The paper examines the agricultural situation of Azerbaijan and provides some strategies for successful accession to the WTO and sustainable development of its agricultural sector after the WTO accession. Azerbaijan has been negotiating accession to the World Trade Organization (WTO) for fourteen years since Azerbaijan applied to WTO for admission in June 1997. However, many experts guess that Azerbaijan`s accession to WTO will probably require a long time. It is mainly because Azerbaijan`s legislation and system do not meet the WTO standards and accession conditions in many areas. Azerbaijan`s government should make serious efforts towards fulfilling the WTO accession conditions if Azerbaijan government wants to join in the WTO as soon as possible. In preparation of WTO accession, Azerbaijan government should work on the action plan for the sustainable development of its agriculture as follows: 1) Enhancing the capacity to produce its staple crop, 2) Promotion of value-added production and export, and 3) Enhancing the viability of rural areas. These seem to be three main goals that the Azerbaijan government should focus on in agricultural sector.

The Korea and USA governments officially announced the agreement of FTA negotiation between two nations on April 2, 2007. Actually the agricultural sector was the most sensitive and difficult area to be agreed in FTA between two nations. It is basically because of the remarkable differences in agricultural competitiveness between Korea and United States. Actually Free Trade Agreement with USA which has a strong agricultural competitiveness, will create negative impacts on not only the Korean agriculture but also Gyeonggi-Do regional agricultural sector as expected in previous studies. Particularly, negative effects of Korea and USA FTA on agricultural sector may be in both livestock and dairy farming such as beef, pork, chicken, milk processed products and fruit farming such as grape, apple, orange etc. These are the products that U.S has currently price competitiveness compare to those of Korea and Gyeonggi-Do. Therefore, it is necessary for us to make a preparation for reducing the negative impact on agricultural sector through enhancing the agricultural competitiveness in terms of price and quality. This paper overviews the expected effects of Korea-US FTA on regional agricultural sector and presents the policy implications of FTA in order to minimize the negative impacts on the Gyeonggi-Do agricultural sector..

The US farm bill is an extensive and omnibus piece of legislation that is reauthorized roughly every five years. The 2008 Farm Bill was scheduled to expire on September. 30, 2012. Despite the tremendous efforts to create a new farm bill legislation before the deadline, US congress could not make a new farm bill, but instead passed a one-year extension of 2008 Farm Bill that expires in September 2013. So, it has been many efforts in US congress to make a new farm bill replacing 2008 farm law. Eventually the Agricultural Act of 2014, also known as the 2014 US farm bill was enacted on Feburuary 7, 2014 with the signiture of US President. New farm bill will govern US farm policies for the years of 2014- 2018. The core provision of US farm bill is in price and income support programs for major commodities. The new farm bill shows the US government’s willingness to make a strong farm income safty-net in many ways. In particular, the new farm bill newly introduce shallow loss policy to enhance the farm income safety. US farmers’ income is likely to be secured and stabilized through the strengthened income-safety net programs which is expanded in the new farm bill.

N/A It is time to make an effective rice storage policy so as to stabilize the domestic market and secure food security in the era of agricultural trade liberalization under the WTO system. This study uses a dynamic stochastic optimization model to examine the nature of dynamic equilibrium processes and to solve for the Korean rice storage rules. Optimal storage rule differs when welfare weight is considered in the model compared to when it is not included. This suggests that the optimal carryover level from conventional social welfare function or competitive private storage market will not be the same as the level generated by maximizing more flexible policy objective function with welfare preferences toward interest groups.

N/A Until now, Korea`s developing country status in the WTO has played a vital role in terms of minimizing the negative impacts en the agricultural sector in the process of market liberalization. Actually our status as a developing county in the last Uruguay Round helped us to smoothly implement the UR commitments. However, international society and agricultural exporting countries have continuously required us to participate in the New Round(DDA) as the status of developed country. Korea`s Status in the WTO negotiations will be one of the big issues sooner or later. Considering low international competitiveness of the Korean agricultural sector and financial burden of the overall Korean economy, it is essential for us to obtain developing country status in the WTO agricultural negotiation. In particular, taking into account the negative effects of the loss of developing status on agricultural sector, the maintenance of developing country status is one of the vital negotiating objectives.
한국 쌀산업 부문의 식량안보가치 분석: 정부의지 모형 (Self-will Government Model) 의 응용

N/A Government interventions in the basic foodstuffs tend o be widely practiced in both developed and developing countries. Particularly food importing country such as Korea has had deep concerns on the certain degree of maintenance of domestic production for food security. The government intervention for attaining food security in a country will be different according to its specific agricultural situation and background. Although government interventions take different forms, many are believed to be highly inefficient in terms of traditional welfare economics. This study applies Self-will Government Model to the Korean rice sector for explaining why policy makers have adopted welfare distorting policies. The employed model is based on a policy preference function which embodies the welfare weights for production, consumption sector and government expenditures. This study provides a systematic comparison of the welfare distribution effects and self-sufficiency derived by alternative scenarios in a sense of the value of food security.

WTO DDA agricultural negotiations is carrying out as a part of the New Round. Now it is under the making process of modality for each negotiating issue. Recently. Chairman's first draft(revision) of modality for agricultural negotiation was distributed to member countries in march 2003. According to the first draft(revision) of modality, the results of current agricultural negotiation may be characterized in more reformative methods and strengthened special and differential treatment for developing countries than those of UR negotiation on agriculture. Thus, it is vital for Korean agricultural sector to maintain the developing country status in terms of both minimizing negative impacts and faithfully implementing its commitments on agricultural sector. We need to prepare the effective strategies and tactics coping with the international challenges to our status in WTO negotiations on agriculture.
