The democracy is a national autonomy and local autonomy is the root of a national autonomy. Therefore the democracy which don't carry out local autonomy can't become the true democracy. Local autonomy in Korea is practiced recently. In the past the local administration was in Korea, but the local autonomy was not. The local autonomy in the history of Korea had its origin in the law of the local autonomy which was established in July 4, 1949, but its law was not practiced by reasons of events. After that the local autonomy had been practiced since 1952 by 1961, during 9 years. For the council of local government was dispersed by the Military Revolutionary Commisson. After 30 years the council of local government come to life again and the local autonomy which prepares the form as it is in June 27, 1995 has been practed all along the line.

The purpose of this study are to analyes the organization and function of the centeral personnel agency, and to purpose the better organigation and function than the present. To achieve these purpose are used in this study the system research into the centeral personnel agency and the comparative approach to the centeral personnel agency of the British, the United States of America, the Western Germany, the France, the Japan. The research into the aboves have revealed that nations of the above have had the dualistic system of the center personnel agency, but the centeral personnel agency in Korea has not the characterises of committee, takes not only personnel administration but also other variaus gunctions. And it may go its own way.

Abstract The government have to develop the effective and resonable classification of public position. In order to achieve these things, the problem of rank system and position classification is important. The purposes of this study are the classification of public position in Korean government. The classification of public position in Korean government are as follows: The first is to develop the methods of job analysis. The second is to develop methods of job evaluation. The third is to develop the open career. It is essential in the competitive service. The firth is to be irrational with the job classification, because it is not made by the sufficient job analysis and revaluation. The fifth is to increase the professionalist. It is essential in the position classification. These above explanations search for making the classification of public position in Korean government resonable or effective.

Local government have to make the effective and convenient area of local government. In order to achieve these things, The problem of area is important. The purposes of this study are the area reorganization of local government in Korea. The area reorganizations of local government in Korea are as followers: The first is to accomplish the community. The second is to fit the service unit of efficiency. The third is to fit the area of convenience. The firth is to fit the self-financing unit. The fifth is redistribution of functions. These above explanations search for making the size of local unit in Korea optimum or proper.

This is a study on the environmental administration of local government in Korea, especially focusing on illuminating the theoretical issues, current situations, presenting problems, and alternatives of function enforcement. The problems of the environmental administration functions with local government information are as follows : 1. Lack of consistency in the function of the environmental administration 2. Lack of function of intervening in the environmental service 3. The problems of specialty in the function of the environmental administration 4. Lack of information network system in the environmental administration According to my study, the alternatives of enforcement function of those problems are as follows : 1. Strengthening the function of intervening in the environmental administration service. 2. Clarifying the role distribution between central and local governments. 3. Collecting professional resources in the environment administration field. 4. Constructing synthetic network system of information of the environment administration.
