소각장(燒却場)에서 발생되는 바닥재의 콘크리트용 잔골재(骨材)로서의 재활용(再活用)

생활폐기물 소각장에서 발생되는 바닥재를 콘크리트 잔골재로 재활용하기 위해서, 기준모르타르에 모래 10%를 바닥재로 대체 하고 시멘트 10%를 포졸란성 규조토로 대체한 후, KS L 5105와 TCLP에 따라 시험하였다. 결과에 의하면, 바닥재의 유해중금속들은 TCLP 허용치 범위에 있었다. 포졸란성 규조토와 바닥재를 혼합한 모르타르 압축강도는 기준모르타르보다 높았으며 동시에 모든 유해중금속들은 TCLP 기준치 범위에 들어 있었다. 따라서 포졸란성 규조토를 안정재로 사용하게 되면 바닥재를 콘크리트 잔골재로 재활용할 수 있다. This paper described recycling of the bottom ash, sourced from the local incinerators as a fine sand for concrete. 10% bottom ash was substituted for the ordinary beach sand in the mortar(on a weigh basis), in conjunction with the pozzolznic diatomite. The specimens were tested according to KS L 5105 and analysed by TCLP(Toxic Chemical Leaching Procedure). The results showed that the hazardous heavy metals in the bottom ash are within the maximum permissible limit of TCLP. The compressive strength of the mortar with 10% bottom ash was highly improved, compared to the control mortar when the pozzolanic diatomite was used. It revealed that the hazardous heavy metals of the mortar with 10% bottom ash were leached within the maximum permissible limit of TCLP. It was concluded that the bottom ash can be reused as a fine sand for concrete when the pozzolanic diatomite was used as a stabilizer.

대부분의 사업을 수행함에 있어서 환경의 영향을 최소화하기 위하여 환경영향평가제도를 실시하고 있다. 그러나 사전 예방이나 친환경개발에는 한계가 있기 때문에 이를 보완한 것이 사전환경성검토제도이다. 하지만 환경오염을 사전에 예방한다거나 친환경 개발을 목적으로 도입된 이 제도 역시 많은 문제점을 내포하고 있다. 따라서 본 연구에서는 문헌 및 자료를 수집하여 정성적 접근방법에 의하여 검토서를 분석하였고 설문조사를 통하여 문제점 및 개선방안을 도출하였다. Prior Environmental Review System was introduced for the assesment of administrative plans mainly concerned with development projects. This study was conducted on a survey among the agents, researcher, a worthy scholar and public service personnel in order to the improvement of Prior Environmental Review System. Besides this study was reviewed on theoretical concepts and documents for Prior Environmental Review System. Administrative plans and development programs which are stipulated for Prior Environmental Review System in the Basic Environmental Policy Act and other laws were thoroughly investigated. As about the ways of improving Prior Environmental Review System, there were many suggestions from the view of system, management and documents. The result should be conducted on a comprehensive review of Prior Environmental Review System.
점토질 모래에 활성규조토 첨가시 투수계수와 중금속 고정능력에 관한 연구

본 연구에서는 폐기물 매립지 차수층에서 규조토를 함유한 고화제의 차수능과 중금속 제어효과를 알아보았다. 실험 결과 규조토를 첨가한 시료의 투수계수는 6.362×10??~1.891×10?? 로서 모두 투수계수 기준인 10??㎝/sec를 만족하는 것으로 나타났다. 중금속 용출시험결과 침출수는 Pb 3.1ppm, Cu 1.4ppm으로서 규제기준을 초과하였으나 규조토를 함유한 시료에서는 Cu 0.14ppm(2번 시료), 0.13ppm(5번 시료), 0.12ppm(8번 시료)이었으며 반면에 Pb는 검출되지 않았다. 고화제중 C고화제(70% diatomite, 15% Sodium silicate, 7.5% CaCl₂ and 7.5% MgCl₂)를 첨가한 8번 시료에서 중금속의 고정능력이 가장 우수한 것을 볼 수 있었으며 규조토 첨가시 투수계수 및 중금속 고정능력의 향상을 알 수 있었다. This study described the effect of additives with diatomite on permeability(k) and fixations of the heavy metals in the waste landfill liners. The results showed that k of soil liners with additive containing diatomite was 6.362×10??~1.891×10??㎝/sec which meet the standard requirement. The leaching test indicated that the leachate had 3.1ppm of Pb and 1.4ppm of Cu, exceeding compared with the standard limits, but those soil liners with additives containing diatomite had 0.14ppm (sample No 2), 0.13ppm (sample No 5), 0.12ppm (sample No 8) of Cu and no detection of Pb. Additive 'C' (mixed 70% diatomite, 15% Sodium silicate, 7.5% CaCl₂ and 7.5% MgCl₂) showed the best fixations capability of heavy metals. It was concluded that the additives containing diatomite showed acceptable permeability(k) and leaching level of the heavy metals.
재생(再生)잔골재(骨材)를 프리캐스트 콘크리트용(用) 골재(骨材)로 활용(活用)하기 위한 실험적(實驗的) 연구(硏究)

폐콘크리트 파쇄시 발생하는 재생잔골재의 품질을 검토하였으며, 재생잔골재를 활용한 모르타르의 압축강도, 휨강도 및 흡수율을 검토하였다. 또한, 프리캐스트 콘크리트 제품용 골재로서의 적용성에 대하여 평가하였다. 재생잔골재의 밀도 및 흡수율은 각각 $2.31\;g/cm^3$ 및 8.07%로 KS F 2573의 2종에 해당되는 품질이었다. 혼합시멘트 MRS1, MRS2 및 MRS3 사용 모르타르의 재령 28일 압축강도는 물-시멘트비 35%, 양생온도 $40^{\circ}C$의 조건에서 각각 15.8, 27.4 및 48.7MPa로 최대값을 발현하였다. 모르타르의 최대휨강도는 혼합시멘트 MRS1 및 MRS2 사용시 물-시멘트비 35.0%, 양생온도 $40^{\circ}C$, 혼합시멘트 MRS3사용시 물-시멘트비 37.5%, 양생온도 $40^{\circ}C$의 조건에서 발현하였다. 혼합시멘트 MRS1, MRS2 및 MRS3를 사용한 모르타르의 흡수율의 범위는 각각 $8.3{\sim}7.3%,\;6.5{\sim}8.5%$ 및 $3.5{\sim}6%$의 범위로 나타났다. 그러므로 혼합시멘트와 재생잔골재의 비율을 적절히 조절함으로써 MRS1는 저강도용, MRS2는 보통강도용, MRS3는 고강도용으로 다양한 프리캐스트 콘크리트 제품에 적용될 수 있을 것으로 기대된다. The duality of recycled fine aggregate (RS) which was produced at the waste concrete crushing was investigated. The compressive strength, flexural strength and absorption of mortar utilized with RS were examined. It was evaluated on the application of RS as precast concrete aggregate. The density and absorption of RS were $2.31g/cm^3$ and 8.07% respectively, the quality of RS was satisfied with the criterion of KS F 2573 type 2. The maximum 28days compressive strength of mortar mixed with blended cement MRS1, MRS2 and MRS3 were developed with 15.8, 27.4 and 48.7MPa respectively, in condition to curing temperature $40^{\circ}C$ and water-cement ratio 37.5%. When blended cement MRS1 and MRS2 were used, the maximum flexural strength of mortar was developed at curing temperature $40^{\circ}C$ and water-cement ratio 35.0%. When blended cement MRS3 was used, the maximum flexural strength of mortar was developed at curing temperature $40^{\circ}C$ and water-cement ratio 37.5%. The absorption of mortar mixed with blended cement MRS1, MRS2 and MRS3 were indicated the range of $8.3{\sim}7.3%,\;6.5{\sim}8.5%$ and $3.5{\sim}6%$ respectively. Therefore, when the ratio of blended cement and RS is appropriately centre]led, it would be expected that MRS1, MRS2 and MRS3 will be able to apply the variable low strength, medium strength and high strength precaste concrete.
