In this paper, we have developed an evaluation model of technology green index(TGI) which includes 3 evaluation factors and 13 indicators. Furthermore, as presenting the degree of relative importance among evaluation factors and indicators for all R&D evaluation stages and all green technology areas, and applying the proposed model to 5 defense projects, we have found applicability of the model to evaluation of defense R&D projects. The results of evaluation using this model can be used to monitor the performance of project life cycle and develop R&D investment strategy of green technology using portfolio analysis.

The number of the defense R&D projects as well as their budget is increasing steadily every year with the rapid change of the security environment of ROK. The budget and manpower for the defense R&D projects are valuable and limited resources, therefore they should be planned and distributed very efficiently. In this paper, research on the manpower estimating models for the defense R&D projects is summarized. With the results of weapon system R&D projects and core technology R&D projects conducted by the Agency for Defense Development, statistical models for the estimation of the proper amount of manpower were studied. Important parameters for the estimation of manpower were selected for manpower drivers, and the relationships between the manpower drivers and the amount of manpower were proposed using regression analysis. In addition, the calibration methods to reduce the influence of some excessive manpower drivers were proposed. The manpower estimating models showed similar results with the actual values of manpower, and the optimal amount of manpower for new R&D projects could be estimated with them.

본 논문은 육군이 10년여의 연구개발을 통하여 2005년에 개발 완료한 지상전술 C4I체계(Army Tactical Command Information System, ATCIS)의 가치평가를 위한 분석의 틀과 그 실증분석 결과를 제시하고 있다. ATCIS의 가치평가를 위해 육군본부, 국방관련기관, 그리고 업체 등 관련기관들이 지원한 자료를 활용하고 해당분야 전문가들이 참여하였으며, 가능한 가치평가 방법론을 적용하여 합당한 가치평가의 들을 제시하고 이를 실증분석 하였다. 가치평가의 결과는 경제적, 기술적, 그리고 전략증장적 효과 측면에서 ATCIS에 대한 정성적, 정량적 가치로 제시하였으며 의국의 유사 시스템과 비교시 비용대효과 측면에서 최소 6.55배 이상이며, 약 1조 7,291억원 이상의 가치를 창출한 것으로 평가되었다. 본 연구의 의의는 무기체계 개발에 따라 요구되는 가치평가의 틀과 그 실종분석을 통해 향후 타 무기체계개발 가치평가 및 선행연구, 절충교역 기술가치평가 및 성과분석 등에 효과적으로 적용할 수 있는 구체적 방안을 제시하였다는데 있다. This paper presents the overall valuation framework of the Army Tactical Command Information System(ATCIS) with its empirical data which is developed by the ROK Army in 2005 with its own R&D efforts over the past 10 years. The valuation with the appropriate methods is conducted through the full and relentless support of ROK Army HQs, defense agencies, and related firms. And the results include both qualitative and quantitative values of the ATCIS in perspectives of economic, technical, and defense strength effects. As a result, the development of ATCIS is valued over 1.7291 trillion Won which is over 6.55 times benefit and cost ratio comparing with other country's similar system. The worth of this paper includes the actual framework and methods to apply the valuation of other weapon systems and its preliminary research, defense offset valuation, performance evaluation and others.
TRL을 이용한 유도무기체계 연구개발 비용추정 보정계수에 관한 연구

The complexity and technology of the weapon system have driven significant increases in defense weapon acquisition budget, thus transparency and efficiency of the budget has become highly significant. For this reason, cost analysis is crucial in appropriate creation and efficient execution of the defense acquisition budget. The gap between current and future technology maturity level strongly affects R&D cost. When estimating domestic R&D cost, technology maturity is usually reflected by the complexity index of commercial cost estimation models. Good thing is the objective application of complexity index can be limited because it can be subjective and its application logics for R&D cost estimation are not released. This study proposed a method using local R&D experience and technology maturity data to analyze technology maturity calibration factors, and this can be highly useful when estimating R&D cost in Korea. In this study, we discussed certain international studies on the relation between technology and cost, and we compared them with our proposed methodology. Also, we calculated the technology maturity calibration factors using domestic R&D data.
