일반논문 : 주민자치센터의 활성화 방안에 관한 연구: 서울특별시 양천구를 중심으로

1990년대 이래 실시되어온 지방자치는 어느 정도 뿌리를 내리고 있으나, 실질적인 지방자치가 되기 위해서 주민들과 가장 가까이에서 주민들의 불편사항이나 민원을 해결하는 최일선의 행정기관인 주민자치센터를 강화하는 것이 필요하다는 주장이 제기되고 있다. 특히 주민자치센터의 운영이 지역적 상황을 고려하지 않고 일률적으로 중앙정부의 지침에 따라 진행되면서 시설·기능·제도적인 측면 등에서 문제점이다양한 양상으로 나타나고 있다. 본 연구에서는 주민자치센터의 주민자치에 영향을 주는 다양한 요인들의 실태와 문제점들을 서울시 양천구 3개 동의 주민자치단체의 주민자치위원들을 대상으로 파악하고, 주민자차단체의 활성화 방안을 제시하였다. The local self-government that has been implemented since the 1990s has settled to a certain degree. However contentions are raised stating that in order to be a substantive local self-government the forefront administration agency-the residential community center, which engages and provides solutions for local residents’ civil affairs as well as civil complaints needs to be fortified. As residential community centers are especially operated without consideration of local situations and are rather managed uniformly according to the central government’s guidance, operational problems from institutional and functional aspects are appearing. This research suggests various actual factors and problems centrally on subject·organization·activity for the sake of experimentation of democracy through residential self-governing and the settlement of effective local self-government. Thus, objectives of this research can be summarized as follows. First, the theoretical background on residential self-government and current research trends focused on residential community centers were explored. Second, the operational conditions of the residential community centers in Yangcheon-gu’ Seoul and activities of the citizens’ community committee were empirically analyzed. Third, plans to activate Yangcheon-gu residential community center were provided. This research suggests the invigoration plan for the residential community center; the role and functional aspect of the administrative district unit, ‘Dong 동(洞)’ and the activation of the residential self-government aspect. From the role and functional aspect of the administrative district unit ‘Dong 동(洞)’, the reinforcement of Dong’s role and the re-establishment of Dong’s functions have been proposed. And as for the policy suggestions regarding the invigoration plan of the residential self-governing, activation of the subjects in residential self-government, the vitalizations of resident community centers, and fortification of the citizen community committee for the securement of typicality democracy have been proposed.
