        정부출연(연) 기관평가시스템 발전방안 논고

        본 연구는 출연(연) 성과향상을 위한 기관평가시스템의 발전방안 논의의 일환 으로 출연(연) 기관평가시스템이 연구기관 구성원들의 평가결과에 대한 수용성 정도에 미치는 영향과 이로 인한 연구기관성과에 미치는 영향을 살펴보았다. 분석결과 경제ㆍ인문사회연구회의 출연(연) 기관평가시스템은 연구기관 성과에 유의적인 정(+)의 영향을 미쳤으며, 평가결과 수용성은 연구기관 성과에 관련성이 있는 것으로 확인되었다. 또한, 성과가 높은 기관들은 전반적으로 기관평가시스템에 대한 긍정적 인식과 함께 평가결과 수용태도도 높다는 점을 확인 할 수 있었다. 그러나 출연(연) 기관평가시스템의 전반적 취약점들에 의해 평가결과에 대한 수용도가 높지 않고, 정부 및 연구회 차원에서도 평가결과의 적극적인 활용에 제약이 있음도 알 수 있었다. 끝으로 이러한 연구결과에 따른 개선점을 제시하고, 향후 연구방향과 한계점에 대하여 논의하였다. As a means to address the modes of developing institutional evaluation system aimed at improving performances of GRIs, this study looked into the influential relations where institutional evaluation system has an impact on receptivity of evaluation outcomes and performances of institutes optimize their performances. After making analysis, it was confirmed that the National Research Council for Economics, Humanities and Social Sciences' institutional evaluation system for GRIs had a positive (+) influence on performances of research institutes, and receptivity of evaluation outcomes is related to performances of research institutes. In addition, it was also confirmed that institutes with high performances, in general, have high level of receptivity of evaluation outcomes along with positive recognition of institutional evaluation system. However, weaknesses of the Council's institutional evaluation system for GRIs resulted in low level of receptivity amongst GRIs, and thus there is limitation on the government and the Council in the active utilization of evaluation outcomes. Finally, it addressed the limitations and areas for improvement in relation to research outcomes.

        한국의 미래 에너지사회 전망에 관한 연구: 계층분석법과 인과지도의 보완적 분석을 중심으로

        This research analyzed on the future energy society of Korea in 2030 using system thinking approach. Key uncertainty factors determining the future energy society were analyzed in a multi disciplinary view point such as politics, economy, society, ecology and technology. Three causal loop diagrams for the future energy system in Korea and related policy leverages were shown as well. `Global economic trends`, `change of industrial structure` and `energy price` were identified as key uncertainty factors determining the Korean energy future. Three causal loop diagrams named as `rate of energy self-sufficiency and alternative energy production`, `economic activity and energy demand` and `Excavation of new growth engines` were developed. We integrated those causal loop diagrams into one to understand the entire energy system of the future, proposed three strategic scenarios(optimistic, pessimistic and most likely) and discussed implications and limits of this research.

        만성 뇌졸중 환자의 무릎 신근 피로가 균형에 미치는 영향

        The purpose of this study were how to effect balance capacity to stroke patients who were taken knee extensor fatigue and were understood. Therapists offered the way of effective therapy to stroke patients in clinical trials. Methods The subject of this study were 16 chronic stroke patients (9 males, 8 females), 16 able-bodied control normal people(5 males, 11 females) and their average duration of symptoms were 4.9 years at S hospital in Sungnam city. Patients average age were 55.67, health control age were 59.13. Both stroke patient control group and able-bodied age-matched control group were measured using maximal voluntary isometric contraction(MVIC) for leading knee extensor fatigue. Isometric contraction was run 10seconds continuously and each control was taken rest 5 seconds one time for inducing muscle fatigue. The end point was measured decreasing 3 times continuously which the value of MVIC was less 50%, and then the number of knee extensor 10 induce muscle fatigue, position sense, and balance and gait capability were measured after taking knee extensor fatigue. Results There was a significantly differences that Stroke patients group was shown that the paretic side knee extensor fatigue was represented faster than health control group (p<0.05). The balance capability were represented drastically decreased knee extensor fatigue in Stroke patients group’s non paretic side. Conclusion Therefore, localized muscle fatigue by gaiting abnormal gait pattern to chronic stroke patient was affected the disability of balance capacity. And abnormal gait pattern was brought secondly increasing number of falling down. These factors were considered to stroke rehabilitation.

        연구관리기관의 역량이 성과에 미치는 영향 분석

        4차산업혁명시대 환경변화에 따른 우리나라 연구관리 기관들의 연구기획, 관리 및 평가 및 성과관리에 대한 전략적인 접근과 지속적인 모니터링 및 조정, 사업화 연계 등 체계적인 연구관리의 필요성이 증가하고 있다. 본 연구는 19개 연구관리기관 종사자 총 117명을 대상으로 연구관리기관의 역량이 성과에 미치는 영향에 관한 인식조사를 하였다. 분석결과, 조직역량 요인 중 전문성은 연구관리기관의 국가정책기여도 및 R&D관리효율성 향상을 위해 공통적으로 요구되는 핵심역량인 것으로 나타났다. 조직환경 차원에서는 대정부관계 요인이 국가정책기여도 및 R&D관리효율성에 모두 영향을 미쳤으며, R&D관리효율성 제고에는 조직역량 요인중 효율성 변수와 조직환경 차원의 산학연협력 요인이 긍정적인 기여를 하는 것으로 나타났다. 본 연구를 통해 연구관리기관 간 기능조정 등 범정부적 연구관리 거버넌스의 구축, 연구관리기관의 전문성 향상을 위한 R&D사업 성과관리와 결과활용 및 국가R&D 중장기 전략수립 역량강화, 연구관리기관의 성과 제고를 위한 과제공동기획 및 개발기술간 융합연계강화, 신축적 연구환경과 창의적 연구문화의 조성 등을 제안하였다. This paper aims to explore the relationship between organizational competencies and performance by analysing perception survey data of R&D management agencies in Korea. The regression analysis results show the perceived performance measured by policy contribution and R&D management efficiency may be enhanced by organizational competencies such as professionalism and efficiency of R&D management specialized agencies. The paper suggests several improvement measures for strengthening professionalism of R&D management agencies in Korea. First, expertise competencies for strategic planning, management, evaluation need to be empowered in the whole process of R&D cycles. Second, in order to stabilize financial resources of R&D management specialized agencies, the existing R&D budget for Planing, Evaluation and Management should be reformed. Third, R&D management specialized agencies need setting up special organizations for managing inter-organizational collaboration with other R&D organizations. And the agencies should employ special experts in each position for strategic planning, management, evaluation, performance and commercialization. Finally, different R&D management procedures of each R&D management specialized agency need to be standardized in order to promote innovative R&D culture.
