A Structure of a system is usually described as same as an architecture, but they are basically different. The architecture has a broader meaning than a system structure. In other words, an architecture can include many of system structures. So, to define the architecture, we need to consider how functions of a system are consisted and integrated. The architecture defined is applicable to railway safety management systems, and it can be made as a new model for railway safety systems, which is useful to systematize railway safety regulations. To establish the architecture as applicable to railway safety regulations, it is required to compare between regulation relations by analyzing roles before/after executing railway safety regulations. Therefore, in this research, we reviewed and classified different types of regulation conditions and safety requirements for railway systems and a variety of conditions before/after railway safety regulations changes are compared by defining system architectures subject to National railway safety.

철도기술 환경변화에 대응한 철도기술개발과 240 조원 이상의 철도시장 해외진출 경쟁력 확보를 위해 세계 각국의 철도연구기관 및 운영기관 등에서 수행하였거나 계획하고 있는 기술개발 현황과 미래기술 등의 연구 아이템을 조사/분석하였다. 해외 철도기술분석대상은 37 개기관으로 해외철도기관의 발전계획, 연차보고서, 연구보고서 등의 기술자료를 통해서 연구개발 테마와 트렌드를 조사 분석한 것이다. I have searched and analyzed of development of railway technology which is corresponding to environmental change of railway technology, and also have searched and analyzed of development status and future technology research items which is already carried out or planning technical developments for setting aside competitiveness of more than 240 trillion won’s overseas railway market. I have investigated and analyzed that research and development themes and trends according to 37 overseas railway organizations’ technical articles such as development plans, annual reports, research reports, etc.

Railroad systems can be divided into the primary function for transporting passengers or freight and secondary function covering diverse environmental factors and interfaces. So, the most biggest and important reason and the goal of railroad systems is to satisfy the need for transportation based on the production and consumption of energy. Especially, the operation of safe systems is the inevitable element for achieving this objective. Performing this can be ultimately satisfied only when the relationship among operators, contractors, suppliers and assessors is established according to their missions. Therefore, we are trying to finding the way of approaching it systematically by reviewing which procedures and methodologies mission performers in various domains have to follow.

Generally, a system or service is verified by requirements if it has met them in transforming customer requirements into a system or service. But as the national research and development projects to develope safety systems or standards or process in railway system domain, it can be quite limiting that the product or systems verification process presented the international or industrial standards to be applied. This paper has analyzed and made up for the general verification process and persented the effective and efficient verification process about safety system, safety standard, process, and safety documents and the methods to manage the outcomes of verification process.

All the systems can be used properly for the original purpose when they can make the functions required for the users be concrete. Especially in the case that many technical systems are integrated like railroad systems, physically useful systems could be built if requirements analyses applying systems engineering and the process of functional design had to be supported. This paper is intended to review and present the measures and procedures to correctly supply the systems to users by giving systems manufactures and suppliers requirements in order to supply safe systems using safety analysis techniques named FHA(Functional Hazard Analysis) and Hazop Study.

A technical road map is one of critical research methods which include mid/long term strategies and objectives. There are many of projects conducted using this road map. A technical tree is used at the step of planning of the projects. This research was aimed at reviewing previous systems for conducting researches for and a basis required for improving railway safety in the future by finding out inconsistency arising from physical WBS, which is methodology of defining in existing railway technical trees. In the process of this research, we considereddifferences between systems safety and prevention as well as natures of them using the established technical tree, and set up plans for improving technical tree to secure railway safety as an integrated system.

Typically, we regularly have carried out a technical review to know a progress status and outcomes of a projcet to the appropriate technical plans. But during the technical review executed at a planned point of time, lots of problems; reports of an ambiguous progress status and outcomes, a discordance between opinions, and an hour´s delay, have been occurred. To solve those problems an early stage, an informal reviews are executed before the formal technical review. One of the informal review is the Peer-Review. This paper is a matter of the effective and efficient Reer-Review process utilized in performing the national research and develpoment project. Additionlly, it was presented a general misunderstanding and improvement plan about the Peer-Review.
