        중국 고등교육 재정지원제도의 현황과 과제

        이 연구는 중국의 고등교육 재정지원제도의 현황을 분석하고 개선과제를 탐색하는 데 목적이 있다. 이를 위해 먼저 고등교육 재정지원의 유형과 국제적 동향, 그리고 중국 고등교육재정의 전반적인 상황을 개관하고, 주요 재정지원사업인 211공정사업, 985공정사업, 질량공정사업 등의 추진현황과 사업성과를 정리하였다. 중국 고등교육 재정지원의 특징은 개인단위지원의 확대, 투입형 배분방식의 확대, 재원의 점진적 다양화, 고등교육 재정지원의 지역간 불균형, 중앙과 지방의 교육격차확대 등으로 요약할 수 있다. 중국 고등교육 재정지원의 개선과제는 다음과 같다. 첫째, 성과위주의 산출형 배분방식을 확대할 필요가 있다. 둘째, 재정배분의 중개기구인 기금제를 잘 활용해야 한다. 셋째, 고등교육재정의 감독관리체제를 강화해야 한다. 넷째, 고등교육 및 재정지원의 형평성을 제고해야 한다. This research concerns about Chinese higher education financial support system. The aim of this research is to reflect some necessary viewpoints on the improvement of Chinese higher education financial support system. The present study contains the important supporting industry of China’s 211 Projects, 985 Project Key Construction University, quality engineering industry and other major industries. At the same time, this paper analyses the situation of state financial support, and reflects some problems. The characteristics of Chinese higher education financial support are as follows: personal support has been expanded, investment-type financial allocation has been expanded, and also the financial support has been varied. On the other hand, central-Regional obtain employment of the graduates from the major effect, and higher education financial allocation is not equal. The result shows that the prospect of higher education financial support. Firstly, enlarging output-based allocation which focuses on the result; secondly, intermediaries who distribute finance apply fund governance in a flexible way; thirdly, building an equitable and fair system of student support fund; fourthly, reinforcing supervision and management of the financial of higher education; at last, government must strengthen on the investment of private university.

        연변 지역간 유아교육여건 현황 분석

        본 연구에서는 연변 지역간 유아교육여건의 현황을 분석하고 정책적 시사점을 제기하였다. 분석변수로는 기관수, 학급당 유아수, 정교사당 유아수, 정교사비율, 유아당 사용면적수, 유아당 도서량을 사용하였고 가장 간단한 불평등 측정지수인 범위와 표준편차를 사용하여 연변의 지역간 현황을 분석하였다. 2011년, 2012년, 2013년의 통계자료를 활용하여 분석한 결과, 연변 지역간 유아교육여건은 분석변수와 측정지표에 따라 다양한 양상을 보였으나, 전반적으로는 개선되고 있다. 그러나 일부 지표에서는 지역간 격차가 심화되고 있고 결론에서는 분석결과를 바탕으로 유아교육의 기회균등을 제고하기 위한 정책적 제언을 제시하였다. The purpose of this was to analyze the current situation of preschool education in the YanBian area, China, and put forward some policy implications for the field of education in the area. One class of children who were arranged by their teachers participated in this study. Quantitative data of the educational situation from 2011 to 2013 were collected and data analysis was conducted to analyze the current situation in the YanBian area. The results of data analysis indicated that there have been a variety of situational issues and problems in the preschool education of the YanBian area, and it needs improvement. On the other hand, improvement and development in the area has been going on. Still some areas have not developed yet. Some suggestions and implications will be suggested for the educational future in the YanBian area, China.

        A novel multi-physics field optimization method for GaN HEMT circuit design

        A device modeling and topology design method suitable for high-power-density and high-temperature applicationare important to develop with the development of devices. A novel multi-physics analysis model based on GaN high electron mobility transistor (HEMT) is proposed in this paper. The coupled electromagnetic and electrothermal model for GaN HEMT is beneficial to simulate a device's external characteristic waveform affected by different stray parameters in the surrounding. In addition, the proposed method can accurately reflect the switching loss and transient switching process of GaN HEMT.

      • Quasi Z-Source based Full Bridge Isolated DC/DC Topology as A Basic Module for DC-Series PV Converter Connected to HVDC Grid

        DC series-parallel photovoltaic (PV) plants have many advantages. As the most important equipment in the system, DC-Series DC/DC converter has some special technical requirements compared to other applications, especially, the wide input and output voltage regulation range requirement presents a unique challenge to the DC/DC converter design. The paper proposes a Quasi Z-Source based Full Bridge Isolated DC/DC Converter (QZS-FBIC) as a basic module, which cascaded through input parallel and output series (IPOS) to improve power capacity and output voltage adjustment range, so as to meet with the needs of the DC series-parallel PV generation system. The proposed converter can operate both in boost and buck mode. Besides some normal operating modules, several redundant modules are added, and all of these modules putting in and cutting out control to enlarge the range of the output voltage of the converter. A 20kV/500kW DC/DC converter model and 60kV/1.5MW system model are built in Matlab / Simulink to test the proposed topology and control strategies.

      • Series-connected PV MVDC Converter for Large Scale PV System

        This paper presents a novel series-connected PV MVDC converter for large scale PV plant. By analyzing the characteristic of the series-connection PV system, the topology of MVDC converter based on modular structure of input parallel and output series (IPOS) is presented. A novel reconfigurable topology is proposed for the module of the converter. By regulating of switches duty cycle, the module can be reconfigured to realize step-up or step-down mode. With the control strategy and reconfigurable module topology, the series-connected PV MVDC converter achieves wide input voltage range to adapt PV array characteristic and wide output voltage range to adapt to series-connection system requirement with a high efficiency. 5kV/80kW dc-dc module is developed. Series-connected PV converter with modules in IPOS connection is built in simulation environment. The simulation result and experiment result are presented in the paper.

        A brain somatic RHEB doublet mutation causes focal cortical dysplasia type II

        Focal cortical dysplasia type II (FCDII) is a cerebral cortex malformation characterized by local cortical structure disorganization, neuronal dysmorphology, and refractory epilepsy. Brain somatic mutations in several genes involved in the PI3K/AKT/mTOR pathway are associated with FCDII, but they are only found in a proportion of patients with FCDII. The genetic causes underlying the development FCDII in other patients remain unclear. Here, we carried out whole exome sequencing and targeted sequencing in paired brain–blood DNA from patients with FCDII and identified a brain somatic doublet mutation c.(A104T, C105A) in the Ras homolog, mTORC1 binding (RHEB) gene, which led to the RHEB p.Y35L mutation in one patient with FCDII. This RHEB mutation carrier had a dramatic increase of ribosomal protein S6 phosphorylation, indicating mTOR activation in the region of the brain lesion. The RHEB p.Y35L mutant protein had increased GTPλS-binding activity compared with wild-type RHEB. Overexpression of the RHEB p. Y35L variant in cultured cells also resulted in elevated S6 phosphorylation compared to wild-type RHEB. Importantly, in utero electroporation of the RHEB p.Y35L variant in mice induced S6 phosphorylation, cytomegalic neurons, dysregulated neuron migration, abnormal electroencephalogram, and seizures, all of which are found in patients with FCDII. Rapamycin treatment rescued abnormal electroencephalograms and alleviated seizures in these mice. These results demonstrate that brain somatic mutations in RHEB are also responsible for the pathogenesis of FCDII, indicating that aberrant activation of mTOR signaling is a primary driver and potential drug target for FCDII.

        Novel Islanding Detection Method for Distributed PV Systems with Multi-Inverters

        This study proposes a novel islanding detection method for distributed photovoltaic (PV) systems with multi-inverters based on a combination of the power line carrier communication and Sandia frequency shift islanding detection methods. A parameter design method is provided for the novel scheme. On the basis of the designed parameters, the effect of frequency measurement errors and grid line impedance on the islanding detection performance of PV systems is analyzed. Experimental results show that the theoretical analysis is correct and that the novel method with the designed parameters has little effect on the power quality of the inverter output current. Non-detection zones are not observed, and a high degree of reliability is achieved. Moreover, the proposed islanding detection method is suitable for distributed PV systems with multi-inverters.
