      • Towards a Sustainable and lnclusive Society Through ICT in Education

        Governments have already recognized the potentials of utilizing information and communications technology (ICT) or e-learning in education; particularly in delivering capacity building and training programs for the public sector. it is said to directly impact not only on the delivery of basic goods and services, but also leads to better policy and regulatory environment. However, only a few governments have existing policies on open and distance e-learning. This is important in order to ensure that citizens will have better quality of online materials. This paper aims to look into the plans, policies and programs on the use of information and communications technology (ICT) as facilitation factor in providing more and better access of quality education to its citizens leading to a sustainable and inclusive society. Specifically, the paper will: a) identify the relevant plans, policies, programs and projects that facilitate the use of ICT in education in the Philippines which leads to a sustainable and inclusive society; b) discuss a program that use ICT for capacity building for the public sector; and c) determine issues and prospects in the use of ICT in education in the Philippines. The paper utilizes secondary data as it will review relevant documents on the plans, policies and programs of the Philippine governmet on the use of ICT in education. content analysis of the policies, programs and projects of the government that are related to LCT in education. Moreover, the online programs for the public sector of the University of the Philippines Open University (UPOU) is also discussed in the paper in order to illustrate how LCT can be used in education.

      • Enhancing the Use of ICT in Education Towards a Sustainable and Inclusive Society

        Governments already recognize the role of information and communications technology (ICT) in education, training and capacity development. However, in order to facilitate the use of ICT, there is a need to lay down policies, plans and programs that provide the legal framework and guidance on the use of ICT in education, especially in developing countries. This paper discussed the various plans, policies and programs on the use of ICT in the Philippines. They are aimed at providing more and better access to quality education. Moreover, it also discussed one of the online programs for the public sector of the University of the Philippines Open University (UPOU) to illustrate how ICT can be used in education. It also included the issues and prospects on the use of ICT in education in the Philippines. The paper utilized primary and secondary data where it reviewed relevant documents to determine the policies, plans and programs. Primary data was also used by using the evaluation results of the online courses.

      • Biodiversity Policies in the Philippines: Challenges of Fairness and Equity

        The Philippines is the second largest archipelago in the world; however, its rich biological diversity is endangered. With a population of 90 million and continuously growing, the pressure on the remaining forest cover is enormous, especially since many livelihoods are dependent on natural resources. This paper reviews two major biodiversity policies in the Philippines, the National Integrated Protected Areas System Act (RA 7586) of 1992 and the National Biodiversity Strategy and Action Plan (NBSAP). These policies address issues and concerns regarding biodiversity conservation. A review of these policies reveals the challenges for policy implementation. Conflicting policies in development and biodiversity need to be reconciled to incorporate the rights of communities. The issues regarding monitoring and evaluation, information sharing and management, financial constraints, and capacity to implement policies and programs are issues that should be addressed. There is also a need for individuals, business interests, non-governmental institutions (from global and local levels) to collaborate and partner to ensure fairness in the implementation of policies.

        Evaluation of Microencapsulated Local Isolates Lactobacillus casei 97/L3 and Lactobacillus delbrueckii 94/L4 for Improved Probiotic and Yogurt Starter Culture Application

        The effect of microencapsulation on previously isolated Lactobacillus delbrueckii 94/L4 as starter culture for yogurt, and Lactobacillus casei 97/L3 as a probiotic candidate was investigated. Preliminary results showed that L. delbrueckii 94/L4 exhibited tolerance to bile, unlike L. casei 97/L3. Freeze drying significantly (p < 0.05) reduced the viability of both isolates by log 0.71-2.70. Although microencapsulation preserved the viability of L. casei 97/L3 cells exposed to simulated gastrointestinal tract conditions for 120 min, it did not impart significant (p < 0.05) protection against loss of viability during the first 30 min of exposure. Conversely, microencapsulated L. delbrueckii 94/L4 with the addition of Streptococcus thermophilus 24/S1 as starter culture was successfully incorporated into milk to form yogurt, yielding a significantly (p < 0.05) improved product quality.

        The Role of ICT in Governance Education

        Many governments are already discovering and recognizing the potential of utilizing modern technology in delivering capacity building and training programs in the public sector. Moreover, the use of ICT to improve efficiency and effectiveness of different departments and organizations is growing. Through ICT, skills training and capacity building programs may be developed and delivered to the public sector. Given the self-paced nature of e-learning, public servants need not be bound by a specific time and place to study, thereby not consuming so much of their time. They are able to do it in their own convenient time and the resources and reading materials may be downloaded online (UN, 2009). The use of e-learning also serves as a cost-saving mechanism for the public sector, given the elimination of the need for print materials and physical structures for learning. More importantly, since e-learning aids in the upgrading of skills of the workforce it may likewise help them become more innovative in delivering public services. Hence, e-learning not only revolutionized the delivery of traditional education but can also be used in the delivery of programs intended to improve people’s quality of life. The paper aims to present the experiences of students in the use of ICT in governance education in the Philippines. Specifically, it will discuss how ICT is used in the distance e-learning program of the University of the Philippines Open University. It will also show the profile of the students taking up the Master of Public Management Program as well as their experiences in using ICT and interactive tools in learning. The paper will also discuss the prospects of using e-learning as a tool in capacity building for the public sector.

        Development of daily gridded rainfall dataset over the Ganga, Brahmaputra and Meghna river basins

        <P><B>Abstract</B></P><P>The India Meteorological Department (IMD) gridded rainfall dataset, the 47 Bangladesh gauge rainfall observations and the Tropical Rainfall Measuring Mission (TRMM) 3B42V6 satellite data are used in the present analysis. The nearest neighbour interpolation scheme is used, wherein the interpolated values are computed from a weighted sum of observations. The Bangladesh daily gauge measured rainfall is interpolated into regular grids of 0.5° × 0.5° resolution every day from January 1988 to December 2007 and appended with the daily gridded dataset of the IMD over the Indian region. A similar resolution dataset of 0.5° × 0.5° for the TRMM‐3B42V6 data from January 1998 to December 2007 is created from the original data of 0.25° × 0.25° resolution. To produce a merged rainfall product, all the gridded datasets are merged. The merging of datasets is done in such a way as to include the highest rainfall at each grid point from the three products. Based on the three available sets of daily observations (IMD dataset (1° × 1°), TRMM‐3B42 (0.25° × 0.25°) and 46 daily station observations over Bangladesh), a dataset of 0.5° × 0.5° resolution on a daily scale is generated. The focus of this study is to compare the TRMM‐3B42V6 rainfall data over the Ganga, Brahmaputra and Meghna (GBM) domain with observed point gauge data, and assess the possibility of using them for application in real time flood forecasting as well as to serve as a comparison tool for the baseline simulation of high resolution atmospheric models aimed at flood forecasting and climate change projections.
