        A Study on the Policy for the Small and Medium Sized Firms in Korea Lee Hyung Soon Graduate School of Department of Small and Medium Sized Business Kon-Kuk University Considering the importance of the small business growing role and position in national econmy, we can say that small and medium business is fundamental bases for whole economy and society. However, small and medium business in Korea has conceived a lot of problems and weakness owing to immoderate economic policy which had been concentrated on support for big business as like the Jaebol. Therefore the purpose of this study is to analysis of the economic policies and present effective economic policy for small and medium business in Korea. There are many problems as like the following in small and medium business. First, It is very difficult to use for the enterpriser the finance of support for small and medium business. Second, the bases and infrastructure promoting the development of small and medium business is too insufficient. Third, The depend of the enterprises for the government is so severe that they can not stand on then own feet. Through this analysis, our policy for small and medium business should be produced as like the following. First, the support policy for small and medium business should be established on the respect of efficiency. That is, the policy should be provided differently according to the size of firm, credit rating, etc. Second, It is necessary to make the device for preventing the conditions of aggravating the management circumstances of small and medium business owing to high expensive structure. Third, the government have to establish an infrastructure as like the construction of integrated services information network. Forth, the support should be changed from direct to indirect measures. Fifth, the policy should be improved and supplemented in order to strengthen the competitiveness of small and medium business and be prepared the knowledge-based society.

        This study is to research the decision­making teaching model in social studies which is effective to enhance the power of moral and rational decision-making, recognizing that the already existing one does not solve the traditional and rooted problem of disaccord in knowing and doing. It shows that the power of decision-making occupies a central position as a goal of the education of social studies and analyzes the meaning and component of decision-making. Also it emphasizes that moral self-recognition is the decisive element in the power of decision-making to put people into final and most important practice. The problem of existing teaching model is caused by ignoring the moral self-recognition. From this point of view it pursues the teaching model of moral and rational decision-making, centering on the formation of moral self-recognition. Bank's teaching model acknowledges that individual's moral value based on knowledge plays an important role in rational decision-making. However, it does not deal with the problem of difference between knowing(theory) and doing(practice). Though he supposes that moral knowing accords with action, it is not moral knowledge but moral self-recognition which results in real decision-making and doing(action). The teaching model of moral and irrational decision-making on this study adds five steps to the existing one to improve moral self-recognition. It includes the process of comparing individual's action with ideal alternatives induced by the research of society and value and recognizing its difference and knowing the cause of that difference. It is effective to improve his own action and self-recognition by knowing and dealing with those two things. Concludingly, teaching model assisted with moral self-recognition is effective(helpful) to enhance the power of moral and irrational decision-making.

        In line with diversification and acceleration of industrialized societies, business environments has rapidly changed, thus increasing the importance of information and the thought that information is a new resource of enterprises. Management techniques of information system to effectively collect, manage and utilize information is changing with the change of the industrial environment and information collecting techniques, that is, development to a strategic and integrated system. Accordingly a new problem on how to form an information system that can satisfy users by the most sophisticated techniques and with the least efforts is coming up Formation of a strategic information system is a key to the problem. In presenting an adequate method for formation of an effective strategic information system, conception of the system, background of the formation, and matters to be considered at the time of formation were described. Steps for system formation were set up and methods necessary for each step were explained. Organizations necessary for the formation and field of works to be handled were introduced Basic method and successive method were mentioned as ways for formation of strategic information system Method for formation of strategic information system and management methods of the information strategy for each enterprise were also dealt with. Examples of actual application of strategic information system methods were given to serve as a help for formation of such a system In the information communications society in the 21st century, industrial structures become highly advanced and consumers requirements turn high-fashioned and diversified with rapid and effective exchange of information through fiber cable.       • 난소적출과 에스트로젠 투여가 백서의 하악골에 미치는 영향에 관한 실험적 연구

        The purpose of this study was to evaiuate the changes of cancellaus and cortical bone and the effect of estrogen in ovariectomized rats. To clarify the changes of bone induced by ovariectomy, fifty female rats, 250gm in body weight, were divided into three groups ovariectomized group(OVE), ovariectomized and estrogen-injected group(OVE-EST), sham operated and estrogen-injected group(EST). Bilateral ovariectomy was performed at the onset of the experiment. In OVE-EST group and EST group, estrogen was injected 50 μg/kg B.W. every other days from 3 weeks after surgery to sacrifice. Each five rats were sacrificed after 5, 6, 7 weeks, One side of mandibular bady was radiographed with a soft x-ray apparatus(Hitex Co., Ltd., Japan). Thereafter the obtained microradiographs were used for the marphometric analysis using a Image analyzer. The morphometric analysls was performed for parameters such as total bone area, cortex bone area and medullary bone area. The other side of the mandibular bone was decalcified and embedded in paraffin as using a general method. The specimen sectioned and stained with Mallory's anilline blue and was observed by a light microscope. The results were as follows. 1. In all groups, the proportion of cortex to total bone area was not significantly different. 2. In ovariectomized(OVE) group, the proportion of marrow cavity to medullary bone area was significantly increased from 5 to 7 weeks(p<0.05). In ovariectomized and estrogen-injected(OVE-EST) group, it was significantly decreased at 7 weeks, and in estrogen-injected(EST) group, it was significantly decreased from 6 weeks(p<0.05). 3. Microradiogram and histopathologic finding revealed that marrow cavity was enlarged and osteoclasts were observed around irregular bone surface in OVE group. In OVE-EST group, the size of marrow cavity at 7 weeks was similar to that of control group, In EST group, as dense trabecular bone increased from 5 to 7 weeks, marrow cavity was decreased.

      • 치과위생사의 경력계획과 경력정체가 경력태도에 미치는 영향에 관한 연구 : 조직적 지원의 매개효과

        본 연구에서는 치과위생사의 경력계획과 경력정체가 이들의 경력태도에 어떠한 영향을 미치는지를 규명하고자 한다. 또한 이들의 관계에서 조직적 지원이라는 매개변수가 어떠한 매개역할을 하는지 파악하고자 한다. 이를 바탕으로 치과위생사의 경력계획과 경력정체에 대한 개인 차원의 인식을 바탕으로 이들의 경력 발전에 긍정적인 시사점을 도출하고자 한다. 기존 선행 연구들을 바탕으로 개발된 설문을 바탕으로 서울, 충남, 충북, 대전, 청주, 천안 등에 소재한 치과 병·의원 30 곳을 선정한 후, 해당 의료기관에 근무하는 치과위생사를 대상으로 설문을 실시하였다. 총 251부를 분석 대상으로 활용하였다. 연구결과, 경력계획의 구체성이 경력몰입과 조직몰입에 유의한 정(+)의 영향을 미친 것으로 확인되었으며, 경력변경의도에는 유의한 부(-)의 영향을 미치는 것으로 나타났다. 반면 경력정체의 경우, 경력몰입과 조직몰입에는 유의한 부(-)의 영향을, 경력변경의도에는 유의한 정(+)의 영향을 미치는 것으로 도출되었다. 조직적 지원의 경우, 경력계획과 경력정체가 정서적 지원을 매개로 하여 경력태도에 영향을 미치는 것으로 나타났다. 결과적으로 개인의 경력계획이 구체적일수록 이들의 경력태도에 영향을 미치는 것으로 나타났으며, 조직 차원에서는 수단적 지원이 아닌 정서적 지원이 이들의 경력태도에 통계적으로 유의한 결과가 도출되었다. 따라서 치과 의료기관 경영자는 치과위생사의 경력에 대한 구체적인 계획을 마련해줄 수 있는 환경을 조성하고, 이들의 경력정체감을 해소하기 위한 훈련 및 교육 등 다양한 경험을 할 수 있는 기회를 제공하여야 한다. 또한 이들의 경력을 지원함에 있어 경영자는 수단적인 지원뿐만 아니라 정서적인 지원에 치중하여 이들의 경력발전을 위해 힘써야 한다. The goal of this study is to figure out the effects of dental hygienists’ career planning and career plateau on their career attitude using mediating variable of organizational support such as emotional support and instrumental support. This paper will propose career development implications for dental hygienists based on the literature review and result of analysis. 251 surveys were collected from dental clinics and hospital and respondents were focused on dental hygienists. SPSS 22.0 program was used for exploratory factor analysis and AMOS 18.0 program used for confirmatory factor analysis and path analysis. Result of analysis showed that i) career planning has positive effect on career and organization commitment, ii) career planning has negative effect on career change intentions, iii) career plateau has negative effect on career and organization commitment, but has positive effect on career change intentions. Mediating variable, only emotional support, showed a statistical significance on dependent variables. In conclusion of this study, specific career plans have positive impact on dental hygienists’career attitude with supervisor’ s or manager’ s emotional support. Therefore, supervisors from dental clinic or hospital need to establish organizational culture that can help employees to set their career plans more specifically, and give them more chances to learn other boundary rather than their own professional work to broaden their vision.

      • 전략적 구매관리를 위한 PSM 프로세스 설계 및 실행모델 개발

        통계청의 ‘기업활동조사’ 보고서에 의하면 국내의 자본금 3억원 이상 기업 중에 제조업, 유통업, 건설업, 정보통신업 등 4대 업종의 기업이 전체산업 매출의 88%를 점유하고 있다. 또한 금융보험업을 제외한 전 산업의 매출원가 중 72%는 타 기업에서 구매하는 비용이거나 외주비로 소요되고 있는 비용이다. 이처럼 기업 원가의 큰 비중을 담당하고 있는 구매부서의 역할은 매우 중요하다고 할 수 있다. 그러나 기업들의 복잡한 사업 특성과 조직체계, 경영자의 리더십 차이 등으로 인하여 구매업무 절차가 불명확하거나 이를 지원할 시스템이 구축되지 못하고 인력육성에 대한 관심도도 낮게 나타나고 있다. 또한 제조기업 중에는 주력제품 외에 타 제품군을 제조하거나 유통업이나 다른 사업 분야로 영역을 확장하고 있는 기업이 17%에 이른다. 이처럼 겸업하고 있는 기업의 경우 업종에 따라 수행되는 구매 관련 업무가 상이하고 복잡하여 구매업무를 통합하고 시스템을 일원화하는 것은 매우 어려운 과제이다. 1990년도 후반부터 국내의 제조업종 대기업을 중심으로 SCM(공급망관리)혁신 활동의 일환으로 원활한 자재 조달을 위한 Supply Chain 개선에 관심을 갖기 시작하였고 정품을 정시에 정량 납품할 수 있는 자재 조달 체계를 개선하고 이를 실행하기 위한 구매시스템 도입에도 진전이 있었다. 그러나 앞에서 언급한 바와 같이 복잡한 사업구조 하에서 통일된 구매 프로세스 정착과 시스템 운영에는 많은 제약이 있고 특히 규모가 작은 기업의 경우 구매업무에 대한 역량이 부족하고 경영자의 관심도 높지 않아 회사의 기능조직 중에 구매부서의 혁신 활동과 구매시스템에 대한 투자는 가장 더디게 진행되는 실정이다. 본 연구는 여러 제약 요인으로 인해 답보되어 있는 구매혁신 활동에 활력을 불어넣고 구매 부문의 정확하고 효과적인 업무수행 역량을 높이기 위하여 2개 이상의 업종을 수행하는 복합업종 기업을 위한 PSM(Purchasing & Supply Management) 프로세스를 설계하고 실행모델을 제시하는데 목적이 있다. 선행연구를 바탕으로 다양한 업종의 기업들에서 실행되는 구매업무의 절차를 자재구매, 상품구매, 공사, 용역 등 4가지의 업무 형태로 분류하고 계층구조분석(AHP: Analytic Hierarchy Process)과 특성요인도(Fishbone Diagram)를 활용하여 PSM의 핵심 업무영역인 업체선정 및 가격결정 절차를 설계하는 방법을 제시하고 전문가들이 참여한 체계적인 분석과 실행을 진행하였다. 기존 연구들에서는 업체평가, 입찰 등 일부 구매업무 영역에 대한 적절한 방법의 연구가 진행되었으며 특히 설문조사에 의한 정성적 분석기법을 사용하여 이론적 체계 정립에 중점을 두어 실질적인 성공 효과나 그 방법론에 대한 제시가 충분하지 못하였다. 따라서 본 연구는 연구의 결과물이 기업 실무에 적용 가능토록 연구의 범위를 PSM의 전체 프로세스 영역으로 넓게 설정하였으며 프로세스 설계와 실행시스템을 구축 후에 일정 기간의 실적 데이터를 분석하여 설계된 실행모델의 운영기준을 재조정하는 교정단계를 진행하고 실행 결과와 효과를 검증하여 제시된 실행모델에 대한 신뢰도를 높인 것이 본 연구의 특징이라 할 수 있다. 본 연구를 통하여 얻은 결론은 공학적 분석기법을 활용한 PSM 프로세스 설계와 설계된 프로세스를 안정적으로 운영할 수 있는 최적화된 실행모델 도입이 구매업무 수행의 정확도를 높이고 경영자원 운영효율을 크게 향상시키는 것으로 분석되었다. 작업장이나 매장의 결품률을 감소시키고, 주문의 주기와 주문 시간을 단축시키며 효과적인 업체평가와 가격결정을 진행함으로써 가격 경쟁력과 업체의 거래 만족도가 상승하는 결과를 얻을 수 있었다. Manufacturing, distribution, construction, information and communication which are the main industries in Korea, account for 88 percent of all industry’s sales. It is the cost of purchasing 72% of the sales cost of all industries except for the financial insurance industry from other companies or outsourcing. As such, the role of the purchasing department, which is responsible for a large portion of the company’s raw costs, is very important. However, due to the complex business characteristics, organizational structure, and differences in manager’s leadership so on purchasing procedure or systems to support them have not been established, and interest in fostering human resources is also low. In addition, 17% of manaufacturing companies are manufacturing other products other than their main products or expanding their scope to distribution or otherbisiness. In the case of companies operating complex business, it is very difficult to integrate purchasing operations and unify the system because the purchasing-related tasks are different and complex depending on the industry. In the late 1990s, large manufacturing company began to be interested in improving Supply Chain Management for smooth procurement of materials, and progress was made in introducing a purchasing system to implement on time supply of genuine products. However, in complex business structures especially small and middle size firms, there are many restrictions on the operation of the unified purchasing process and system, because of lack the capacity for purchasing and lack manager interest and no investments in purchasing systems. In order to overcome the hurdules of process standardization and to increase the scalability of purchasing innovation in various companies, this study is suggested PSM’s procedural design method and execution models. In this study, we set the law of study widely to the entire process area of PSM so that the results of the study can be applied to enterprise practice, and focused on process optimization to improve accuracy and efficiency by designing strategic purchasing areas and price decision-making stages using “AHP(Analytical Hierachy Process)” and “Cause and Effect Diagram”. In particulor, the characteristic model is to analyze performance data for a certain period of time after execution to proceed with calibration steps to rebalance the operating criteria of the designed model and verify the execution results and effects to increase confidence in the optimization model. The results of this study were that PSM process design and execution models improved purchasing efficiency and management resources, reduced in house stock and material shortage, reduced ordering cycles and ordering times. That effective management of PSM procedure and supplier evaluation can be controlled the mismatch in prices and quality of new supplier worried by buyer. It could be sustained reliable stable quality and price competitiveness.

      • 화학돌연변이와 lac4 유전자의 chromosome 내 삽입에 의한 락타아제 생산성 증가

        The purpose of this study was to increase the production of intracellular lactase in Kluyveromyces fragilis GM-1 for industrial application. To this end, we took three approaches: 1- chemical mutagenesis of K. fragilis GM-1 by using N-methyl-N'-nitro-N-nitrosoguanidine (NTG) and methanesulfonic- acid- ethyl- ester(EMS), 2- over expression of lac4 gene coding for lactase enzyme. The over expression of the gene was performed by multi-copy chromosomal integration into rRNA locus, 3- increase lac 4 gene copy number of Multiple-copy integration transformant 2-35 use geneticin in YPL broth. The chemical mutagenesis resulted in significant increases in lactase production of several mutants among which, E33 showed the highest improvement with maximum lactase activity of 36 U/ml. This mutant was subjected to second round of chemical mutagenesis and screening using HTS system. In mutant 5-28, the lactase activity was highly increased to 128 U/ml which was 18.3 and 3.6 times higher than that in wild type GM-1 (7U/ml) and mutant E33, respectively. The chromosomal integration of lactase gene into rRNA locus of mutant 5-28 increased the lactase activity further to 143.4 U/ml, that is, 1.21 times improvement. The last, developed a modified gene set enrichment growth of G400 clone is slow but lactase productivity was increased to 2.7 fold and 2.2 fold higher then that mutant 5-28 and G400, respectively. However, we need more studies are required to make K. fragilis GM-1 to produce higher amounts of intercellular lactase.
