공공서비스 효율성 영향요인 분석:종합사회복지관을 중심으로

본 연구에서는 공공서비스 공급방식에 따른 종합사회복지관 운영에 대한 효율성 영향요인들을 탐색해 보고자 하였다. 먼저 자료포락분석을 통한 효율성 지수를 측정하고, 이를 종속변수로 사용하였으며, 이후 Tobit 회귀분석을 통해 그 영향요인들을 도출하였다. 그 결과 법인직영의 경우는 종합사회복지관의 운영체계를 구성하는 우수 직원의 선발, 직원간의 신뢰와 협력, 기 관장의 리더십 유형 중 변혁적 리더십, 위원회 구성원의 다양성이 영향을 미치는 중요한 요인으로 작용하고 있는 것으로 나타났다. 반면 민간위탁으로 운영되는 종합사회복지관의 경우에는 기관장의 특성을 구성하는 요인 중 직원의 성과평가를 통한 성과급 지급, 기관장의 리더십 유형 중 변혁적 리더십 유형이 영향요인으로 작용하였다. 정부직영의 경우는 기관장의 리더십 유형 중 변혁적 리더십, 거래적 리더십, 위원회 활동정도, 성과평가를 통한 우수 직원의 선발이 효율성에 중요한 요인으로 작용하는 것으로 나타났다. 이상의 분석결과를 통하여 종합사회복지관의 효율성을 향상시킬 수 있는 요인들을 규명할 수 있었으며, 본 연구의 결과를 통하여 이에 관한 정책적 시사점을 제공할 수 있을 것으로 기대한다. In this study, the influence factors of public service depending on the service providing methods on the comprehensive social welfare center are intended to be explored. Initially, the efficiency index is measured by DEA and used as the dependant variable, having influence factors deduced by tobit regression analysis. As a result, in case of direct management by legal entities, the selection of the best staff, trust and cooperation among staff members, a ‘transformational’ leadership style among the various styles of leadership as the character factors of the heads of the center and the diversity in committee members appear to be the primary influence factors. On the other hand, in case of comprehensive social welfare centers managed by a private contracting, the payment of performance-related salaries, a ‘transformational’ leadership style among the various styles of leadership as the character factors of the head of the center work as the influence factors. In the case of the direct management by government, a ‘transformational’ leadership style, ‘transactional’ leadership style among the various styles of leadership as the character factors of the head of the center, the activity level of committees, the selection of the best staff through performance evaluations are the influence factors. The purpose of this article is to determine influence factors to improve the efficiency of the comprehensive social welfare centers. The findings of this study is expected to be applied for the policy implications of the related fields.

As consumers’ automatic open and close systems needs for vehicles grow, automation systems have recently been applied to many parts. Regardless of the dynamic characteristics of vehicles, it is often necessary to design such automation systems in places that are good for lay-out of vehicles when a single product is made by a business partner. However, development in this way may result in durability, operating sound problems as NVH elements are designed without consideration. Also, this is a huge loss due to the continued Carry Over through copy of the company’s products, not just one product. In this paper, the customer’s needs are qualitatively/quantitatively understood and specific. To set and achieve the goal, the purpose of applying the automatic switching system to the most advantageous position is to limit the systems that affect the operating sound and durability deterioration of the system, rather than to improve the durability, not to improve the operating sound, and the dynamic characteristics (ATF, Point Mobility) of the system. In addition to improving noise and durability degradation, the company also intends to reduce costs/weights at the same time to provide customers with superior merchantability compared to existing types.

In the field of diesel vehicle, it is important to make fuel atomized and to generate high pressure to reduce the amount of toxin gas and increase the efficieny. So high pressure control valve is widely used in diesel engine and a solenoid valve is of ten used in that kind of valve. In this paper, transient response of solenoid is investigated using Maxwell, commercial FEA code for electromechanical system. Firstly, an experiment about electrical response is performed and then some FE analysis is performed using Maxwell. After that, two results are compared to validate the result of the FEA. Secondly, the system is analyzed considering mechanical parts and the electro-mechanical response is solved.
