The new policy of the cities and residential areas arrangement is solving those problems from July 1, 2003, and the policy takes the system of planning and development to redevelop the cities. And the redevelopment business is very complicated like establishment a guild, operating, building diagnostics, making a plan of business and operating, design procedure, clearance. So they need to get specialists each part. "CM Process Model for Re-Construction Project" can be applied to decision tool of owner for improvement of Construction Management. So this study expects that the model can be a standard one for computerization of Construction Management and development of BPR methods and simplification of business procedures.

This study aims to review the problems and status of prefabricated housing system joint domestically also to find out the ways of improvement methods from construction. For the study the literature and previous studies are reviewed and then, architectural defects by APT residents and supervisors were examined. The results of this paper are as follows, Exterior wall and interior floor panel joint, we must laying waterproofing sheet and plastering adiabatic mortar. In vertical panel, joint should lay waterproofing sheet and fill with non-shrinking mortar. The success or fail in prefabricated housing system, it depends entirely on improvement defects as water leakage, moisture, soundproofing, so that field quality control must be emphasized. For the sake of it, the standardization and normalizing of materials, filling concrete, hardware, glasswool, and sealings must be preceded.

We intend to present the PMIS by means of real time site management system enabling the proof of logical feasibility and destruction of old custom of analog age in converting the system fixed to the supervision initiated as the supervision by the building code into the advanced business management system. However, project participants such as project client, project manager, designer, construction company and construction contractor must continually try their best efforts to settle down this advanced system, and the companies specialized in the supervision must actively and continually invest for the development and application of PM IS in order to secure the superior position in the competition with the foreign companies followed by the market opening.
BTL사업의 효율적인 사업비용 산출을 위한 현황조사 및 개선방안에 관한 전문가 의식조사 연구

This paper is finally aimed at surveying the status quo of business expenses calculation for efficiently advancing BTL and at suggesting improvement plan by surveying on BTL business experts’ consciousness. BTL projects that has been conducted for four years in 2008 is raising doubts about the business promotion, due to the burden of risk for pre-investment of large amount, in spite of the government’s effort to activate private investment on SOC. Thus, it is found that operational expenses are the most important variable, by means of surveying and analyzing the status quo of BTL business expenses calculation, such as the current method of calculation by item, including grant and operational expenses, and problems. In addition, the following optimized improvement plans are suggested by collecting experts’ opinions: Suggestion of evaluation standard of Request for Proposal, regular evaluation of expenses’ propriety, LCC analysis, diversification of business validity evaluation, suggestion of the maximum and minimum of total amount of operation and maintenance expenses, and of its basis, development and introduction of the grant calculation system and expenses management system.
