자바카드기반 다중 사용자 파일접근에 대한 애플릿 설계 및 구현

정보 통신의 발달로 인한 편리함과 동시에 정보의 유출 및 불법적인 데이터의 사용 또한 급증하고 있다. 따라서 불법적인 정보의 유출을 차단하기 위한 많은 연구가 진행 되고 있으며 개인정보의 보호를 위해 스마트카드의 사용이 급증하고 있다. 최근 자바카드는 스마트카드가 가지고 있는 기술적 문제점을 보완 할 수 있는 대안으로 빠르게 보급되고 있는 추세이다. 본 논문에서는 정보보호 및 다양한 응용분야에 이용되는 자바카드를 기반으로 다중사용자 인증과 사용자별 파일접근권한 시스템을 설계 구현하였다. 파일 접근 권한의 부여는 애플릿에 권한 테이블을 작성하여 사용자별 파일 접근 권한의 처리가 이루어진다. 따라서 하나의 자바카드 내에 있는 여러 개의 파일이 접근 권한에 따라 읽기/쓰기 등이 선별적으로 이루어진다. 이로서 다중 사용자접근시 우려되는 불법적인 정보의 수정, 노출, 파괴 등을 방지할 수 있게 되며 다수의 인증을 요구하는 시스템에서 응용이 가능하다. Whereas conveniences deriving from the development of information and telecommunication technology increase, information outflow and illegal data use are also rapidly on the rise. Consequently, many studies to prevent illegal information outflow are currently under way, and the use of Smart Card is in steep jump. Recently, Java Card is diffused fast as an alternative to complement the technical problems of the Smart Card. This paper designed and Implementation the system for multi-users authentication and file access control by user through designing a Java Card applet that is used for information protection and in various application fields. For allowing a file access competence, each user's file access competence is processed via drawing up the access condition table in the applet. Therefore, illegal correction exposure and destruction of information, which become the concerns when multi-users have an access, can be prevented. In addition its application becomes possible in the system requiring multi-users certifications.

이동통신에서의 사용자 인증 서비스는 통화도용 방지와 신뢰성 있는 과금을 위한 중요한 보호서비스이다. 최근 몇 년 동안 IS-41 북미 이동 전화 시스템에서 사용되어지는 몇몇 암호 시스템이 공격을 당하였다. 이러한 알고리즘은 ORYX, CMEA 그리고 CAVE 등이다. 이러한 알고리즘들을 대체하기 위한 작업이 이미 진행 중이다. 본 논문에서는 해쉬함수를 개발하고 이를 IS-95A 시스템의 인증 알고리즘에 적용하였다. 그리고 통계적 분석 기법을 사용하여 개발된 알고리즘의 출력 특성을 분석하였으며 C 프로그래밍 언어를 사용하여 알고리즘의 유효성을 시뮬레이션하였다. The user authentication service can be used to prevent telecommunications piracy and to demand reliable payment from subscriber. Over the last few years several of the cryptographic systems being used by the IS-41 North American Mobile telephones have been broken. These algorithms included ORYX, CMEA and CAVE. The process of replacing these algorithms is already underway. In this paper we designed a hash function and applied it to the authentication algorithm of IS-95A authentication system. We also analyzed the randomness properties of designed algorithm using statistical analysis and simulated the validity of this algorithm using C programming language.

After analyzing the stylized characteristics on the price structure of Seoul, preparing plans to stabilizing of the price is the purpose of the report. The characteristics on the price structure of Seoul are summarized as following five properties. Firstly, the growth rate of consumer price index of Seoul was stable 2011 years later and the gap with the core inflation was reduced. Major causes of this gap reduction are the changes in the consumption expenditure structure and the drop in level of contribution about the consumer prices rising of agricultural products and petroleum goods. Secondly, the growth rate of CPI for Living Necessaries is exceptionally lower than that of CPI recently. This is mainly due to the price falls of childcare facilities usage fees and food service expense associated with the expanded implementation of free childcare & free meals policy, and also price stabilization of some agricultural products. Although Seoul’s growth rate of CPI for Living Necessaries is becoming low recently, it is higher than any other cities in Korea. Thirdly, since 2001 the price volatility of Seoul tend to be expanding as a whole. The high price volatility means the insufficient monitoring of consumer due to information asymmetry and the low price shock absorption of market. Fourthly, in terms of the price index by income class, it is analyzed that the price level of low-income brackets is higher than that of high-income brackets. In particular, whereas the inflation rate of the lowest income bracket is the highest, that of the highest income bracket is the lowest. The differences of Inflation rate by income groups are occurred by the difference in consumption patterns and in the price fluctuations of each item. Finally, 21 sub items occurring the price instability such as vegetables & seaweeds, housing cost, educational cost etc. have been selected as the results of analysis based on the level of contribution about the consumer prices rising and the level of price volatility. When we analyzed the smaller categories of 481 items as the same way, 116 items such as rice, soybean, deposit money for the lease of a house, apartment management expense, private institutions fee etc. are selected as the main items causing price instability. It is needed to regularly monitor the items occurring price instability in order to continue to price stability in Seoul. Particularly, the policies for the price stability in Seoul are needed that related to the items directly connected to the common people’s price and high ratio of consumption such as housing cost, private educational expense and food items.

In this study, the present state of fiscal crisis for local governments after IMF is analyzed, firstly. its implications Characteristics of structural reform of finance after IMF bailout in Korea are examined, secondly. Since Korea was shocked by the currency crisis at the end of 1997, its local governments have also faced fiscal difficulties. The Depression of national and local economies led to decreases in tax revenues of local governments. And these shrunken revenues led to their expenditure cuts. Many investment plans were curtailed, and ordinary expenditures were also reduced sharply. The negative influences of the currency crisis on local government`s finances can be examined in terms of fiscal revenue, fiscal spending, and debt burden. As a result, many local governments are now experiencing fiscal stress, and some of them are even faced with fiscal crisis although the possibility of extreme measures, such as moratoriums or bankruptcies, is very slim. This is due in part to the weight of debt in local governments` budgets having remained small since the debt of local governments has been controlled by the central government. Another reason is that, even if local governments become insolvent, the central government, which functions as a lender of last resort for the local governments, will pay the debt for them. Also, without a legal system which stipulates the adjudication of bankruptcy for municipalities in Korea, local Korean governments have no legal right to declare bankruptcy. Although not a single municipality has fallen into insolvency, yet, this trend will continue to deepen as the recession continues and may lead to a situation where many local governments fall into virtual bankruptcy in the near future, and its effects on society, as a whole, will be serious. Therefore, measures to prevent and overcome such an extreme situation are necessary, but both short - and long-term policies should be to cope with the current fiscal crisis and to prevent the deepening of the current situation.
