2015년은 분단 70주년이 되는 해이다. 북한을 탈출하여 남한으로 입국한 2만 8천여 명의 북한이탈주민들은 남한 주민과 마찬가지로 대한민국 국민으로서의 헌법적 지위를 가지고 있으며, 헌법 제27조 제1항에 따라 재판을 받을 권리를 가진다. 그러나 남한과 정치·경제·사회·문화가 전혀 다른 북한에서 살다가 남한에 입국한 북한이탈주민들은 헌법상 보장되는 권리를 실질적으로 행사하지 못하는 경우가 많고, 이는 재판청구권의 행사에서도 마찬가지이다. 이 연구는 북한이탈주민의 법률분쟁 현황과 북한이탈주민의 사법절차에서의 어려움 등을 분석함으로써 북한이탈주민의 사법적 지원에 대한 수요를 파악하고, 이에 대응하여 북한이탈주민이 남한 주민과 실질적으로 평등하게 재판청구권을 행사할 수 있도록 하는 사법적 지원 방안을 연구하는 데 목적이 있다. 북한이탈주민의 사법적 지원에 대한 수요를 파악하기 위하여, 본 연구에서는 재판절차를 경험한 북한이탈주민들을 대상으로 기존 사법적 지원제도에 접근한 경로, 사법적 지원제도와 재판절차를 이용하면서 경험한 어려움 등에 관한 심층면접조사를 실시하였다. 그리고 북한이탈주민 법률지원 변호사 등을 포함한 전문가들을 면담하여, 기존 사법적 지원제도의 운영 현황을 조사하고, 북한이탈주민에 대한 사법적 지원 방안에 관한 자문을 받았다. 북한이탈주민에 대한 사법적 지원 방안을 모색함에 있어서는 남북한 분단 상황에서 북한 체제를 이탈하여 남한으로 입국한 북한이탈주민의 특수성과 이들의 우리 사회에서의 사회적 소수자로서의 측면을 함께 고려하는 일이 필요하다. 이에 본 연구에서는 통일 전후의 독일의 사례와 각국의 사회적 소수자에 대한 사법적 지원제도를 비교법적으로 검토하였다. 이를 종합하여, 본 연구에서는 북한이탈주민에 대한 사법적 지원 방안을 사법접근성 제고 방안, 재판절차에서의 지원 방안, 법교육을 통한 지원 방안, 참여와 소통을 통한 지원 방안으로 나누어 제안하고자 하였다. ‘북한이탈주민에 대한 사법적 지원’은 현재 우리 사회를 살아가고 있는 북한이탈주민의 재판청구권을 실질적으로 보장하는 데에서 그치는 것이 아니다. 이는 통일 이후 북한 지역주민이 대한민국의 재판절차를 이용하면서 겪을 수 있는 혼란을 최소화하고, 이들의 재판 청구권을 실질적으로 보장하는 ‘북한 지역 주민에 대한 사법적 지원’의 모델이 될 수 있을 것이다. 북한이탈주민에 대한 사법적 지원 방안에 관한 연구가 오늘을 살고 있는 북한이탈주민과 남한 주민의, 그리고 통일 후 남한 지역 주민과 북한 지역 주민 사이의 진정한 통합에 기여할 수 있기를 기대한다. The year 2015 marks the 70th anniversary of the division of the Korean peninsula. Like all South Koreans, the almost 28,000 North Korean defectors who have fled from the North enjoy the constitutional status of the citizen of the Republic of Korea, as well as the right to trial under Article 27 (1) of the Constitution. However, having lived in a political, economic, social and cultural environment that differs greatly from that of South Korea, North Korean defectors seldom excercise their rights sufficiently under the Constitution. This is especially true with regard to the right to trial. The purpose of the present research is to examine measures of providing judicial assistance to North Korean defectors so that they can sufficiently excercise their right to trial. The research is carried out by analyzing the current status of legal disputes concerning North Korean defectors and the difficulty they face in judicial proceedings, thereby identifying the demand for judicial assistance on the part of North Korean defectors. In order to determine their demand for judicial assistance, the present research conducted a thorough interview with North Korean defectors who have had access to judicial proceedings, so as to verify how they gained access to the current system of judicial assistance, as well as what problems they encountered with the system and judicial proceedings. Furthermore, during the course of the research, experts including lawyers who provide legal assistance to North Korean defectors were consulted on the current operation status of the system of judicial assistance and various measures of providing judicial assistance to North Korean defectors. In seeking appropriate measures of providing judicial assistance, it is necessary to consider 1) the particular nature of the North Korean defectors who fled from the North Korean regime and 2) the fact that they constitute a social minority in our society. Therefore, the present research chose to perform a comparative legal analysis of the system in Germany prior to and after the unification, along with the system of providing judicial assistance to social minority groups in various countries. Accordingly, the present research focuses on four separate areas. Ways to provide assistance:1) through enhancing access to the judicial assistance system; 2) in judicial proceedings; 3) through legal education; 4) by means of participation and communication. It is important to emphasize that 'judicial assistance to North Korean defectors' is not limited only to guaranteeing North Korean defectors currently residing in our society the right to trial. Its objective is to minimize the confusion in post-reunified Korea that may arise among those living in the North in dealing with judicial proceedings. Also, it aims to be a model for 'providing judicial assistance to residents of Northern Korea' with the goal of substantially guaranteeing their right to trial. It is expected that the present research on measures to provide judicial assistance to North Korean defectors will contribute to uniting North Korean defectors and the residents of South Korea, as well as residents of Southern and Northern Korea after reunification.
기체 크로마토그래피를 이용한 [18F]FDG 주사액 중의 잔류 용매의 정도관리

목적: 의약품의 FDA 개정에 따라 [18F]FDG에 휘발성 유기 용매의 분석을 GC로 수행하였다. [18F]FDG 주사액은 약 3개월에 걸쳐 생산하면서 정도관리를 수행하였다. 대상 및 방법: [18F]FDG 주사액에 존재하는 잔류유기용매의 종류를 줄이기 위해 [18F]FDG 자동합성장치를 ethanol을 이용해 세정하였다. [18F]FDG 주사액은 FID가 장착된 Hewlett-Packard 6890 Gas Chromatograph로 분석을 수행하였다. 생산된 [18F]FDG의 시료는 상온에서 밀봉된 Vial에 보관하였고 일주일 내에 분석하였다. 결과: [18F]FDG 생성물에서 ethanol의 양은 16.8~2762.8 ppm이 검출 되었고 acetonitrile의 양은 2.3~327.6 ppm이 검출 되었다. 결론: 약 3개월간 생산한 [18F]FDG 주사액 중에 ethanol과 acetonitrile잔류 용매를 측정해본 결과 USP 허용기준인 ethanol 5000 ppm과 acetonitrile 400 ppm 이하가 유지됨을 확인하였다. Purpose: Analysis of volatile organic solvents in 2-deoxy-2-[18F] fluoro-D-glucose ([18F]FDG) preparations was performed by gas chromatography (GC), in accordance with USP. Materials and Methods: Analyses were carried out on a Hewlett-Packard 6890 gas chromatography equipped with an FID. Results: We determined the amounts of ethanol and acetonitrile on every batch of our routine [18F]FDG preparations, ranging between 5000 ppm and 100 ppm. In our routine preparation of [18F]FDG, the amount of acetonitrile and ethanol in the final product were well below the maximum allowable limit described in the USP. Conclusion: Our [18F]FDG preparations were in accordance with the suggested USP maximum allowable levels of the quality control analysis of volatile organic compounds.
