최근 성인문해교육지원정책에서 ‘광역지방자치단체’의 역할이 주목받고 있다. 이에 선도적으로 성인문해교육을 지원하고 있는 ‘G도’에 대한 분석을 토대로 문해교육 지원정책의 집행과정에서 제기될 수 있는 이슈와 과제를 탐색 하였다. 사례연구 방법을 적용한 본 연구에서는 총 4차에 걸쳐 14명의 관계전문가를 대상으로 FGI를 실시하였고, 그 결과를 정책집행이론에 따라 ‘정책환경, 정책수립, 정책집행 및 정책대 상’으로 구분하여 분석하였다. 분석 결과, G도내 지역간, 지역내 성인문해교육 여건 차이와 낮은 인식이 정책집행을 저해하는 걸림돌로 나타났다. 문해교육 마스터플랜의 부재, 불안정한 추진체계(인적, 물적 자원과 시스템 등)로 인해 의도된 목표와 실제 결과 간의 괴리가 심해지고 있었다. 그리고 G도 문해교육지원정책의 핵심추진체인 ‘지역 내 협력네트워크’가 외형은 갖추었으나, 아직은 지자체, 교육청, 문해교육기관 간의 역동적인 네트워킹은 잘 드러나지 않았다. 이러한 상황에서 다문화와 중년 층과 같은 문해교육 대상자의 확대는 G도 문해교육정책 집행의 새로운 이슈와 과제가 되고 있었다. 이러한 결과는 문해교육 환경뿐만 아니라 정책집행구조에 대한 면밀한 분석을 토대로 광역 단위에서 문해교육지원정책을 설계할 필요성을 시사한다. With the introduction of the policy that has connected central government with local governments regarding the adult literacy programs(ALPs) since 2011, the role of the Metropolitan City(MC) on the implementation of the ALPs has attracted adult educators. In this context, this study explores key issues and challenges that could occur during the implementation of the ALPs in the G-do. G-do was chosen as the case of the study because it has been regarded as the best MC in promoting ALPs. FGIs of fourteen participants who could represent various perspectives on the ALPs were conducted for the data collection. The results of the FGIs were analyzed based on the implementation theory which helps identify key factors to influence the implementation of the ALPs in G-do. The findings of the analysis reveal that substantial regional disparities within the G-do in the education levels of residents and financial capabilities of local counties have been major obstacles to the effective implementation of the ALPs. Also, lack of a ALP master plan for the G-do as well as insufficient resources and implementation structure related to the ALPs at the local county levels has made it difficult for the G-do to implement the ALPs effectively. In addition, the local ALP network of the G-do has been inactive despite its legal system and administrative support. The networking between the local officials of G-do and adult literacy associations in particular needs policy support from the Mayor of G-do. Finally, new demand of the ALP from various types of residents has added challenges to the implementation process.
