Counting Chickens : Examining the Reputation Effects of Economic Sanctions

경제제재의 정책적 효과성에 대한 논의 가운데 여러 학자들은 경제제재의 신호적 효과에 집중하게 되었다. 신호적 효과는 경제제재를 통해 피제재국이 가지고 있는 제재국의 문제해결 의지에 대한 불확실성을 해소하는 효과를 말한다. 스스로에 비용이 드는 제재를 사용함으로써 제재국의 결의를 피제재국과 국제사회에 보여주는 것이다. 이러한 제재가 실제로 제재국의 결의를 신호하는데 효과가 있는지에 대한 연구는 존재해왔지만, 제재의 철회가 보내는 신호효과에 대한 연구는 미비한 편이다. 제재를 이행하는 것이 결의를 표현하면 제재를 철회하는 것 결의의 부재를 신호할 가능성이 높다. 따라서 본 연구는 경제제재를 이행하지 않고 자주 철회하는 제재국을 피제재국은 “겁쟁이”라고 인식하고, 해당 겁쟁이 국가의 제재에 대해 어떻게 반응하는지 보여준다. 직전 제재에서 제재국의 철회 여부와 누적된 철회 횟수가 제재국의 평판에 어떠한 영향을 끼치는지를 이후 제재의 성공 여부를 통해 통계적으로 검증한다. 결과에 의하면 제재국 철회에 대해 이후 제재 상황에서 제재 효과성은 감소하지만, 제재의 진행 정도에 따라 피제재국은 제재국의 다른 평판을 보는 것으로 나타났다. While economic sanctions often have failed to accomplish policy concessions from the target state, scholars argue that policymakers still have an incentive to use sanctions due to their signaling effects. While empirical evidence is mixed regarding the use of sanctions as a signal of commitment, relatively little attention has been paid whether capitulating signals the lack of sender commitment. We argue that targets perceive senders that backdown frequently as “chickens” and, hence, they are less likely to acquiesce in sanction episodes by that sender. Through statistical tests, we examine the effects of previous and total backdowns on sender reputation via future sanction success. Results imply that senders should be wary of having chicken reputations, although targets look at different reputations depending on the development of the current sanctions episode.

경제제재는 안보 목적의 외교정책 수단으로 널리 사용되고 있다. 본 연구는 전체 제재 사례의 과반수를 차지하는 미국이 주도한 제재의 특수성과 효과성을 살펴본다. 제재의 성공에 영향을 끼치는 국제적, 국내적 변수를 소개하고 미국의 사례를 통해 설명한다. 마지막으로 미국의 대북제재와 이에 대한 우리의 대응을 간략히 살펴본다. In this paper, we provide a theoretical framework for sanction effectiveness based on existing studies and analyze sanctions threatened and imposed by the United States. In particular, we focus on domestic and international factors that have been identified to determine sanction success and assess if they can be applied to the US sanction cases. Finally, we draw implications from our analysis for the case of sanctions against North Korea.
