비계획 및 정책수립에 일조할 것으로 기대된다.
The Development Directions of U‐City Competitiveness Index

본 연구는 U?City 경쟁력의 개념 및 U?City 관련 지수의 연구동향을 파악하여 U?City 경쟁력 지수의 개발방향을 제시하는데 목적이 있다. 이를 위해 먼저 정보화시대, 미래도시, U?City의 개념을 관련문헌을 토대로 파악하고, UCity 경쟁력의 개념을 제시하였다. 다음으로 U?City를 비롯한 미래도시 관련 지수의 연구동향을 파악하여 U?City 경쟁력 지수 개발에의 시사점을 도출하였다. 마지막으로 U?City 경쟁력지수 개발 절차와 각 단계에서의 유의점을 제시하였다. 연구결과 U?City 경쟁력은 거주민의 요구사항에 대한 신속한 대응 및 도시공간 관리의 효율성을 극대화할 수 있는 ICT, U?City 인프라, U?City 서비스, U?City 관리 능력을 의미하며, 이를 측정하기 위해 평가체계의 마련, 평가지표의 선정, 표준화, 지표별 가중치 산정, 평가모형 설정의 개발절차가 필요한 것으로 파악되었다. This study ultimately aims to suggest directions for development of U?City Competitiveness Index through thorough analyses of U?City competitiveness concepts and previous research in U?City?related index. In an attempt to reach the aforementioned goals, the concept of U?City competitiveness is presented based on existing publications on informatization age, future city, and U?City. Next, insights on the development of U?City Competitiveness Index are provided via analysis of research on indices regarding U?City and future city. Finally, the process of developing UCity Competitiveness Index and cautionary comments for each developmental step has been provided. Based on the research results, U?City competitiveness refers to the ability to respond to demands of residents in a timely manner as well as to manage U?City, ICT, U?City infrastructure, and U?City services that maximizes the efficiency of urban space management. In order for proper assessment of these criteria, development of assessment tools, selection of indices, standardization, allocation of weight per index, and construction of assessment framework are required.

정보화 시대에서 공간정보는 국가행정업무와 시민서비스 및 국토의 효율적 이용에 크게 기여하기 때문에 정보사회에서 매우 주요한 정보로 인식된다. 정보사회가 고도화 되면서 정보화의 지역간 격차, 즉 정보격차(digital divide)에 대한 관심이 증가하고 있으며, 이는 지역간 공간정보격차에도 동일하게 적용된다. 특히 공간정보는 정보의 생산과 관리과정에서 많은 비용이 소요되기 때문에 정보화 사회에서 더 심각한 격차로 이어질 수 있다. 이러한 공간정보격차의 중요성에도 불구하고, 아직까지 공간정보격차를 체계적으로 분석하고 정리한 연구는 많지 않다. 본 연구는 현재 우리나라 248개 지방자치단체의 공간정보화 수준을 분석하여, 지역간 공간정보격차를 분석한다. 그 과정에서 지자체의 공간정보화 수준을 정량적으로 분석할 수 있는 체계를 제시하며, 동시에 이러한 공간정보격차를 해소할 수 있는 정책적 제안을 제시하였다. 연구결과 우리나라의 행정규모에 따른 공간정보격차는 명확하게 확인되었다. 이에 대한 대안으로는 중앙정부와 지방자치 단체에서 재정, 정책, 계획, 그리고 평가체계 등 다양한 측면에서 많은 노력을 통해 공간정보화 격차를 완화할 수 있음을 보여준다. Spatial information is commonly evaluated very important because it plays significant roles in national administrations, public service, and efficient land use in the national territory. As information society matures, regional gap in information, digital divide, is frequently considered inevitable. The digital divide is identically applicable to spatial information among different regions. Particularly requiring huge financial investment in construction and management, spatial information may lead to serious digital divide in a country. In spite of the importance of spatial information and corresponding digital divide, there are not many researches about digital divide in spatial information. This study investigates digital divide of spatial information by analyzing whole 248 government administrative units in Korea. In the process, this study presents prototype of digital divide analysis about spatial information and provides technical suggestions to reduce the digital divide. The result shows that Korea has regional gaps, the digital divide, in spatial information, and the digital divide was particularly dominant between metropolitan areas and rural villages. This study suggests multi-dimensional suggestions in political, financial, planning and evaluation perspectives to handle the digital divide.
