진보적 지식인의 비판과 성찰: 한 386세대의 ‘리영희’ 감상문

학생 운동과 세속적인 출세의 경계에서 방황하였던 필자와 같은 386세대에게 리영희는 ‘사상의 은사’였다. 광주의 아픔과 군부독재에 저항하였던 기억을 공유한 386세대는 어느덧 세상을 이끌어가는 기성체제가 되었다. 이들 가운데는 고시 출세파도 있고, 정치인과 기업의 임원이 된 사람도 있다. 386세대에 대한 사회적 편견에도 불구하고, 스스로 성찰할 필요가 있다. 리영희의 언론사상은 현상과 구조에 대한 비판과 진실을 드러내는 정명이다. 신문 중심의 시대에 살면서 독재 권력에 저항하였던 리영희의 언론사상을 인터넷 시대의 언론개혁과 연결 짓는 것은 무리일지도 모른다. 하지만, ‘강자 앞에 머리를 조아리고, 약자 위에 군림하는 기회주의 언론’의 본질은 변하지 않았다. 리영희의 언론사상을 지금의 언론개혁으로 승화하는 것은 시대적 책무이다. For the 386 generations like me, who wandered around the boundaries of student movement and secular success, Lee Young-hee was a ‘teacher of thought’. The 386 generation, which shared Gwangju's pain and memories of resisting military dictatorship, became an established system that led the world. Some of them are high-ranking officials, and some have become politicians and executives of companies. Despite social prejudice against the 386 generation, it is necessary to introspect. Lee Young-hee's media reform idea is a criticism of the phenomenon/structure and rectify names that reveals the truth. It may be unfit to connect Lee Young-hee's media reform ideas, who resisted dictatorship while living in a newspaper-oriented era, to the media reform of the Internet era. However, the nature of the ‘opportunistic media that strangle heads before the strong and reigns over the weak’ has not changed. It is the responsibility of the times to sublimate Lee Young-hee's media reform ideas to the current media reform.

교육방송은 교육개발원 부설의 국영교육방송을 거쳐 2000년대에 교육방송 공사로 정립되었다. 교육방송은 예산도 증가하였고, 교육과 교양다큐를 중심으로 채널정체성도 어느정도 확립하였다. 공영방송의 공적가치로 볼때, EBS는 아일랜드와 같은 국가교육방송모델에서 공영방송채널모델로 이행하고 있다. 그럼에도 불구하고 재정이 불안전하고 주변부방송으로 인식되어 교육방송공사로서의 임무와 비전이 불확실한 것도 사실이다. 앞으로 EBS는 교육방송공사법이라는 별도의 법이 아니라 방송법에서 공적 가치가 분명하게 제시되도록 방송법을 개정해야 한다. 또한 수신료 배분비율을 15% 이상으로 하고 상업광고와 출판물 수입을 줄여야 한다. EBS is settled from the state educational broadcasting to public educational broadcasting corporation in 2000. The budget of EBS has increased, and channel identity focused on educational and documentary programme was also somewhat established. EBS, as like the Irish educational broadcasting model, is transitting from the state educational broadcasting to public educational broadcasting corporation. Nevertheless, EBS suffered the financial instability and considerd as the peripherial broadcasting, so it is uncertain as public educational broadcasting corporation’s mission and vision. Hereafter, In the Broadcasting Act, The public value of EBS should be presented clearly. also, It is upgraded the allocation of 15% or more in the license fee, and should reduce the income of commercials and publications.

2단 혐기성소화조의 슬러지 반송율 변화를 통한 Bio-Gas 생산 증대

This study has cross checked the change of internal sludge-recycle in Anaerobic-Digestion, and researched about not only the improvement of Bio-gas production from the digested sludge but also the efficient method of sludge minimization. Ultimate object of the study is to reduce the amount of sludge by the improved efficiency of contact with the organic-matter and the microbes in Anaerobic-Digestion. The sludge-recycle fluidized sludge layer and raised the activity of the sludge, the optimal sludge-recycle ratio, VS and COD removal ratio were 1,000%, 28.2% and 27.7%, respectively. Through these results of this study, it may be of use to treat waste sludge by the sludge-recycle ratio in terms of minimization and circulation of resources.
