        A Study on Fostering Reserve Forces Capable of Demonstrate the Ability to Immediately Respond of the Korean Armed Forces

        Purpose: The main purpose of this article is to explore the plan to foster the experts in reserve forces of the Korean armed forces based on a review of the operation of reserve forces in foreign countries, such as the United States and Germany, in consideration of the rapidly changing international situation and security changes on the Korean Peninsula following the Russian invasion of Ukraine. It is intended to examine the relevant development, and at the same time, while there are differences in terms of policy and implementation aspects, it is intended to make suggestions regarding policy development by deriving implications through the comparative analysis of the reserve forces system of Korea and the United States. Method: Considering the characteristics of this study, it was primarily composed of literature studies such as official documents, research papers, and related degree dissertations of the Korean and U.S. governments, Inter-net materials. As examples of the development of reserve forces in foreign countries, including the United States, case analysis of the reserve forces service system and organization method, reserve forces training, etc., were used. Based on which, various implications were drawn for fostering the reserve forces experts for Korea's elite reserve force. Result: For emphasis purposes, the U.S. and Germany legally maintain the same status as active duty and reserve forces. This is because budgeting and policy establishment for reserve forces are applied in the same manner as in active duty. In particular, the U.S. develops and applies the AGR and ADOS systems based on the legal basis and budget, and operates the reserve force as a unit from the peacetime. However, Korea is currently conducting a short mobilization call training for three days and two nights. In case of emergency, after the gen-eral mobilization order is issued, the unit enters into the relevant unit to increase the mobilization and establish the unit. Moving forward, it is necessary to train the reserve forces experts who can contribute to shortening the gap between peacetime and when the general mobilization order is issued. Conclusion: The lessons learned from the Russo-Ukraine war are the spirit of armed struggle from the leader to the people, the strategy and tactics to operate the weapon system, and above all, the very importance of mobilizing the reserve force that can demonstrate practical combat power in the battlefield in case of emergency. As such, it is very important to prepare a plan for fostering the reserve forces experts in consideration of changes in the international order in the 21st century, declining population, changes in war patterns such as hybrid war-fare shown in the Russo-Ukraine war, and Korea's future defense environment, among the key tasks of the De-fense Reform 4.0.

        Comparison of Emergency Vehicle Preemption Methods Using a Hardware-in-the-Loop Simulation

        Modern traffic signal control systems provide Emergency Vehicle Preemption (EVP), which provides the right-of-way to emergency vehicles in preference to other vehicles. Traffic engineers should select the best coordination recovery strategy at the end of the preemption in order to minimize any resulting disruptions. This paper compares the various EVP methods available with a controller used in the USA. The comparison was conducted in an urban corridor including four coordinated-actuated signals using a Hardware-In-the-Loop Simulation (HILS), which consisted of a well-calibrated VISSIM microscopic simulation model and four Type 170 controllers. The examined preemption strategies included shortway and dwell with different numbers of cycles for transition completion. The results of the comparison indicated that the resulting impact on the network-wide and intersection-specific performances varied with the selected EVP method. The results also indicated that the EVP function using a shortway transition method with two or three cycles worked the best, as it could minimize the impacts of EVP.

        A Study on Response to Cyber Threats using Artificial Intelligence

        Purpose: This article examines the impact of the science and technology development and artificial intelligence on cyber threats in the era of the 4th industrial revolution and consideration of national-level defense response to the cyber threats. Method: The theoretical approach referred to monographs and papers published in academic journals, and technical and current data were studied through the Internet and literature research. Results: The development of artificial intelligence has provided efficiency, speed, and convenience of mission performance in cyberspace, but threats from unspecified forces in cyberspace are becoming more covert, advanced, and intelligent. Impairment of mission performance and damage to property has emerged as a national crisis. It has become a new security issue that must be dealt at the national security level. In response to cyber threats, the development tasks include nurturing cybersecurity experts, developing artificial intelligence-based security control management highlighting hacking and malicious code breaches based on artificial intelligence, and improving cybersecurity awareness. Conclusion: Defense, which plays a pivotal role in national security, is expected to serve as an opportunity to strengthen cybersecurity capabilities as a game-changer to respond to cyber threats on the battlefield along with the 4th industrial revolution and the innovative development of artificial intelligence.

        A Review of the International Order and Human SECURITY in the Era of COVID-19 Pandemic

        Purpose: The purpose of this paper is to examine the impact of the COVID-19 pandemic on changes in inter-national order, why the concept of human security emerged, and how it is making emergent variations, and then to study practical usefulness in connection with national security. Method: As a major research method, policy suggestions provided by various domestic and foreign security conversations, academic conferences, and seminars held during the COVID-19 situation were referenced. The theoretical approach of human security was studied analytically through literature research. In addition, the contents of non-face-to-face interviews of 32 security experts were reflected. Results: War and conflict threats are gradually disappearing in the post-Cold War era, and the vulnerability of human security is exposed. Delayed diagnosis and prescription at the human security level have a negative impact on national security. Therefore, at this point, the practical usefulness of human security in line with the fundamental purpose of human security is further needed. Various international and domestic governance and solidarity are needed, and a fused human security policy in connection with the national policy should be estab-lished. Military power, which is the core of national security, should also expand the field of projection for human security. Conclusion: Human security provided the justification for the state to make all-out efforts to non-traditional security threats from traditional security threats through the long-term COVID-19 pandemic. Considering the characteristics of complexity, vulnerability, dependence, and complementarity of human security, the practical usefulness of coexisting with national security should be increased. National security should always be open to materialize human security discourse at the level of national policy, play a role as a supplement to human security, and come up with practical alternatives to overcome the vulnerability of human security.

      • 감자 생산 전과정기계화 현장적응 시험

        감자는 5대 식량작물의 하나로 봄감자 외에도 다양한 작형에서 연중 생산되는 농가의 중요한 소득작물로 재배면적은 ′12년 24.9천ha에서 ′16년 22.0천ha로 감소하고 있고, 기계화율<sup>1)</sup>은 67.4%로 감자 재배작업 단계 중 경운·정지, 방제, 굴취 작업은 기계화가 많이 이루어졌으나, 그 외 작업은 여전히 인력에 의존하고 있어 기계화가 필요한 실정이다. 이에 본 연구는 감자 생산 전과정기계화 작업체계 확립을 위하여 주요 작업공정에 개발 중인 감자 파종기(′17년 개발 완료)와 줄기파쇄기(′17년 개발 완료) 및 보급기종을 투입한 전과정기계화 현장적응 시험을 수행하고 총 소요작업 시간 및 시작기의 포장성능을 분석하였다. 감자 생산 전과정기계화 현장적응 시험은 강릉에 위치한 국립식량과학원 고령지농업연구소 시험 포장에서 수행하였으며, 기계화 적응 재배양식을 두둑폭 75 cm, 조간 30 cm, 주간 25 cm로 설정하고, 본밭준비부터 수확까지 주요 작업공정에 농기계를 투입한 기계화구와 보급이 활발한 농기계 외에 인력을 투입한 관행구를 조성하였다. 감자 재배 기계화 작업공정은 ‘본밭준비(기비살포, 경운·정지)-비닐피복-파종-줄기처리-수확’으로 구성하고, 그 외 작업은 관행과 같은 조건으로 구성하였다. 작업공정별 투입기종은 기계화구의 경우 동력살분무기, 로터베이터, 전자동 감자파종기(휴립+파종+비닐피복), 줄기파쇄기, 굴취기를 투입하였으며, 관행구는 보급이 활발한 로터베이터, 휴립피복기, 굴취기외에는 인력을 투입하였다. 소요작업 시간 분석결과 기계화구는 27.4시간/10a으로 관행 40.7시간/10a 대비 32.7%의 노력절감 효과가 있는 것으로 분석되었으며, 개발 중인 시작기의 포장성능은 전자동 감자 파종 시작기의 경우 작업성능은 1.0시간/10a, 결주율 2.5%, 주간거리 25.6±5.88 cm, 줄기파쇄 시작기의 경우 작업성능은 1.2시간/10a, 평균 절단길이(잔존)는 12.9 cm로 양호한 것으로 분석되었다.

        양파 재배의 기계화는 논농사용 기계를 공용으로 이용하는 경운·정지, 방제, 휴립피복 작업을 제외하고 기계화가 미흡한 실정으로 경운· 정지 99%, 정식 8%, 방제 98%, 휴립피복 72%, 수확 21%로 정식 및 수확작업에 농업기계가 요구되어지고 있다. 국내 양파 재배는 재배지역과 토성에 따라 밭양파와 논양파로 구분되며 재배양식 및 방법에 큰 차이가 있다. 논양파는 주로 경상도 지역에서 재배하며 수확 시 인력으로 줄기를 절단한 후 비닐을 걷어내고 굴취기를 이용하여 수집하고, 밭양파는 주로 전라도 지역에서 재배하며 굴취기로 양파를 굴취 후 노지건조한 후 인력으로 줄기를 자르면서 수집한다. 따라서 재배형태(논양파, 밭양파)에 따라 서로 다른 농기계가 요구되어지고 있으며, 특히 논양파의 경우 벼 2모작으로 수확시기가 짧아 건조기간 없이 수확(줄기절단·굴취·수집)작업이 단시간에 이루어져야하기 때문에 줄기절단 작업의 기계화가 필요한 실정이다. 본 연구는 양파 줄기절단 작업 기계화를 위하여 트랙터 부착형양파 줄기파쇄 시작기를 설계·제작하였다. 트랙터 부착형 양파 줄기파쇄기는 트랙터 PTO에서의 구동력 전달을 위한 연결 조인트, 동력 전달과 PTO 회전수 변환을 위한 기어박스, 구동축으로 구성된 동력 전달부, 2조의 회전형 절단날, 양파절단 높이 설정 조정부, 높이 제어를 위한 센서부 및 작업기의 원활한 동작과 자체무게 지지를 위한 프레임 등으로 구성하였다. 양파 줄기파쇄기는 기울어진 절단 날의 회전을 이용하여 흡입력을 발생시켜 쓰러진 양파줄기를 일으켜 세우고 이를 절단하며 잘게 파쇄 되도록 설계하였으며, 파쇄된 양파줄기를 회전에 의해 발생한 풍압을 이용하여 양파 두둑의 양쪽 이랑에 분쇄된 상태로 뿌려 부패하면서 자연스럽게 분해되도록 하였다. 또한 절단 높이 제어 센서를 부착하여 양파 두둑의 요철을 감지하고, 이를 이용하여 파쇄기의 바퀴 높이를 조절하도록 하여 두둑의 요철과 무관하게 양파줄기의 잔존길이를 설정한 값으로 절단할 수 있도록 제작하였다. 회전형 절단날은 양파줄기의 깨끗한 절단을 위하여 적정한 회전수 및 칼날 연마각의 관계를 최적화한 상태로 설계하였으며, 줄기절단 높이 조정범위는 20~150 mm 범위로 조절 가능하도록 하였다.
