유비쿼터스라는 새로운 시대 패러다임의 변화에 맞추어 정부도 국가 경제의 활성화와 세계시장에서의 국가 경쟁력을 높이고, 국민의 삶의 질을 향상시키기 위한 국가발전 전략으로 유비쿼터스 도시건설을 추진하여 다양한 유비쿼터스 서비스를 제공하려 하고 있다. 그러나 현재 추진하고 있는 U-City 건설계획은 시민에게 제공되어야 할 서비스와 공급자인 도시정부에서 제공해야 할 유비쿼터스 서비스가 무엇인가에 대한 논의가 부족한 가운데 공급자 위주로 서비스를 제공하려고 하는 문제점이 존재한다. 이에 본 연구에서는 실제 유비쿼터스 서비스가 구축된 지역을 중심으로 시민이 직접 체험함으로써 느낄 수 있는 만족도에 대한 설문조사를 통해 만족에 영향을 미치는 요인을 분석하였다. 그리고 U-City 서비스 만족도 분석을 통해 개선·보완점을 도출하였다. 또한, 앞으로 지방자치단체들이 U-City 건설에서 시민들을 위해 더 나은 U-City 서비스를 제공할 수 있도록 발전방안을 제시하고자 하였다. In the advent of ubiquitous era, Korean government is trying to provide various ubiquitous services by pursuing the construction of U-city as a strategy of national development in order to mobilize the national economy, enhance the national competition in the world market, and improve the quality of people? life. However, the plan of U-city construction that the government is pursuing has a problem in that it provides supplier oriented service. In addition, we need to discuss more about what kinds of services are really provided to the citizens perspective. The purpose of this study is, by polling people on the level of satisfaction with ubiquitous service that they themselves experience mainly in the regions where those services had been established, to analyze factors influencing the satisfaction and to find out shortcomings of U-City service. And, by analyzing the weakness, the study is to present the way by which local self-governments, when constructing a U-City in the future, would be capable of providing a lot better U-City service for citizens.

U-City의 성공적 구현을 위한 테스트베드 기본계획의 기준 수립에 관한 연구

최근 많은 R&D 사업에서는 연구개발 완료 후, 연구 성과물들을 검증하기 위한 테스트베드 사업이 다양하게 추진되고 있으나 일관적이고 체계성 있는 기준이 설정되어 있지 않은 실정이다. 따라서 본 연구에서는 체계적인 U-City 테스트베드 구축을 위해 기본계획의 기준을 도출하고, 도출된 기준에 근거하여 청라지역을 사례로 U-Eco City 테스트베드 기본계획(안)을 수립하여 검증하고자 한다. 이와 같이 설정된 U-City 테스트베드 기본계획 기준을 통해 테스트베드 특성에 맞는 체계화되고 합리적인 테스트베드 구축이 진행될 수 있을 것이다. Even after many constructions of test-beds to verify R&D results, there is no standard to set up a consistent and systematic test-bed master plan. Therefore, this research derives standards of a u-city test-bed master plan. To verify these standards, the research constructs the potential U-City master plan targeting Cheongna district in Incheon. Standards of a test-bed master plan which is suggested by this research will bring strengths to construct a test-bed such as clear construction procedures from presenting directions of planning, saving cost, effective management of equipments, and so on.

The goal of U-Eco City testbed is improving the technical completion of ubiquitous technology/Services which have been developed in other core projects in U-Eco City, by implementing newly developed ubiquitous technology/Services to testbed. When the newly developed ubiquitous technology/Services are implemented in the testbed, we will monitor whether the developed ubiquitous technology/Services can be applied in the real situation and if they have problems we will find out the solution to solve the problems. Final goal of this reaserch is framework development for the U-Eco City construction guideline. We developed the framework development for the U-Eco City construction guideline by i)analyzing steps for construction of U-Eco City, ii) analyzing details of each steps for construction of U-Eco City, and iii) including results of research which have been developed in other core projects in U-Eco City. 현재 유비쿼터스 도시개발과 관련한 사업계획 수립이나 설계과정은 사업수행자의 역량에 따라 과정이나 고려사항이 다양하고 체계화되어 있지 않은 실정이며, 지방자치단체는 유비쿼터스 도시 개발 과정에서 고려해야할 요소들이 제대로 분석되지 않아 여러 가지 어려움을 겪고 있다. U-Eco City 구축 가이드라인은 유비쿼터스 도시개발의 전 과정과 U-Eco City R&D 사업의 성과물을 체계화하여 지방자치단체 및 사업수행자가 활용할 수 있는 지침서 작성을 목적으로 한다. 본격적인 U-Eco City 구축 가이드라인의 개발에 앞서 본 연구에서는 U-Eco City 구축의 세부단계별 과정 및 핵심고려사항을 체계화한 프레임워크를 개발하였다. 개발된 프레임워크는 관련단계에서 수행해야할 활동을 체계적으로 수행하여 문제점을 최소화하고 지속가능한 U-Eco City 사업이 될 수 있도록 유도하며, U-Eco City 사업의 성과물을 체계적으로 담아내는 기본틀의 역할을 하게 될 것이다.

U-Eco City 테스트베드 종합시설계획 수립방안에 관한 연구

본 연구는 U-Eco City 테스트베드를 보다 효율적으로 추진 할 수 있도록 종합시설계획에 대한 수립방안을 제시하는데 있다. U-Eco City는 저탄소 녹색성장과 친환경 생태도시가 구현된 미래도시를 지향함으로써 관심과 중요성이 날로 높아져 가고 있으며 이를 위한 테스트베드 구축 역시 활발히 진행되고 있다. 이에 따라 테스트베드에 적용되는 기술과 서비스의 표준화에 대한 논의는 활발한데 반해 기술과 서비스를 구현하는 종합시설계획 그 자체에 대한 수립 기준과 과정은 상대적으로 관심을 받지 못하고 있다. 따라서 본 연구에서는 U-Eco City 테스트베드 종합시설계획이 효율적으로 추진될 수 있도록 계획수립 기준과 설계방향을 토대로 한 수립방안을 제시하였다.
