        포름알데히드 함유 화학제품의 MSDS 신뢰성 평가 연구

        Objectives: Workers who use chemicals are exposed to safety accidents and occupational diseases. Employers are required to provide workers with Material Safety Data Sheets (MSDSs) in order to prevent accidents and diseases related to chemicals. Thus, it is very important to offer reliable MSDSs. In this paper, we assessed the reliability of MSDSs for chemicals including formaldehyde. Methods: To evaluate MSDS reliability, we collected 14 MSDSs and bulk samples from the chemical industry. MSDS reliability was evaluated by the completeness of details. In order to evaluate the adequacy of the formaldehyde contents in a mixture, bulk samples were collected and analyzed by HPLC. The result of Globally Harmonized System (GHS) classification was confirmed by identifying physical chemical properties, toxicology information and ecological information. Results: The result of the evaluation of 14 MSDSs showed 76.29% average reliability on each item, especially 53.9% average appropriate rate on hazard·risk classification. No chemicals failed to match between the content (%) in MSDSs and the result of analysis. Conclusions: To elevate MSDSs reliability, the certified education of MSDS drafters and reorganization of the MSDS circulation system is required.

        산업안전보건법 허용기준 대상물질의 허용기준 개정을 위한 유해성,위험성 평가 및 사회적 비용,편익 분석

        Objectives: An objective of this study was to perform a risk assessment and social cost-benefit analysis for revising permissible exposure limits for seven substances: Nickel(Insoluble inorganic compounds), benzene, carbon disulfide, formaldehyde, cadmium(as compounds), trichloroethylene, touluene-2,4-diisocyanate. Materials and Methods: The research methods were divided into risk and hazard assessment and cost-benefit analysis. The risk and hazard assessment for the seven substances consists of four steps: An overview of GHSㆍMSDS(1st), review of document of ACGIH``s TLVs (2nd), comparison between international occupational exposure limits and domestic permissible exposure limits(3rd), and analysis of excess workplace and excess rate for occupational exposure limits based on previous work environment measurement data(4th). Total cost was estimated using cost of local exhaust ventilation, number of excess workplace and penalties for exceeding a permissible exposure limit. On the other hand, total benefit was calculated using the reduction rate of occupational disease, number of workplaces treating each substance and industrial accident compensation. Finally, the net benefit was calculated by subtracting total cost from total benefit. Results: All the substances investigated in this study were classified by CMR(Carcinogens, Mutagens or Reproductive toxicants) and their international occupational exposure limits were stricter than the domestic permissible exposure limits. As a result of excess rate analysis, trichloroethylene was the highest at 11%, whereas nickel was the lowest at 0.5%. The excess rates of all substances except for trichloroethylene were observed at less than 10%. Among the seven substances, the total cost was highest for trichloroethylene and lowest for carbon disulfide. The benefits for the seven substances were higher than costs estimated based on strengthening current permissible exposure limits. Thus, revising the permissible exposure limits of the seven substances was determined to be acceptable from a social perspective. Conclusions: The final revised permissible exposure limits suggested for the seven substances are as follows: 0.2 ㎎/㎥ for nickel, 0.5 ppm(TWA) and 2.5 ppm(STEL) for benzene, 1 ppm(TWA) for carbon disulfide, 0.01 ㎎/㎥(TWA) for cadmium, 10 ppm(TWA) and 25 ppm(STEL) for trichloroethylene, 0.3 ppm(TWA) for formaldehyde, and 0.005 ppm(TWA) and 0.02 ppm(STEL) for toluene diisocynate(isomers).

        도료제조업종에서 취급하는 유독물의 GHS 분류 통일화 방안 연구

        Objectives: Numerous poisonous substances are used in paint manufacture, but there are differences in the results of GHS classification between the Ministry of Labor(MOL) and the Ministry of Environment(MOE). Therefore, paint manufacturers suffer confusion as to how to classify a given chemical``s risk and hazard level. This paper was designed to compare the classification results of chemicals by the MOL and the MOE and suggest a harmonization measure. Methods: After selecting 25 poisonous substances from among the organic solvents, pigments, and additives used in paint manufacturer, the GHS classification results by MOL and MOE were compared. Further the logic and classification of the GHS proposed by each Ministry was analyzed. Based on the derived results, a harmonization plan was proposed. Results: Based on the GHS classification of the poisonous substances, the concordance is 10.0-66.6 %, excluded flammable liquid. The GHS classifications differed based on the suggested building blocks, the sub-classification method used, the references(data sources), and subjective judgment of the experts from each Ministry. In order to pursue the harmonization plan, cooperation is demanded from the MOL and MOE.

        산업안전보건법 특별관리물질의 추가 지정방법 및 후보물질 권고에 관한 연구

        Objectives: This study was performed in order to devise a procedure for supplementing the Special Management Materials in the Occupational Safety and Health Act and recommend candidate materials. The results are expected to be used as fundamental data for classification and criteria necessary to manage Special Management Materials in workplaces. Also, they are expected to be used as a basis for selecting target materials to nominate as additional Special Management Material. Methods: We investigated the selection standards for candidates and review ranges of data sources to nominate Special Management Materials. The substances classified as GHS(Globally Harmonized System of classification and labeling of chemicals) category 1A(known to have carcinogenic potential and reproductive toxicity for humans) or 1B(presumed to have carcinogenic potential and reproductive toxicity for humans) carcinogens and reproductive toxicants among the Controlled Hazardous Substances of the Regulation on Occupational Safety and Health Standards and substances with OELs(Occupational Exposure Limits) were inspected as the candidates for Special Management Materials. Conclusions: A seven-step procedure for selecting candidates to designate as Special Management Materials was suggested, including the setting of target chemicals for evaluation, classification of CMR(Carcinogens, Mutagens or Reproductive toxicants) by GHS classification and criteria, suggestion and selection of the candidates, and more. This study recommends 58 chemicals as qualified candidates to supplement the Special Management Materials.

        산업체 유통 GHS MSDS의 영업비밀 적용실태 및 개선방안 연구

        Objectives: This study is designed to survey the current status of trade secrets in GHS MSDS circulated in workplaces and indicate problems in the chemical information system. According to the survey results, we suggest management plans including political improvement of the trade secret system for MSDS and technical support to workplaces following enhanced chemical communication. Methods: To review this subject, we selected 153 manufacturers and six importers working in such fields as organic chemical production. We then investigated the retention status of GHS MSDS, application of trade secrets, and the content of trade secret components in MSDSs for mixtures. Results and Conclusions: Within the results, the content of trade secret ingredients was 67.4% (single: 9.0%, mixture: 75.6%). This is an increase compared with the previous results of 45.5% in 2011. Among 59,393 GHS MSDSs, 74.5% had ingredients less than 10% trade secret components, 19.1% had 10-30%, 1.8% had 30-50%, and 4.6% had more than 50%. To settle this issue, we recommend registration or evaluation of trade secrets as implemented in advanced countries. Also, business should be required to undergo regular evaluations of application status for trade secrets in workplace GHS MSDS.

        산업안전보건법상 관리대상 유해물질 선정기준 마련에 관한 연구

        Objectives: This study was performed in order to establish reliable and relative selection criteria for hazardous substances requiring management(HSRM) in the Occupational Safety and Health Act in Korea. Methods: To determine the relative criteria and weight of evidence for HSRM, we analyzed the difference between the selection method of priority substances in studies by KOSHA(Korea Occupational Safety and Health Agency) and the European Union Risk Ranking Method(EURAM). In addition, 597 hazardous substances with exposure limit valueswereanalyzed and the posted health hazards classification by MOEL(Ministry of Employee and Labor), MOE(Ministry of Environment), and EU CLP(Classification, Labelling and Packaging regulation) were compared based on GHS(Globally Harmonized System of classification and labelling of chemicals) criteria. The existing HSRM(167 substances) were evaluated for suitability by the proposed criteria in this study. Results: As a result of this study, the criteria and procedures for selecting HSRM in the Occupational Safety and Health Act were arranged utilizing GHS health hazard classification results, occupational disease cases and domestic use situations. Conclusions: The applicability of the proposed criteria was proved via the evaluation of existing HSRM(167 substances). Most HSRM (161 substances) were found to correspond to a significant health effect or substantial health effect. The question of whether to include the six substances that have been found to have general health effects as HSRM would be require further research.

        외국 노출량 산정 프로그램(ECETOC TRA)의 국내 적용을 위한 입력변수의 보정에 관한 연구

        Objectives: The study aim was to evaluate the application of a chemical exposure assessment tool for the Korean workplace. The Ministry of Employment and Labor in Korea (KMOEL) introduced the need for workplace risk assessments in 2011, requiring the Korean chemical industry to consider both domestic and international chemical regulation policies (e.g., estimations of exposure scenarios). Exposure scenarios are required in the European Union as part of material safety data sheets (MSDS) under the Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH) system. Methods: Although many programs for the estimation of exposure have been developed worldwide, to date there is no standard for the Korean workplace. To develop programs suitable for the Korean workplace, we examined the applicability of the European Center for Ecotoxicology and Toxicology of Chemicals target risk assessment (ECETOC TRA), which is recommended by the European Chemical Agency (ECHA). Results:: To investigate the applicability of the ECETOC TRA to Korean industry, this study simulated 15 industrial processes. The predicted respiratory exposures for four processes using origin input parameters were underestimated compared to the measured respiratory exposure. Using calibrated input parameters, results for two processes were underestimated compared to the measured respiratory exposure. This result suggests that the use of calibrated input parameters reduces the differences between predicted and measured respiratory exposure. Conclusions: we developed applicable exposure estimating method by modifying the ECETOC TRA program; one suggested the development of exposure estimating program that explains Korea domestic workplace exposure scenario. This study will support the introduction of exposure scenario in MSDS system and protect health of worker from hazardous chemical

        Objectives: This study aims to suggest definitions in accordance with the purpose of the permissible limit system in order to suggest criteria for substances with permissible exposure limits and expanded candidate substances under the Occupational Safety and Health Act in Korea. Methods: The occupational safety and health related acts from six countries were researched, including from Korea. To understand the health hazards of substances with permissible exposure limits, health hazards were prioritized for 211 substances through working environment measurement on the basis of KOSHA`s preceding research. Results: To suggest criteria for substances with permissible exposure limits and expanded candidate substances, definitions were suggested in accordance with the purpose of the permissible limit system. Based on the health hazard priorities for the working environment, selection criteria were identified. Conclusions: Three suggestions for substances with permissible exposure limits were proposed including substances where occurred serious health hazards such as carcinogenicity, germ cell mutagenicity, and reproductive toxicity to workers.
