도심 커뮤니티 재생에 관한 논의: 미국의 사례를 중심으로

이 논문은 도심의 커뮤니티 재생산을 위한 지역사회개발 정책에 대하여 논하였다. 미국의 경우 도시화와 지나친 도시확산 그리고 인종차별과 소득의 격차 등이 심화되었고, 이로 인해 도심 커뮤니티의 파괴가 진행 되었다. 이를 대처하기 위한 연방정부 및 지방정부 등의 대응방안에 대하여 논하였고, 미래 도심 커뮤니티의 모델로서 지속가능한 지역사회개발에 대하여 논하였다. 미국의 경우 이 과정에서 제도적 가버넌스 과정과 점진적인 의사결정과정을 진행하고 있음을 볼 수 있다. 이러한 진행에 있어서 커뮤니티 자산을 지도화하는 작업과 이해당사자 그룹들이 함께 참여하는 과정이 필요하다. This paper traces the intellectual and programmatic traditions of community development for future community regeneration. It explores U.S. experiences with large-scale urbanization, excessive urban sprawl, racial segregation, social polarization, and poverty. Facing the urban pathology, contemporary community development is trying to build better community with civic participation, leadership, planning, management, and inter-sectoral partnership. The paper posits that many American communities are looking for sustainable community development to enhance equity, economic opportunities, and environmental protection. In this process, it continues to use comprehensive and institutional approach in governance and political incrementalism decision making. This paper asserts that it is important to utilize cognitive or asset mapping and visioning techniques for sustainable community plan.

우리나라가 복지의 규모를 늘리고 사회 구성원을 위한 세금의 역할이 증대됨에 따라 세금교육의 필요성도 커지고 있다. 세금교육은 세금에 대한 인식과 체계의 선순환에 도움이 되며 이는 실질적인 납세자뿐 아니라 미래납세자인 청소년에게도 필요하다. 청소년을 위한 세금교육 자료는 일반화되어 있지 않으며 세금이라는 주제가 교과목에서 비중 있게 다루어지지 않으므로 청소년에게 낯선 개념일 수 있다. 그러하기에 청소년을 위한 세금교육 자료는 재미있고 학습효과가 높은 콘텐츠로 개발되어야 한다. 본 연구에서는 이미지에 대한 이해와 노출이 많아진 청소년의 정보습득방식을 토대로 이미지 기반의 세금교육 콘텐츠의 활용 가능성을 탐색하고자 한다. 이미지의 종합적 인지작용과 학습의 몰입 등을 반영하여 이미지 중 시각적 자료, 게임 자료의 사례 적용을 통해 세금교육 콘텐츠 개발의 방향을 이해하고자 한다. As Korea increases the scale of welfare and the role of taxes for members of society increases, the need for tax education is also increasing. Tax education helps to create a virtuous cycle of tax awareness and system, which is necessary not only for actual taxpayers but also for young people who are future taxpayers. Tax education materials for young people are not generalized, and the subject of tax is not heavily addressed in the subject, so it may be a new concept to young people. Therefore, tax education materials for young people should be developed as content that is interesting and has a high learning effect. Based on the information acquisition method of adolescents who have a greater understanding and exposure to images, this study aims to explore the possibility of using image-based tax education contents. Reflecting the comprehensive cognitive action of images and immersion in learning, we try to understand the direction of tax education content development by applying examples of visual data and game data among images.

본 연구는 지역공동체의 발전과정과 지역사회에서의 역할을 중심으로, 협동조합의 활성화를 위해 기존의 지역공동체가 가지는 가능성과 과제에 대해 연구하였다. 협동조합 은 조합원들의 공동의사결정 및 민주적 경영구조에 의해 운영되는 것이 원칙이며, 조합원의 권익, 나아가 지역사회에 공헌하는 것을 목적으로 한다. 이는 공동체 내 사회적 자본을 바탕으로 공동체적 신뢰가 형성되었을 때 실현가능 한 것으로, 지속가능 한 협동조합의 생태계를 조성하기 위해서 필수적이라 할 수 있다. 본 연구에서는 충청북도 괴산군의 농촌공동체 사례조사를 통해, 지역공동체의 발전과정에서 지역사회에 미치는 영향과 역할, 그리고 당면과제에 대해 살펴보고, 이러한 기존의 공동체가 협동조합으로 발전할 수 있는 가능성에 대해 밝힘으로써, 효과적으로 협동조합의 활성화를 도모할 수 있는 방안에 대해 모색해보고자 한다. This paper examines the potentials and tasks that rural communities embrace to be established as active cooperatives. One of the most important principles that cooperatives must have is group decision making structurea and democratic management system based on social captial and trust accumulated within the community. Thus, utilizing those communities that have been active for decades can be effective strategies to create sustainable and active cooperatives. In this paper, with the case of rural communities in Goesan-gun, Chungcheongbuk-do, the histories of rural communities and their roles to contribute to the development of the area are investigated. Through the case study, this paper aims to addess the possibility that the rural communities have to be active and sustainable cooperative.
