As the tideland reclamation is done on a large scale these days, construction work is active in the coastal areas. Facilities in the coastal areas must be built with the tide characteristics taken into consideration. Thus the tide characteristics affect the overall reclamation plan. The analysis of the tide data boils down to a harmonic analysis of the hourly changes of long-term tide data and extraction of unharmonic coefficients from the results. Since considerable amount of tide data for the West Coast are available, the existing data can be collected and can be used to obtain the temporal changes of the tide by being fitted into the tide prediction model. The goal of this thesis lies in assessing whether the mean sea level used in the field agrees with the analysis results from the long-term observation data obtained with their homogeneity guaranteed. To achieve this goal, the research was conducted as follows. First the present conditions of the observation stations, the land level standard, and the sea level standard were surveyed to derive a vertical standard. Then the causes for the changes in the mean sea level were analyzed to set up a time series model formula for representing them. To secure the homogeneity of the time series, each component was separated. Lastly the mean sea level used in the field was assessed based on the results obtained from the analysis of the time series.
기부채납 제도가 아파트 재건축사업에 미치는 문제점에 관한 연구 - 서울특별시의 아파트재건축사업을 중심으로 -

1960년대 중반 이후 급격한 산업화로 인해 탄생된 산업단지 중심의 신도시는 정비기 반시설이 취약한 것이 현실이며 아파트 주택재건축정비사업을 추진함에 있어 부족한 정비기반시설의 확충을 위한 기부채납이 필수적이다 그러나 현재 시행되고 있는 기부 채납제도는 법적인 근거가 모호한 가운데 지방자치단체의 방침 지침 등에 의해 운영되 고 있어 초법적인 제도라고 할 수 있고 다만 기부채납 적용에 따른 용적률 상향이라는 인센티브로서 불법성과 주민의 불만을 조화시키고 있는 실정이다 그러나 과도한 기부 채납은 주택재건축사업 추진에 경제적 부담이 될 뿐만 아니라 조합원 개인에게도 부담 이 과중되어 원주민의 재정착에도 지장을 주고 있는 것이다 중앙정부는 지방자치단체 에 의해 시행되고 있는 기부채납제도에 대해 명확한 기준을 마련하여 지방자치단체장 에 의한 임의적인 규제행위를 제한 할 수 있도록 하여야 한다 본 연구는 도시정비사업 중에서 서울특별시의 아파트재건축사업 분야에 대한 기부채납으로 인한 문제를 연구 분석하여 개선방안을 제시하고자 한다. It is certain that New town located in the Surrounding Area of Industrial Complex built in the course of rapid industrialization since 1960 lacks infrastructure for maintenance, so Land Donation is an essential part in the process for the Apartment Housing Redevelopment for expanding a deficient infrastructure for maintenance. The present system of Land Donation, being implemented by the policy or guidance of a local government regardless of having imprecise legal basis, however, is said to be above the law. It only conciliate the illegality and civil unrest with incentives to relax restrictions on the floor area ratio. However, an excessive demand on Land Donation is not only the financial burdens in the Housing Reconstruction, but also disrupt resettlement of original resident because of the overburden to the members of the union. The central government should set clear criteria for the law of Land Donation, being implemented by a local government, to control the arbitrary regulation acts by a local government head. In this study, I have studied and analyzed the problems of the Land Donation in the field of the Apartment Housing Reconstruction in Seoul Metropolitan City among the Urban Redevelopment and I will suggest an improvement scheme of the Land Donation.
지방정부의 복지재정 자율성 결정요인에 관한 연구- 광역시 자치구를 중심으로 -

This study analyzed determinants of welfare finance autonomy in Local Government and suggested policy alternatives. The results of research are as follows. First, there were significant difference in the financial factors and welfare demand factors according to regions. Second, financial, political and institutional factors had more effect on the decision of welfare finance autonomy than welfare demand factors. Third, there were differences in the factors affecting the autonomy of welfare finance between counties and autonomous districts within metropolitan cities. Fourth, the more liberal the tendency of the chief of self-governing body, the higher the autonomy of welfare finance. Based on the results of the analysis, alternatives are proposed as follows to improve the autonomy of welfare finance in autonomous restricts of metropolitan cities. 본 연구에서는 광역시 자치구의 복지재정자율성 결정에 미치는 영향요인을 실증적으로 분석하고 정책대안을 제시하였다. 연구목적을 달성하기 위해 정부기관의 재정통계를 활용하여 통합시계열자료를 구성하고 분산분석과 t-검정, 회귀분석을 실시하였다. 주요 연구결과는 다음과 같다. 첫째, 재정적 요인과 복지수요 요인이 지역별로 유의미한 차이가 있는 것으로 나타났다. 둘째, 복지수요 요인보다 재정적, 정치ㆍ제도적 요인이 복지재정의 자율성 결정에 더 많은 영향을 미치는 것으로 나타났다. 셋째, 광역시 내 군과 자치구 간 복지재정의 자율성의 영향요인에 차이가 있는 것으로 나타났다. 넷째, 정치ㆍ제도적 요인에서 자치단체장이 진보성향일수록 복지재정의 자율성이 높은 것으로 나타났다. 이와 같은 분석결과를 토대로 광역시 자치구의 복지재정자율성 제고를 위한 대안을 제시하였다.

The purpose of this study is to estimate the low-flow statistics at the mountainous watershed. The formulation for the estimation of the design low-flow statistics was obtained by means of a hydraulic approach applied to a simple conceptual model for a mountainous watershed. Three of the independent variables associated with the low-flow statistics is watershed area(A), average basin slope(S) and the base flow recession constant(K); Watershed area was measured from topographic maps and average basin slope is approximated in this study using Strahler's slope determining method. And base flow recession constant computed using Vogel and Kroll's method. Unfortunately, this method is usually unavailable at ungaged sites. In this study, recession constant at ungaged sites is estimated using graphical regression method used by Giese and Mason. The model for estimating low-flow statistics were applied to all 61 catchments in the Sumjin, Mankyung basin.
