It is reported that government policies are very important part of affecting women`s sport participation. Also, the common idea for woman (Set notion about woman) in our society could prevent from participating for physical activity. Even though women`s positive parCicipation in the field of school P.E., elite sport (competitive sport), and leisure sport, women`s representation in sport organizations remain Iow. By all means women`s representation in sport organizations should be dealt with so as to encourage girls and women for the benefit of their health and quality of life, as well as for the athletic achievement. This goal would not be reached unless we work together to promote equity and equal opportunities in policies and programs available for girls and women, along with the increasing roles of women in leadership to usher the 21st century.

The purpose of this study was to determine the characteristics of the balance factor of mentally retarded people(MRP). Also, it was to find the differences of the balance abilities between MRP and normal people. For this purpose, the subjects used at the National Rehebilitation Center, were 7 educable mentally retarded(EMR) and 7 trainable mentally retarded(TMR) people, ages 19 and 20, plus 7 normal people of the same age. They were tested in the Straight Walking test twice a week for 5 weeks. The results of this study were as follows ; First, the mentally retarded group(mean EMR 112.08Cm, TMR 149.97Cm) showed lower balance abilities than the normal group(mean 32.95Cm). Second, the mentally retarded group had larger standard deviation than the normal group. Third, the mentally retarded people(EMR 82.76, TMR 100.59) showed higher variance than the normal people(18.67). In this result, the balance abilities of mentally retarded group were one fourth(1/4) of the normal group. Also, the mentally retarded people showed larger SD, which meant more conspicuous individual differences than normal people. The higher variance of the mentally retarded group showed characteristics of irregularity in every trial of the balance test.
