이 연구는 기본적으로 문헌연구 방법을 적용해 사회복지실천 측면에서의 지역사회복지 정체성을 탐구하는 데 목적을 두고 있다. 사회복지실천 관점과 사회복지실천 정체성과 지역사회복지 핵심범주로부터 지역사회복지 정체성 요건을 도출해 지역사회복지가 갖추어 나아가야 할 방향을 제시했다. 즉 사회복지실천 측면에서 지역사회복지는, 1) 지역사회복지를 통찰하는 지식, 2) 지역사회복지를 규정하는 목표, 3) 지역사회복지를 이끄는 기술, 4) 지역사회복지를 견제하고 지원하는 환경, 5) 지역사회복지를 지향 및 통제하는 가치와 윤리를 바탕으로 형성되어야 함을 강조했다. 아울러 이 같은 요건은 개인이나 집단을 기반으로 하는 사회복지실천과 공통 사항을 철저히 가려 지역사회복지론 내용을 사회복지실천론과 사회복지실천기술론교과목에 분산 배치해야 함을 강조했다. This study aimed to investigate the identity of Community Welfare and Practice in the context of Social Work Practice. Five requisites which revealed the identity of Community Welfare Practice are convinced from the analytic frame composed by the perspective and identity of Social Work Practice and the core themes of Community Welfare Practice. That is, the contents of Community Welfare Practice could be structured as follows; knowledge for penetrating Community Welfare and Practice, objectives for prescribing Community Welfare and Practice, skills for leading Community Welfare and Practice, environment for restraining and supporting Community Welfare and Practice, and values and ethics for aiming and controling Community Welfare and Practice. Additionally, differentiated contents from that of Community Social Welfare and Practice should be distributed to Theories of Social Work Practice and Skills and Techniques of Social Work Practice accordingly.

사회복지사의 사회복지실천 경험: 이론과 모델과 기술의 습득 및 적용 중심으로

이 연구의 목적은 한국의 사회복지실천 모델을 모색하기 위한 전 단계로 한국 사회복지사의 사회복지실천 경험을 파악하는 것이다. 문헌 연구 방법을 통해 사회복지실천과 관련하는 우리나라의 사회복지사, 사회복지실천, 사회복지실천의 이론과 모델과 기술에 관하여 정리하였다. 자료 수집은 사회복지실천 현장에서 5년 이상 경험한 사회복지사 4-6명을 대상으로 표적집단심층좌담(Focus Group Discussion)을 서울, 경기, 부산, 대전, 전북 지역에서 각기 실시하였다. 표적집단심층좌담에서 얻은 자료는 꼴라이찌(Paul Francis Colaizzi)가 제시한 다섯 단계에 따라 분석하였다. 분석 결과를 토대로, ① 대학이나 사회복지실천 현장에서 사회복지사의 전문성을 더욱 높이기 위해 충실한 교육과 지도감독을 철저히 실시해야 함, ② 사회복지사는 사회복지실천 현장에서의 여법한 활동을 위해 사회복지실천에서 요구하는 다양한 이론이나 모델 및 기술을 익히는 데 노력해야 함, ③ 사회복지사는 익힌 이론과 모델과 기술을 실천을 통해 응용하면서 이의 한국화를 위해 노력해야 함을 제언하였다. The purpose of this study, as a preparatory study for Korean social work practice models, is to examine the experience of social workers` practice focused on the acquirement and application of theories, models, and skills. For this study, major concepts related with social work practice have been reviewed by literature. The data has been collected through Focus Group Discussion composed by 4-6 social workers who had experienced more than 5 years in the field of social work practice. Each Focus Group Discussion has been completed in 5 provinces, Seoul, GyeongGi, Busan, Daejeon, and Jeonbuk. The gathered data has been qualitatively analyzed by Colaizzi`s phenomenological method. Three proposals are suggested based on the results as follows; firstly, universities and fields of social work have to provide substantial education and supervision promoting the professionality of social workers, secondly, social workers need to endeavor for learning various theories, models, and skills acquired in social work practice, and finally, social workers must apply the learned theories, models, and skills through their faithful practice for Koreanizing the theories and so on.

청소년이 사이버범죄에 빠지는 과정 -인터넷사기 중심으로-

이 연구는 급증하고 있는 청소년의 사이버범죄를 예방하고 이들 청소년의 재활을 위해 필요한 자료를 확보하기 위해 청소년이 사이버범죄에 빠지는 과정을 알아보는 데 목적을 두고 있다. 이 연구는 스트라우스와 코빈이 제시한 근거이론방법을 적용하였고, 인터넷사기에 가담했던 청소년 5명을 연구참여자로 선정하여 진행했다. 이들과 면접하여 얻은 자료를 분석한 결과를 토대로 인터넷사기에 가담한 청소년을 위한 사회복지학적 개입 방안을 위해 제언하면 다음과 같다.<br/> 첫째, 청소년의 인터넷사기를 예방하거나 인터넷사기에 빠진 청소년을 위한 개입은 사회환경을 개선하고 이들 청소년의 비뚤어진 사고를 변화시키는 데 중점을 두어야 한다. 둘째, 인터넷사기에 가담한 것을 뉘우치지 못하거나 다시 가담하려고 망설이는 청소년들에게는 자신의 잘못을 분명히 돌아보고 깊이 뉘우칠 수 있도록 이끌어나가야 한다. 셋째, 청소년의 인터넷사기 예방은 사회운동 차원에서 이루어질 필요가 있고, 사회복지실천 현장은 이를 위한 구체적인 개입 방안을 교정 당국과 연계하여 모색할 필요가 있다. This study is aimed to examine the process of juveniles' steeping in cyber crime for finding out data which could be applied to prevent juveniles' cyber crime and to rehabilitate the juveniles related in cyber crime. Also, this study is designed focusing<br/> on the Grounded Theory method, and 5 probationees connected with internet fraud have been interviewed as participants for this study. For the juveniles who had been steeped in cyber crime, some findings according to the analysed data have been emerged in the context of social work intervention. <br/> First, interventions need to be focused on the improvement of social environment and juveniles' crooked thoughts to prevent juvenile's Internet fraud and to rehabilitate juveniles related with Internet fraud. Second, workers need to guide the juveniles who have been indecisive on the another crime into regretting their guilty attitude in depth. Third, the prevention of juveniles' Internet fraud needs to be conducted on the level of social movement, and social work practice centers need to grope concrete programs networked with correctional authorities for the social<br/> movement.

사회복지실천 가치로서 『성경』의 공의에 관한 탐색 - 공의의 용례와 성경해석학 중심으로 -

이 연구의 목적은 사회복지실천뿐 아니라 일상에서 정의로 일컫는 justice를 공의로 번역, 사용하는 『성경』을 기본 자료삼아 사회복지실천 가치로서 공의를 규명하는 것이다. 『성경』의 공의를 이해하기 위해 『성경』에 나오는 모든 공의의 용례를 찾아 성경해석학 입장에서 분석하는 것이 유익할 것으로 보고 이 연구를 진행하였다. 185개 개념을 추려 범주화하여 공의의 의미, 공의의 기능, 공의의 주체, 공의를 위한 자세 네 가지로 분류하고, 이것을 해석하였다. 이 결과를 바탕으로 공의와 정의가 혼용되고, 사회정의의 설명이 불분명한 점을 지적하였다. 아울러 사회복지실천 가치로서 한층 더 풍부한 공의의 의미를 확인했으며, justice와 righteousness를 각기 정의와 공의로 사용할 수 있다고 예를 들어 설명하였다. 나아가 정의와 사회정의의 풀이가 사회복지학 측면에서 필요함을 제안하고, 끝으로 히브리어와 같은 원래 언어의 성경을 다루지 못한 점이 이 연구의 한계임을 밝혔다. This study has been conducted to examine the meanings of righteousness as values of social work. The meanings of justice and righteousness are used in combination, in contrast, these two terms are distinguished for their meanings in the Bible. From the Korean Bible, 185 concepts on righteousness are categorized by meanings of righteousness, functions of righteousness, implements of righteousness, and efforts for righteousness. These categories are explained by the Biblical hermeneutics. Based on the results, some issues are suggested as follows: mingling of righteousness with justice, undefined explanation of social justice, revealing more various meanings of righteousness, explaining a new meaning of righteousness and justice, necessity of interpretation on justice and social justice in the light of social welfare studies, and a limitation of this study which has not put together the original Hebrew Bible.

일본 사회복지학의 형성에 관한 이해

이 연구의 목적은 권력-지식관계에 중점을 둔 푸코의 계보학적 관점을 적용하여 일본 사회복지학 형성의 특성을 규명하는 것이다. 즉 일본의 사회복지학이 연구자들의 개인 경험과 사회복지 관련 사회상황에서 권력-지식관계가 작용하여 형성된 과정에서 드러난 특성을 살펴보았다. 이를 위해 선행연구에서 대표 연구자로 인정받은 일본 사회복지학 연구자 26명의 저술 40권을 원자료 삼아 분석에 필요한 기본 자료를 만들었다. 이렇게 만든 기본 자료로부터 671개 개념을 추출하여 연구자의 개인적 경험, 사회복지 관련 사회적 상황, 사회복지학 형성 3개 영역으로 나누어 범주화해각 영역의 특성을 개괄하여 살펴보았다. 아울러 이 범주화를 통해 일본 사회복지학 형성의 계보학적 특성으로, 1) 연구자 개인의 경험과 사회복지학의 이분법적 형성, 2) 선교사 활동과 사회복지 전개, 3) 사회복지 본질 찾기와 연구자계보 형성, 4) 전쟁 수행 및 경제의 부침과 사회복지의 굴곡, 5) 사회복지 확대와 사회복지학의 비대화를 이끌어내 해석하였다. This study aims to examine the formation of Japanese Social Welfare Studies based on Michel Foucault's Genealogical perspective related with power-knowledge relationships. Namely, this study reveals that Japanese Social Welfare Studies has been built through interactions of power-knowledge relationships in the context of scholars' individual experience and social circumstances. For the study, 40 literary works of Japanese Social Welfare Studies written by 26 authors have been selected to construct the resourceful main data. From the main data, 671 concepts have been abstracted and shortly introduced in 3 parts: authors' individual experiences, social circumstances related with Social Welfare Studies, and composed contents of Social Welfare Studies. The resulted Genealogy of Japanese Social Welfare Studies from the categorization is emerged and analyzed as follows: 1) scholars' individual experience and dichotomous formation of Social Welfare Studies, 2) missionary's activities and development of social welfare, 3) searching essence of social welfare and formation of scholars' genealogy, 4) prosecution of wars including ups and downs of economy and social welfare, and 5) expansion of social welfare and enlarging of Social Welfare studies.

바우처사업 시행에서 드러난 문제점

보건복지부가 시행하는 바우처사업 현장에서 여러 문제점들이 불거지고 있다. 이 연구의 목적은 바우처사업의 문제점을 한층 근원적으로 해결하는 데 필요한 자료를 찾아 제공하는 것이다. 즉 단발적이거나 얕은 수준의 조사와 연구를 지양하고 한결 깊고 치밀하게 연구하여 시초적인 바우처사업의 정확한 길을 안내하는 데 있다. 자료 수집을 위해 지역에서 사회서비스 담당 공무원을 비롯하여 기관의 실무자, 서비스 제공자 및 이용자를 3-5명으로 구성하여 ‘바우처사업 시행에서 드러난 문제점’이라는 주제로 표적집단심층 좌담을 실시하였다. 아울러 실무자와 이용자를 개별적으로 전화로 면접하였고, 한국장애인복지학회의 월례세미나에 참석하여 자료를 수집하였다. 자료 분석은 해석학적 관점을 바탕으로 진행하였다. 연구 결과를 토대로 지방별로, 기관별로, 사업별로 사업성과가 달라 일괄적으로 바우처사업을 단정하여 평할 수 없는 상황을 고려하여 즉각 고쳐야 할 일, 견디며 고쳐야 할 일, 견뎌야 할 일로 나누어 바우처사업의 발전을 위해 제언하였다. Many problems are emerged from the Voucher Schemes which have been conducted by the Ministry of Health and Welfare. This study aims to provide proper proposals to solve those problems originally and effectively. This study, that is, is designed to guide the desirable ways for the Voucher Schemes not by single-shot and superficial research but by elaborate and deep examination. The data is mainly collected through Focus Group Discussions composed by 3-5 public servants, service providers, and customers. The Focus Group Discussions have been completed with the following theme: what are the problems emerged from the Voucher Schemes? Additionally, the data is gathered from individual interviews and a seminar held by Korea Academy of Disability and Welfare. The collected data has been analyzed by Hermeneutics Approach based on the Denzin's model. Although the Voucher Schemes can not be firmly evaluated because of different agencies and localities, the following three-leveled improvements and works are resulted to renovate the Voucher Schemes; 1) improvements which must be worked out immediately, 2) improvements which have to be worked out with endurance, and 3) works which could be sustained.

한국 사회복지학 비평

이 연구는 “초기 한국 사회복지학은 어떤 영향을 받아 무슨 내용으로 형성되었는가?”라는 연구주제를 역사주의(historicism) 관점에서 파악하여 한국 사회복지학의 출발점을 살피는 데 목적이 있다. 1세대 연구자가 저술한 개론서 세권을 기본 자료 삼아, 1) 원본의 역사적 개요, 2) 연구자의 개인사적 성향, 3) 주요 용어의 역사적 적용, 4) 사회복지학 내용의 역사적 맥락과 같은 틀을 만들어 분석하였다. 연구결과를 토대로 한국 사회복지학 형성과 관련하여, 1) 개론서 내용을 만회하기 위해 생존하고 있는 1세대 연구자로부터의 자료수집, 2) 기독교의 영향에 관한 연구, 3) 외국 원조 기관의 영향에 관한 연구, 4) 미국과 일본 사회복지학의 영향에 관한 연구, 5) 초기 이후 어떻게 변화했는지를 규명하는 연구 들이 필요함을 제언하였다. 아울러 각 저술과 연구자 개인사에 관한 연구를 더욱 상세하고 충실히 진행하지 못한 점을 이 연구의 한계로 꼽았다. This study has aimed to observe the starting point of Korean social welfare studies with the perspective of historicism. Basically, this study has focused on the following research question; by what kind of influences and contents had been built Korean social welfare studies in the early days? The collected data from introductory texts which had been written by the first generation of Korean social welfare studies was analyzed according to the framework as follows; 1) historical summary of the texts, 2) individual historical disposition of the writers, 3) historical application of the principle terms, and 4) historical context of the contents for social welfare studies. As results, some issues related with the formation of Korean social welfare studies are stressed as follows; 1) data collecting from the first generation of the researchers and writers for recovering the introductory texts, 2) study of the influences of christianity, 3) study on the influences of aid agencies from oversees, 4) study on the influence of the mixed with American and Japanese social welfare studies, and 5) study on the examination of developing process of Korean social welfare studies afterward. Finally, the limit of this study that the individual history of writers could not cope detailed and deeply is mentioned.

조선 중종대 빈곤과 구제

이 연구는 조선 중종대의 빈곤과 구제가 어떻게 이루어졌는가를 이해하는 데 목적을 두고 이루어졌다. 조선시대에서도 중종대에 중점을 둔 것은 이 시기에 빈곤과 구제가 가장 빈번하게 일어나 사회복지적 함의가 깊고 풍부할 것으로 보았기 때문이다. 자료수집은 『중종실록』에 근거했고, 이를 분석하는 데 유익한 해석학 관점을 적용했다. 연구결과에 따른 함의로, 1) 사회보장의 구체적인 방법들과 유사하게 부분적으로 시행된 점, 2) 구제대책이 왕의 절대권한으로 이루어진 점, 3) 구제를 위한 정치ㆍ경제ㆍ사회적 여건이 불충분했던 점, 4) 구제대책이 일시적이었던 점, 5) 빈곤의 책임을 왕과 신하가지며 자연에 순응하는 성향이 강했던 점을 도출했고, 이를 해석했다. 아울러 후속연구로 중종대 전후 왕대들 간 비교연구, 『중종실록』 이외의 자료를 활용한 연구, 빈곤과 구제 이외에도 질병 및 범죄에 관한 연구가 필요함을 제언했다. This study aimed to understand the developmental process of poverty and relief during the reign of Jungjong in Joseon Dynasty. The reason why this study focus on the reign of Jungjong in Joseon Dynasty is that the poverty and relief had been happened most frequently, and that the meaning of social welfare could be profound during the periods of Joseon Dynasty. The data is collected based on Jungjongsilok, and the collected data is analyzed by the perspective of Hermeneutics. Five important meanings are resulted as follows: 1) concreted similar methods of social security had been partly carried out, 2) relief policies had been drawn up by the King's absolute authority, 3) given political and social economical conditions for relief had not been sufficient, 4) relief policies had been temporarily enforced, and 5) the king and the retainers had been charged to responsibility for poverty as well as they had been adapted to nature. In addition, three particulars are proposed for following studies such as comparative studies on poverty and relief before or after the reign of Jungjong, studies based on other historical material except Jungjongsilok, and studies on diseases and crimes except poverty.

사회복지사의 급여에 관한 미시사 연구

이 연구의 목적은 질적 연구의 한 방법인 미시사 연구 방법을 적용하여 사회복지사가 급여를 받아 살아가는 실상을 파악하는 데 있다. 이 연구를 위해 연구참여자로서 약 13년간 사회복지시설에서 근무한 사회복지사를 선정하여 심층면접을 실시하고, 관련 자료를 수집했다. 자료 분석은 진즈부르그(Carlo Ginzburg)가 명명한 ‘실마리 찾기’를 실시하여 개념화하고, 이들 개념을 바탕으로 주제묶음을 한 후, 주제묶음에 근거하여 핵심주제를 만들었다. 수집한 자료를 바탕으로 사회복지사의 급여와 관련된 핵심주제로 ‘정부의 부적절한 대처와 사회의 무관심’, ‘안일함으로 이끌려듦’, ‘박봉으로 여유 없는 생활’, ‘불안하고 자존심 상함’, ‘힘겹게 살며 소박한 삶을 희망함’을 이끌어냈다. 끝으로 연구참여자의 업무는 정부가 수행해야 할 사업임을 빌어 연구 참여자의 부적절한 급여는 헌법에 위배됨을 강조하였다. The purpose of this study is to understand the realities of social worker's lives dealt with his/her salary. This study has been conducted by Microhistory Study as a method of qualitative research. For this study, a participant who has worked at the social work agency for 12 years is chosen and interviewed in depth. Analysis of the collected data has been processed and conceptualized by ‘finding a clue’ named by Carlo Ginzburg. The core themes revealed through the collected data are ‘government's incongruent management and social indifference’, ‘ambiguous expectancy’, ‘hard time with a small salary’, ‘uncertainty and losing pride’, and ‘living painfully and hoping ingenuous living’. Finally, it has been emphasized that the participant's incongruent salary disobeyed the constitution because the participant's duties are to be served by the public government officials.
