사회보장협의체 제도의 성과 영향요인 분석: 메타 거버넌스의 전략적 요소를 중심

사회보장협의체 제도의 운영 성과에 영향을 미치는 메타 거버넌스 전략적 요소로 수요자 만족도에 영향을 미치는 전략적 요소를 연구 분석한 결과, 주요 영향요인은 전문적 설계, 소통적 네트워크, 협력적 참여 순이며, 서비스 체감도에 영향을 미치는 요소는 전문적 설계, 협력적 참여, 자율적 구조화 순이고, 정책 호응도에 미치는 영향은 전문적 설계, 협력적 참여, 소통적 네트워크로 분석된다. 지역사회보장협의체 제도의 운영은 사회자본의 요소를 작동시키는 것이 아니라, 향후에는 민관협치 조정기제에 적합한 메타 거버넌스(Meta Governance)의 전략적 요소(strategic constituent)를 접목시켜야 하며 중앙정부는 현행 사회보장위원회로 존치하더라도 각 시도에서 관리하고 있는 사회보장위원회는 운영체제를 현행 시군구 및 읍면동 지역사회보장협의체와 같이 자율성, 네트워크와 참여, 전문성 등 메타 거버넌스의 전략적 요소를 강조하고 있는 민관협치 조정기제(Public-Private Governance Coordination Mechanism)의 지역사회보장협의체 체제로 과감하게 전환할 필요가 있다. 민간 협력체계의 질적 제고를 위해서 자율성에 기반한 다양하고 다층화한 사회보장협의체로 발전해 나갈 수 있도록 혁신적인 운영으로 민관 간 협치 조정기제가 제대로 작동되어 지역복지공동체 형성과 새로운 사회서비스 플랫폼(Social Service Platform)의 기반 확산을 토대로 체계적인 관리와 고도화된 질 관리가 필요하다. 미래 지역복지공동체 중추적 기능으로서 변화와 혁신을 촉진시켜 나가면서 역량을 확충하여야 하며 동시에 전국의 모든 시군구와 읍면동 지역사회보장협의체 역시 메타 거버넌스 체제에 의한 전략적 요소를 접목한 PDCA 관점에서 보는 종합 성과관리(IPRM: Integration Performance Review Model) 체제로 개편하면서 성과 협영(performance-governance) 형태를 접목하므로써, 운영체제와 성과 평가체계로 혁신하는 것이 필요하며 이러한 전략적 운영 요소를 매년 4년차 사회보장계획 수립과 연차별 평가 시행계획에 반영할 필요가 있다. The result of study, Analyze the strategic factors affecting customer satisfaction were strategic design, communicative network, collaborative participation. Strategic factors influencing service performance were the professional design, collaborative participation, autonomous structuring. the significance of influencing factors on policy response were in the order of professional design, cooperative participation, and communication network. Operation of community social security councils system should not activate social capital, but it should incorporate the strategic constituent of Meta Governance in the future. Such constituents that the central government emphasizes include autonomy, network, participation, and professionalism, as well as the existing social security councils and the local social security councils. The Public-Private Governance Coordination Mechanism requires a bold transition to a system of community security councils. In order to improve the quality of the civil cooperation system, it is necessary to develop the local social welfare community and the social service platform. Based management and advanced quality management are also needed. In addition, it is necessary to enhance competency by promoting change and innovation as a pivotal function of the future regional community of welfare. At the same time, with respect to the local social security council of the whole country, it is necessary to innovate into operating system and performance evaluation system by incorporating performance-governance form while reorganizing into IPRM(Integration Performance Review Model) system. Accordingly, these should be reflected in the implementation plan.

대학교육 특성화정책의 효과성 연구: 전문대학 정책의 중요도-만족도(IPA) 분석 중심

본 연구에서는 고등교육정책 중 전문대학 특성화정책의 효과성 평가를 분석하기 위하여 전문대학 의 교육수요자를 중심으로 특성화 주요요인별 중요도와 만족도를 IPA(Importance-Performance Analysis) 분석을 실시한 결과 재학생계층은 대학교육과 학생지원에 대한 요인은 좋은 성과를 보여 지속적으로 유지할 부분으로 분석되었고, 교육시설 및 환경요인은 상대적으로 낮게 평가되어 점진적인 개선이 필요하여 전략적인 재원배분이 조정되어야 할 것으로 나타났으며, 대학경쟁력을 높이기 위해 중점 개선하여야 할 사항으로는 취업률과 비전 있는 학과 및 교육프로그램 등이 개선되어야 할 것으로 분석되었고 교직원계층은 비전 및 목표와 지역기여도에 대한 요인은 상대적으로 좋은 성과를 보이고 있어서 지속적인 유지관리를 위한 노력이 강화되어야 하고, 대학교육 요인에 대해서는 재학생의 전문성 확보, 인격적 성숙, 리더십과 창의성에 대하여 중요도는 높지만 만족도가 낮아 향상시킬 수 있도록 중점적인 노력이 필요한 것으로 분석되었으며, 특성화 대학으로 우선적으로 추진되어야 할 사항으로는 대학의 특성화 추진에 대한 정부 재정지원확대, 산학협력 강화를 위한 정책 추진, 정부 각 부처들의 재정지원 연계 강화 방안도 파악되었다. 본 연구는 교육정책의 수요자관점에서 접근하여 수요자의 IPA분석기법을 통하여 그 정책 효과성에 관한 새로운 연구 틀을 제시하였다는 점에서 큰 의미가 있다. 본 연구결과는 전문대학 특성화정책 전반에 관하여 정책수단과 도구, 추진과정과 성과 평가에 대한 환류시스템이나 정책 성과관리제 등 정책 영향평가제도적 측면에서 새로운 메카니즘을 통하여 전문대학의 경쟁력을 제고시키는 방안이 모색될 필요성이 있음을 확인하여 주고 있다. This research conducted document research and empirical experiment to achieve research purpose through effectiveness evaluation of characterization policy of college and IPA analysis regarding education receiver(faculty and students) In the major analysis result, as a result of IPA analysis regarding importance and performance rate per major factors of characterization of college for current students, university education and student support were evaluated as positive, which needs to be continuously maintained. For education facility and environmental factor, it was evaluated comparatively lower and needs constant improvement and strategical distribution of resource needs to be adjusted. In order to increase university competitiveness, employment rate and department and education program that has vision were evaluated as factor that needs improvement. In case of faculty, after analyse of IPA, factors related to vision, target and local contribution showed comparatively good performance which needs constant managing and regarding university education, the importance of current student's characterization, personal maturity, leadership and creativity is high, but satisfaction is comparatively low, which requires priority in investment of resource and personnel in order to increase the satisfaction. Policies that needs to be conducted first as characterization college are more financial support from government, policy to enhance cooperation of industry and college, connected enhancement of financial support from each department of government were analysed. This research has its purpose on presenting new research frame regarding effectiveness of the policy through user's IPA analyse method, approached from user's perspective. With this research, college competitiveness consideration needs to be evaluated through new mechanism in perspective of cycle system, policy performance management and policy influence evaluation regarding policy method, tool, conducting process and evaluation of performance in overall college characterization policy.
