사회적 자본이 장애인의 인공지능기술 활용 인식에 미치는 영향 : 신기술 수용 역량의 매개효과를 중심으로

본 연구는 장애인을 위한 인공지능기술의 개발이 가속화되고 있는 가운데 장애인이 실제로 인공지능기술을 어떻게 인식하는지를 확인하고자 하는 목표로 진행되었다. 특히 장애인의 새로운 정보 접근을 가능하게 하는 사회적 자본의 효과와 신기술 수용 역량의 매개 효과를 검증하고자 하였다. 이를 확인하기 위하여 2019년 디지털정보격차실태조사 자료에서 총 2,071명의 장애인표본을 활용하였다. 매개분석을 위해 위계적 회귀분석을 실시하고, 부트스트래핑 방식을 사용하여 매개효과의 유의성을 확인하였다. 연구결과는 다음과 같다. 첫째, 장애인의 사회적 자본은 인공지능기술 활용 인식에 정적 영향을 주었다. 둘째, 신기술 수용 역량은 사회적 자본과 인공지능기술 활용 인식의 관계를 매개하였다. 셋째, 인공지능기술 활용 인식은 뇌병변장애인에게 낮았고, 시각장애인에게는 신기술 수용 역량과 함께 투입되었을 때 유의미하게 높았다. 넷째, 고학력자, 수도권 거주자, 관리자 및 사무종사자의 인공지능기술 활용 인식이 긍정적이었다. 연구 결과를 토대로 장애인의 기술 역량 증진과 사회적 관계의 확장이 함께 이뤄져야 하며 기술 개발 과정에 장애인의 목소리가 반영되어야 함을 제언하였다. This study aims to investigate how disabled people actually perceive AI technology amid the accelerating development of AI technology for disabled people. In particular, we intended to verify the effectiveness of social capital that enables new information access for disabled people and the mediating effect of new technologies acceptance capacity. To this purpose, 2,071 disabled samples were used in the Digital Divide survey in 2019. We conducted hierarchical regression analysis for mediating effect, and tested the significance of the mediating effect using the bootstrapping method proposed by Preacher and Hayes(2004). The results are as follows: First, the social capital effected positively on the perception of AI technology. Second, new technology acceptance capacity mediated the relationship between social capital and perception of AI technology. Third, the perception of AI technology was lower for people with brain lesions, and higher for people with visual impairments. Fourth, the perception of AI technology was positive for highly educated people, residents of metropolitan area, managers and office workers. Based on the results, we suggested that the technology capacity of disabled people are needed with the expansion of social relationships, and that the voices of disabled people should be reflected in the AI development process.

This study examines the relations between medical expenditure and unmet needs for health care by investigating the moderating effect of the private health insurance. Logistic analysis was executed using Korea Welfare Panel Study (KOWEPS) to investigate the relations and influences among variables. The results of this study can be summarized as follows: First, medical expenditure is commonly positively associated with unmet needs for health care. Second, private health insurance is negatively associated with unmet needs for health care. Finally, private health insurance moderates in between the relation of medical expenditure and unmet needs for health care. This study has an important policy implication on expansion of public health policy.
