各国媒体教育政策的比较研究

The purpose of this study is to analyze the significance of media education and to compare media education policy of Korea with leading countries like British, Canada and the U.S.A. The thesis of media education has been emphasized with the development of media technologies for growing the abilities to understand and use the media exactly in everyday life of child and youth. In many countries including Korea, media education programs about newspaper, broadcasting, advertising, films etc. have been attempted in school, society and at home. Especially media education in British, Canada and the U.S.A. is very successful from various points of view and gives us many advices. Above all things media education within school is the most important. Therefore this study suggested alternative ideas for media education policy in Korea as follows emphasizing of understanding a concept media literacy for child and youth, organizing of its curriculum and learning methods, cultivating their special teachers, developing various materials and training facilities about media, and building up the evaluation system gradually in school environment.

대형마트와 중소슈퍼마켓 간 경쟁 관계: 서울시의 경우

본 보고서는 2021년 1~12월 동안 서울시 소재 유통업체에서 판매하고 있는 32개 제품*의 가격 자료와 공간자기회귀모형을 이용하여, 유통업체들 간의 경쟁관계를 분석했다. 인접한 유통업체들에서 특정 제품의 가격이 오르거나 내렸을 때, 특정 유통업체에 어떠한 가격 대응이 있는지를 확인하여, 대형마트-대형마트, 중소슈퍼마켓-중소슈퍼마켓, 대형마트-중소슈퍼마켓 간 경쟁 관계가 있는지를 조사하였다. 분석결과, 32개 제품 중 24개는 대형마트는 대형마트와, 중소슈퍼마켓은 중소슈퍼마켓과 가격경쟁을 하는 것으로 나타났다. 이는 24개 각 제품이 같은 규모의 유통업체 간에는 대체재 관계에 있음을 의미한다. 반면, 32개 제품 중 26개 제품에 대해서는 대형마트와 중소슈퍼마켓은 경쟁 관계에 있지 않다고 분석했다. 가령, 특정 중소슈퍼마켓 근처의 대형마트에서 A라면이 가격을 올리거나 내려도 해당 중소슈퍼마켓은 이에 대응하지 않아, 서로 독립재 관계에 있다고 보았다. 이에 대해 정 교수는 “소비자들이 생필품 구입 시기나 목적 또는 수량 등에 따라 대형마트와 중소슈퍼마켓을 서로 다른 유통서비스를 제공하는 업체로 보기 때문”이라며, “대형마트는 가끔 대량으로 구입하는 소비자들을, 중소슈퍼마켓은 빈번히 소량으로 구입하는 소비자들을 각각 판매대상으로 삼고 있어서 이들은 서로 다른 시장에 직면하게 된다”고 설명했다. 강원대 정회상 교수는 보고서를 통해 “지난 2012년 도입된 대형유통업체 영업규제는 대형유통업체와 중소유통업체가 서로 경쟁 관계에 있다는 전제를 바탕으로 한다”며, “만약 대형유통업체와 중소유통업체 간 경쟁 정도가 낮다면 중소유통업체 보호를 위한 대형유통업체 영업규제의 실효성은 매우 낮을 것”이라고 지적했다. 또한 영업규제는 자칫 대형유통업체의 영업의 자유와 소비자들의 선택권만 침해할 공산이 크다고 지적했다. 정 교수는 우리나라처럼 중소유통업체를 보호하기 위해 대형마트와 SSM의 영업을 규제하는 나라는 없으며, 최근 OECD 국가에서 대형유통업체의 진입과 영업시간에 대한 규제가 완화 또는 폐지됨에 따라 매출과 고용이 증가하고 소비자 후생이 증대되었다는 점을 강조했다. 나아가 “대형유통업체의 영업을 규제하는 간접적인 방식이 아니라, 전통시장과 중소유통업체를 직접 지원하는 방식으로 정책의 방향이 전환되어야 한다”고 밝혔다.

19대 국회의 법안 발의요인분석

본 연구는 19대 국회를 중심으로 국회의원의 「북한 관련 법안」 발의 요인을 분석하고자 한다. 이를 위해 한국정당학회와 SBS가 19대 총선에 출마한 후보자를 대상으로 실시한 「19대 국회의원 가치관 및 정책 노선 조사」 데이터와 의안정보시스템과 국회 홈페이지를 통해 자체적으로 수집한 자료를 분석에 활용하였다. 19대 국회에서 발의된 북한 관련 법안 건수는 총 85건이며 「북한 관련 법안」은 2012년부터 2016년 2월까지 발의된 ‘북한이탈주민’, ‘북한인권’, ‘남북교류협력’, ‘남북협력기금’, ‘남북관계’, ‘기타’ 유형의 법안을 포함하고 있다. 또한 발의에 영향을 미치는 요인을 살펴보기 위해 성별, 연령, 선수, 비례대표 여부, 이념, 외교통일위원회 소속 여부, 여야 정당 소속, 북한 관련 이슈에 대한 태도 변수가 분석에 포함되었다. 분석 결과 19대 국회에서 외교통일위원회 소속 의원일수록, 야당 소속 의원일수록, 국가보안법 개정에 반대하는 의원일수록 북한 관련 법안을 발의할 가능성이 높은 것으로 나타났다. The primary purpose of this paper is to identify the factors influencing the proposal of bills regarding North Korea in the 19th korean national assembly. The present study utilizes both survey data and aggregate data. Total number of bills examined is 85. The bills include those related to ‘North Korean refugees’, ‘North Korean human rights’, ‘Inter-Korean interchange cooperation’, ‘Inter-Korean cooperation fund’, and ‘North-South relations.’ The regression analysis controls for gender, age, seniority, representation type, ideology, committee membership, party affiliation and attitude to the North-Korea issues variables. The results show that membership to foreign affairs and unification committee, party affiliation, and attitude to the issue of the national security law variables have significant impacts on the proposal of bills regarding North Korea.

코로나19 팬데믹 시기 여성 프리랜서 예술인의 예술노동 인식 연구: 무용·연기를 중심으로

본 연구는 코로나19 시기 여성 프리랜서 예술인의 예술노동의 특징과 갑작스런 재난으로 인한 예술노동의 인식 변화, 일·가정 양립의 경험을 심층면접을 통해 구체적으로 분석하는데 목적이 있다. 이를 위해 프리랜서 예술인의 불안정한 노동의 특성을 분석하고, 코로나19로 인한 피해와 재난으로 재인식된 예술인을 위한 사회보장제도의 필요성, 여성 프리랜서 예술인이 예술노동의 과정에서 겪는 일·가정 양립의 어려움과 대안 방안을 분석하였다. 분석 결과, 예술인은 오랜 기간 예술 장(field)에서 훈련과 학습의 과정을 마치고 취업 과정으로 진입할 때 안정적인 일자리가 부족한 예술계의 현실로 인해 비자발적으로 프리랜서로 진입하며, 진입한 후에도 스승과 제자, 고용주와 피고용인의 관계로 뒤섞인 예술계에서의 애매한 계약과 임금의 문제에 직면해 있다. 또한, 고정적이고 연속적인 예술 활동의 어려움으로 인해 ‘비’예술에 속하는 예술교육에서 경제적 기반을 보충하고 있지만, 경력으로 인정되지 않는 경우가 많아 숙련도와 비례하지 않는 임금이 책정되고 있다. 다음으로 프리랜서 예술인은 코로나19로 인해 소득과 고용상태의 심각한 변화가 일어났지만 한국의 사회보장제도에서의 노동과 정합하지 않는 노동 특성으로 인해 피해를 입었음에도 프리랜서 예술인의 지원을 담당하는 기관·제도의 부재로 인한 2차적 어려움이 드러났다. 하지만 코로나19를 기점으로 예술인을 위한 사회제도의 필요성을 인식하였음에도 불구하고 예술인을 대상으로 한 사회제도에 관심의 정도가 크지 않음에는 이와 관련한 학습과 경험의 부족을 언급하였으며 이에 새롭게 시행된 ‘예술인고용보험’에 관한 관심에도 한계가 보였다. 마지막으로, 여성 프리랜서 예술인은 출산·육아로 인한 경력단절을 경험하였으며 고용보험의 사각지대에 위치함으로 인해 출산·육아 과정에서 모성보호제도의 기본이 되는 출산전후 휴가, 육아휴직 등과 같은 제도적 수혜를 받은 경험은 없음이 나타났으며 출산·육아 시기 사회경제적 수준 저하와 경력단절을 보완하기 위한 정책적 지원의 필요성을 강조하였다. 본 연구 결과가 불가항력적인 재난을 견뎌내며 여성 프리랜서 예술인이 인식하고 있는 그들의 불안정한 노동 특성과 경제적·제도적 소외를 설명함으로써 프리랜서 예술인에 대한 인식 전환과 사회보장제도의 방향성을 제시하기를 기대한다. The purpose of this study was to review the characteristics of artists' artistic labor perceived by the female freelancer artists in the age of COVID-19 and thereupon, analyze the changes of their perceived artistic labor due to the sudden disaster and their experiences of housekeeper & worker through an in-depth interview. For this purpose, the researcher analyzed the characteristics of freelancer artists' unstable labor, and thereby, discussed the needs for the social security system for them who had suffered much due to the COVID-19, and then, examined their difficulties due to their dual role of worker and house-keeper and discussed the ways to help them cope with such difficulties. As a result, it was found that the female artists who had been trained on the field of art for a long time would join involuntarily the freelancer artists group due to the shortage of the stable jobs, Even after their entrance into the freelancer group, they would face various difficulties such as vague contract and low wage due to their relationships with their teachers as well as with their employers. Besides, the freelancer artists suffered much unstable income and employment status due to the COVID-19, but they could not appeal to the institution for their difficulties due to the lack of the institution handling their problems in the social security system. Lastly, it is hoped that this study would provide for an opportunity to reform the current social security system in favor of the freelancer artists who have suffered from the irresistible disasters, while urging the ordinary people to be aware of the difficulty situations facing them.

This study investigated the characteristics of the horizontal type dust collector swirl generators following the previous studies using CFD. As the shape design factor of the swirl generator, the installation angle and number of vanes were selected. The installation angles of vanes were 30, 35, 40 and 45 degrees, and the number of vanes were 10, 12. Experiments were carried out to measure the resistance to wind and the collection efficiency according to the shape conditions of the swirl generator.
