The discussion aims to reduce the forging process using Electro- Upsetting process for manufacturing a blade. the Electro-Upsetting process was simulated by placing a variable amount of current and the process time. And it analyzed the mechanical properties of the products compared with traditional couple of the difference between the heat treatment temperature. by observing the tensile, impact, strength, high temperature tensile test and the oxidation behavior analysis and microstructure were evaluated for quality. Based on the results of the tests, it can be concluded that It has better quality than existing products and can reduce forging process.

중대형 보일러 폭발사고에 대한 원인분석 및 관리방안 제시
현대 과학기술의 발달에 따라 보일러 기술도 발전하여 보일러 폭발사고는 점점 감소하는 추세이다. 그러나 보일러실은 대부분 건축물의 지하에 위치하고 있으며 중대형 보일러의 경우 폭발사고 발생 시 큰 압력으로 지하에서 폭발하기 때문에 건축물 전체의 안전성에도 영향을 미쳐 대형사고로 발전할 수도 있다. 따라서 관리부주의에 의한 중대형 보일러 폭발 사고사례를 선정하고 관련법규를 조사하였고 기존 논문의 연구 사례를 조사하였으며 기존 논문에서 제시하지 않았던 관리부주의에 의한 사고원인을 도출하여 본 연구에 차별성을 주었다. 보일러 사고사례 50건을 선정하여 선정된 사고사례를 토대로 현업에 종사하는 전문가와 보일러 기능장분들과 사고원인 및 사고유형, 폭발사고 예방을 위한 집중관리 요소에 대해서 토론 및 토론 의견지 작성으로 조사, 분석 개선방향을 모색하였고 도출된 원인 중 크게 네 가지로 무인운전에 대한 사고, 안전관리 절차의 사고, 보일러 조정자 기술력 부족으로 인한 사고, 배기가스 누출 사고이고 도출된 원인 중 다른 업무투입으로 보일러 조정자 없이 무인운전 사고가 높게 분석되었고. 노후기기 보전업무 및 점검불량으로 인한 사고가 다음으로 높았다. 관리부주위로 인한 중대형 보일러의 폭발·화재 등의 사고는 보일러 조정자가 보일러 안전에 최선을 다하여야 하지만 현 업계에서 현실적으로 보일러실에 상주하여 조정 및 안전관리를 법에서 명시한 대로 근무하는 것은 거의 불가능하다. 중대형 보일러 조정자의 부재는 보일러 사고 전조 증상 발생시 대처 할 수 없어 대형사고로 발전할 수 있다. 원인은 고용주의 운영비 및 인건비 감소라는 운영 방침아래 보일러 조정자는 보일러 조정 중에는 상시 상주하여 조정하여야 하나 다른 업무 투입으로 무인운전이 된다. 그리고 보전업무 또한 보일러 조정자의 의견은 무시한 채 고용주나 관리총책임자의 의견대로 하고 있는 것이 현실이고 또한 중대형 보일러의 자동화 시설의 장점으로 보일러 조정자가 불필요하다는 잘못된 인식, 일부의 보일러 판매자 들은 중대형 보일러의 소형화와 자동화 되어가는 장점을 이용하여 판매시공 영업을 하면서 중대형 보일러 조정자가 상시 상주하지 않아도 된다는 장점을 홍보하고 있으며 중대형 보일러가 소형화 자동화 되어가면서 현 업계에서는 모든 설비에 자동제어가 설치되어 있는 현 상태에 보일러 조정자들의 기술수준이 부족하여 설비관리의 실무능력이 설비의 기술력을 습득하지 못하는 것이 지금의 현실이고 고용주 및 관리총책임자의 안전의식 부족으로 인한 원인이 가장 큰 문제이다. 따라서 법에서는 사고 발생 시 선임된 보일러 조정자만 책임을 지게 되어있는 법을 사고발생시 고용주 및 관리총책임자 와 선임된 보일러 조정자가 연대 책임을 질수 있도록 에너지이용 합리화법 개정에 따른 고용주 및 관리총책임자가 연대책임을 진다면 보일러 안전관리에 대한 의식변화로 사고예방과 보일러 안전관리가 더욱 효율적일 것으로 사료된다. Due to the development of modern science and technology, boiler technology has developed and boiler explosion accidents are gradually decreasing. However, the boiler room is located in the basement of buildings in most cases. In the case of the middle and large boilers, an explosion accident may develop into a catastrophe as it affects the safety of the entire building because it explodes in the basement under the large pressure. Therefore, we have selected cases of medium to large boiler explosion cases due to careless management, investigated related laws and previous studies, and tried to induce the cases of the accidents due to careless management to make this study differentiated from existing studies. Fifty (50) cases of boiler accidents were selected and the causes of accidents and types of accidents and concentration management factors for preventing explosions were discussed with experts in the field and boiler engineers based on the cases selected. After discussion, discussion opinions were recorded, reviewed and analyzed. Based on the analysis, the improvement direction was searched for. It was found that there were four major causes such as unmanned operation, safety management procedure, lack of technology of boiler coordinator and exhaust gas leakage. Among the causes, the most frequent accident type was the accidents caused by unmanned operation without boiler coordinator followed by maintenance of defective equipment and poor inspection. Accidents such as explosion of fire of medium to large boilers due to careless management can be prevented if the boiler coordinator does their best to the safety of the boiler. In reality, however, it is almost impossible in reality for a boiler coordinator to work in the boiler room and to work on coordination and safety management as specified in the law. The absence of a medium- to large-sized boiler coordinator can lead to a major accident due to the inability to cope with the warnings properly. The cause of unmanned operation is due to the operating policy of employer to reduce the operating cost. The boiler coordinator must be in the boiler room all the time while boiler is being operated, but they are asked to do some other works and they have to leave the boiler room. Then the boiler is operated without boiler coordinator. In addition, the maintenance work is generally done according to the opinions of the employer and the general manager, ignoring the opinion of the boiler coordinator. In addition, there is a misconception that the boiler coordinator is unnecessary for the automated medium and large boilers. There are some boiler makers that promote their boilers addressing that their boilers do not require a coordinator because of miniaturization and automation. Another problem is that some boiler coordinators do not have sufficient skills to control current automatic controllers in the facility. The biggest problem is the lack of safety awareness of employers and general managers. Therefore, it is necessary to amend the Energy Use Rationalization Act which currently specifies that the boiler coordinator only take responsibility for an accident. It should be changed to make the employer, general manager, and boiler coordinator responsible for the accident collectively. If the employer and general manager are also punished, there will be a change in perception of safety, which will lead to prevention of accidents and improvement of safety management.
