휴머니즘의 등장은 과학혁명의 원동력이 되었다. 현대의 과학과 기술의 발전은 매우 급진적이다. 이러한 발전에 힘입어 20 세기 중반 인간의 포스트 휴먼화를 지향하는 트랜스 휴머니즘이 등장하였다. 이러한 사상은 현재도 많은 논란이 존재하며 이에 대한 연구도 활발히 진행되고 있다. 이에 본고에서는 트랜스 휴머니즘에 대한 정량적 접근을 통해 이들이 지향하는 포스트 휴먼 평가도구개발을 위한 기반연구를 수행하고자 한다.

국제사회의 북한인권 개선노력이 본격화된 것에 비해 현재까지 우리 정부의 정책적 노력은 부족하였다. 본고는 신정부의 출범을 앞두고 이명박 정부의 북한인권 개선노력을 평가하고 박근혜 정부의 정책과제를 제시하였다. 박근혜 정부의 북한인권 정책이 효과적으로 추진되기 위해서는 인류 보편적 가치 및 헌법정신의 추구, 북한인권 개선 노력과 남북관계의 분리라는 원칙을 세우는 것이 효과적이다. 또한 국민합의를 통해 북한인권 개선과제를 도출하고 중장기적인 북한인권 정책을 수립·실천할 때 의미 있는 성과를 기대할 수 있다. 박근혜 정부의 구체적인 정책으로는 먼 저 북한인권 전담부서 설 치, 북한인권법 제정 , 북한인권기록보존소의 설치 등을 통해 북한인권 정책의 제도화를 꾀하는 것이 필요하다. 이를 바탕으로 시급한 해결과제인 이산가족·납북자·국군포로 문제의 해결, 제3국 탈북자 및 탈북여성아동에 대한 인권보호, 북한 정치범수용소 문제 대응 그리고 북한주민의 정보접근권 강화를 위한 노력을 기울여야 한다. 박근혜 정부가 국민합의에 기초한 지속적인 정책추진으로 북한인권 개선을 위한 초석을 쌓는 일은 장기적으로 통일한국을 준비하는 일이다. The South Korean government’s policy efforts to improve the North Korean human rights situation have been insufficient compared to the more mature efforts by the international community at large. On the eve of the new Park Geun Hye government’s inauguration, this study aims to 1) evaluate the efforts made by the Lee M yung Pak government to improve North Korean human rights and 2) present the policy tasks ahead for the new government. This study argues that the Park Geun Hye government will need to state the principles of universal human rights and South Korea’s national philosophy, and clearly delineate efforts between improving the North Korean human rights situation and managing inter-Korean relations. Furthermore, national consensus-based policies have a higher potential to clearly define the tasks ahead for North Korean human rights policies and will provide significant assistance for establishing and implementing such policies. The Park Geun Hye government will need to institutionalize North Korean human rights policy through a number of ways. It should establish both a task force devoted to North Korean human rights and a “North Korean Human Rights Infringements Record Center” while working to pass the North Korean Human Rights Law. The new government should then use these developments as a springboard to resolve the urgent issues of divided families and the civilians and soldiers kidnapped by North Korea during and after the Korean W ar; secure the protection of the human rights of defectors living abroad, including women and children; formulate and implement a response to North Korea’s operation of political prisoner camps; and improve ordinary North Koreans’ access to outside information. The continuous drive by the Park Geun Hye government for national consensus-based policies aimed at improving North Korean human rights will, in the long-term, provide the basis for unification of the two Koreas.

This research surveyed economic activity of a sample of 1,200 out of the defectors who are from 20 to 65 years old and entered into South Korea after January 1, 2000 (13,920 as of June 2010), in order to measure the North Korean defectors’ adaptation to economic life (95% confidence level, margin of error ±2.70%p) The survey contents include employment, type of business and profession, salary, work hours and in case of the unemployed, whether he/she seeks job and the reason of economic inactiveness. As a result of the survey, out of 1,200, 464 were employed, 736 were unemployed, and among the unemployed, 47 were seeking job. Therefore, as of August 2010, economic activity rate is 42.6%, employment rate is 38.7% and unemployment rate is 9.2%. Type of business of the employed includes manufacture (28.4%) and restaurant/lodging (17.5%) and profession is mostly day labor (20.5%), machinery, equipment and assembly (19.6%) and service provider (18.5%). Average work salary is 143 thousand won. The reason of economic inactiveness is physical difficulty, raising children and school attendance, and the most often cited difficulty while seeking job is health problem. In order to improve the economic activity environment of North Korean defectors, efforts like providing concentrated health recovery service during the initial phase of settlement, expansion of childcare service of government and civilian sector for women, who comprise 75% of the defectors, guarantee of professional consultants for employment support center and promotion of awareness of defectors among employers.
