「법학전문대학원 설치ㆍ운영에 관한 법률안」 정책결정과정에 관한 연구

본 연구는 「법학전문대학원 설치ㆍ운영에 관한 법률안」을 마련하는데 참가한 참가자별로 나누어 입장과 배경을 살펴보고, 이를 Allison모형 중 정부정치 모형과 관련하여 분석한 것이다. 교육정책은 무엇보다도 다양한 대안을 검토한 후 합리적으로 결정되는 것이 바람직하지만, 법학전문대학원 제도 도입과 같이 사회를 구성하고 있는 강력한 권력집단의 이해관계를 건드리는 경우에는 결국 정책이 정치적으로 결정되지 않을 수 없으며, 이 경우 게임의 원리에 따라 강력한 집단에 포획되는 결과를 초래할 수밖에 없다는 것을 살펴보았다. 따라서 이러한 경우, 상호 역할 분담과 각 기관별 역할 참여에 따른 일정부분을 인정받기 위해서는 정치적 결단을 가지고 공익을 내세우면서 또 다른 게임의 장을 마련하는 등 치밀한 협상전략을 마련하여 조정안을 찾아야 한다는 것을 보여 준다. This study aims at making inquiries into the position and background by classifying the policy decision process of law school system introduction into by participant in connection with governmental politics model among Allison (1971, 1999) models, and the confrontation between the interested parties - the Ministry of Education & Human Resources Development, Presidential Commission on Judicial Reform, academic world, legal circles, citizens' groups - over that don't make the most use of the purpose of the system introduction for raising judicial service of people with the important education policy, which should be decided by rational actor model, being decided as a governmental politics model by the power imbalance, to try to find suggestive issues, or problems revealed in the policy decision process of 'Law School Act' bill pending to the Education Committee of National Assembly on December, 2005 through an analysis of ① organizational view, ② decisive subject, ③ goal of actor. ④ goal in common. ⑤ policy decision aspect. ⑥ consistency of policy decision.

Topology optimization of the inner reinforcement for a vehicle's hood has been performed by evolutionary structural optimization (ESO) method. The purpose of this study is to obtain optimal topology of the inner reinforcement for a vehicle's hood considering static stiffness and natural frequency simultaneously. To do this, the multidisciplinary design optimization (MDO) technique was implemented. From several combinations of weighting factors, Pareto-optimal solutions were obtained. Optimal topologies were obtained by ESO method, i.e., by eliminating the elements having the lowest efficiency from the structural domain. Topology optimization for static stiffness problem has been accomplished by removing the element having the lowest efficiency measured by the elastic strain energy efficiency factor. Likewise, topology optimization for natural frequency problem has been performed by eliminating the elements having the lowest efficiency measured by natural frequency efficiency factor. As the weighting factor of the elastic strain efficiency goes from I to zero, it is found that the optimal topologies transmits from the optimal topology of static stiffness problem to that of natural frequency problem. Therefore, it was concluded that ESO method can be effectively applied to topology optimization of the inner reinforcement of a vehicle's hood.
