Under the Japanese rule, some Korean language scientists tried to preserve Korean cultural heritage in order to prepare for the Independence. They thought the best way was to compile a Korean language dictionary, which led to establish the rule of Korean orthography. Republic of Korea in the three decades (1960s-1980s) had been characterized by the Developmental State. In this period, Korean government monopolized Korean language policy and did not leave it to the private sector, which resulted in the restriction of the development of Korean language culture. Now in tandem with the Democratic State, this paper argues that it is time to readjust the state function in relation to Korean language policy, and pass it on to the private sector. The direction leads to the creation of genuine Korean culture and to export of the Korean culture to the world. 그 핵심을 말한다면첫째로, 언어정책 특색에 있어 전통적으로 민족주의적 성격이 주류이다. 이 점이 약탈국가 시대부터 우리를 지켜낸 힘이기도 하지만 세계화의 흐름 속에 갈등을 빚는 요인이기도 하다. 최근의 영어공용화 논쟁의 基底에는 이 두 흐름의 갈등이라 할 수 있겠다.둘째로, 그 후 언어정책은 발전국가시대 능률주의로 전환한다.셋째로, 언어정책에 있어 국가개입은 확대되어 왔는데 이는 발전국가의 영향으로 보인다.넷째로, 약탈국가 시대부터 Top-down 방식으로 전개되었기 때문에 그 영향으로 민중의 자발적 언어능력을 지나치게 제어하려 한다. 예컨대, 한글맞춤법규정에 있는 ‘교양있는’ 등의 규정이 그 보기이다. 달리 표현하여 지나치게 규범적이다.攀 이 말은 규범의 완화와 복수 표준 등의 조처가 필요하다. 비록 일반 言衆은 ‘테레비’라고 발음하지만 규범은 ‘텔레비전’이다. 아울러 언어학적 관점에서 볼 때 母音四角圖에 비추어 근접성이 있는 내(것), 네(것)이 바뀌어 내(꺼), 니(꺼)로 변하는 현상을 국어학계에서는 어떻게 처리할지 궁금하다.攀攀 다섯째로, 사상이나 학회 중심의 자연적인 흐름이 자리잡고 있다. 즉 상호 견제와 경쟁을 통해 언어학(국어학) 분야가 발전해 왔기 때문에 민간화의 가능성은 열어두고 있다고 하겠다.여섯째로, 귀납적이라기보다 연역적이다. 즉 빈도조사에 기인한 언어규정의 도출이라는 방향이 아니라 언어규정에 맞추어 현실 언어를 재단(裁斷)하려 한다는 점이다(이광석, 2006). 일곱째로, 물론 나중에 표준발음법 등이 제정되었지만 글에 대한 관심을 우선시하였다.

음성 인식기를 사용할 때에 마이크의 위치에 구애받지 않고, 자동적으로 음성을 검출하는 음성 입력 방식은 사용자의 측면에서 대단히 편리하다. 본 연구에서는 대화체 음성 번역 시스템에 이와 같은 원격음성 입력 기술을 구현하기 위하여 자동 음성부 검출 방법과 마이크 어레이를 이용한 다채널 잡음 감소 방법을 적용하였다. 신호 대 잡음비가 25[dB]인 상황에서, 음성부의 시작점과 끝점이 기준점의 200[msec] 이내로 검출될 정확도는 약 97%이었다. 지연-가산 방법을 이용한8 채널 마이크 어레이 잡음 감소기는 최대 6[dB]의 신호 대 잡음비의 개선을 나타내었으며 음성 인식에서의 오류 감축률은 약 16% 정도를 보였다.

干拓開發에 따른 國民觀光地造成의 經濟的 價値分析 : 여행비용 접근법의 응용 An Application of Travel Cost Approach

This paper empirically measures the economic benfits of the resort areas developed by the large-scale Tidal Land Development Project. Travel Cost Approach is applied to A-San, Sap-Kyo, and Young-San lake sites for the measurement of their economic benfits. Only transportation cost is included as travel cost in this analysis. However, the measured present values of the economic benefit are found to be larger than the investment costs for the resort area development. For more sophisticated measurement of the economic benefit, further consideration is required on the opportunity cost for the visitors and on the future demand for the resort areas in question.

The injury of popliteal artery is commonly produced by fracture or dislocation around the knee. Well established protocol for urgent diagnosis and treatment is essential to avoid amputation. The 14 cases of popliteal artery injury, treated between April 1987 and June l995 at the Department of Orthopedic Surgery Korea University Hospital, were reviewed. The results were as follows. l. In all 14 cases, 4 extremities(28%) were amputated. The amputation rate was closely correlated with the ischemic time since the accident. 2. The use of Doppler flowmeter after physical examination and emergency arteriography before exploration was recognized to be an exellent method in determination of arterial injury. 3. Among the patients who could avoid amputation(l0 cases), the vein graft was performed in 8 cases(80%) and primary repair by end to end anastomosis in 2 cases(20%). 4. External fixation is recommended for its simplicity and low infection rate to provide the fixation and collateral circulation of fracture site. 5. The patients who were injured with the wide soft tissue defect by crushing could be treated by latissimus dorsi free flap transfer to avoid amputation.

영국의 사회복지학 교과목 지침연구 - 학계와 실무와의 관계를 중심으로 -

Social welfare in the UK means that the social work profession promotes social change, problem solving in human relationships and the empowerment and liberation of people to enhance well-being. The curricula in the UK have been operated free from the UK government regulation. It means that the venue of welfare education has been shifted from university to workplace, which symbolizes the Professional Capabilities Framework(PCF). PCF has nine domains. The nine capabilities should be seen as interdependent, not separate. Throughout their careers, social work students and practitioners need to demonstrate integration of all aspects of learning, and provide a sufficiency of evidence across all nine domains: professionalism, values and ethics, diversity, rights, justice and economic well-being, knowledge, critical reflection and analysis, intervention and skills, contexts and organizations, professional leadership. 영국에서 사회복지는 변화하는 사회 속에서 인간관계에서의 문제해결능력을 증진시키고, 개인의 복지를 이룩하기 위한 노력으로 뜻매김한다. 영국에서의 사회복지의 교과 과정은 교육부의 지침에서 비교적 자유롭고 자율적이며, 독립적으로 운영되고 있다. 영국에서 사회복지의 특징은 그 중심이 학교에서의 교육보다는 직업이나 직장으로 옮아가고 있다는 점이고, 인적서비스(human service)와의 관련성을 강조하고 있다는 점이다. 그 대표적인 사례가 전문직업능력기준이다. 전문직업능력기준은 사회복지 직무를 수행함에 있어서 사회복지사의 능력발전을 향한 기본계획을 제공함을 목적으로 한다. 여기에는 자격증 취득 전과 자격증 취득 후 과정으로 나누어지고, 이들 과정은 학생 단계에서부터 경력있는 사회복지사 단계를 거쳐, 고등단계(advanced level) 및 전략단계(strategic level)로 모두 9 단계로 되어 있다. 영국에서 사회복지는 자유주의의 전통에 기초하므로 교육에 관해서는 교수나 학교 또는 학계에 맡겨둔다는 점이다. 그러면서도 직업의 기준은 실무나 산업계에서 정하는 기준이 존재하므로 취업을 위해서는 그 기준을 충족시켜야 하기 때문에 자연스럽게 교육지침이 존재하는 것과 같은 효과를 누리고 있다.
