        수산자원 소유 이용제도의 변천에 관한 연구

        This study deals with the evolutional history of the holding and utilization of fisheries resources in Korea. Fisheries resources have the basic characteristics of the density dependent self-regulating renewable and common property resources. Irrational utilization of fisheries resources is mainly due to the unlimited access to the resources. The holding and utilization of fisheries resources in Koryo era was opened to everyone. But it was nationalized in the early Yi Dynasty. The purpose of its nationalization was to prevent the paticular powered-man with their monopolized holding and to levy fisheries tax. Eoeop-peop, the first modern fisheries law in Korea, was enacted as a part of the invasion policy of Japan in 1908. With the Japanese annexation of Korea in 1910, the Japanese Government established a new institutional system of fisheries as a part of an overall reformation of the institutional for an implementation of the colonial policy. It was very the new enacted Fisheries Law (Gyogyorei) . Also the Government enacted compulsorily another new Fisheries Law (Chosen Gyogyorei) with its adjunct laws and regulations to revise the institutional system of fisheries on May 1, 1930. After Eoeop-peop enactment, the fisheries resources in Korea could be used only under the license, permission, and statement. After Korea was free from Japan in 1945, Korea Government at last enacted the new fisheries law (Susaneop-peop) in 1953. The goal of Susaneop-peop was to achive the general usage and protection of the fisheries resources, and to attain the development and democratization of the fishery in Korea. This law was amended 13 times until 1990. The license fishery have a legal right on the fishery, called a fishery rigt. This right means a right of exclusive occupation and utilization of a unit of the inshore fishing grounds. The main evolutional issues of license fishery are as the following : 1) the foundation of the exclusive usable fishery right(1911,Gyogyorei), 2) the deletion of the settled space lift net and settled space sein net fishery, and the expansion of the cooperative fishery-No.1,2, and 3 type cooperative fishery- (3rd amendment,1963), 3) the deletion of the No. 2 and 3 type cooperative fishery, and the separation of the culturing fishery in No. 1 and 2 type culturing fishery (13th amendment, 1990). The effective period of the license fishery was amended as the following : 1) 1908(Eoeop-peop) : within 10 years, renovation system, 2) 1929(Chosen Gyogyorei) : within 10 years, unlimited extension system, 3) 1971. 7th amendment : 10 years, renovation system, 4) 1972. 8th amendment : 10 years, only 1 extension system, 5) 1975. 9th amendment : 5-10years, only 1 extension system, 6) 1990. 13th amendment : 10 years, within 10 years of total extensional years. The priority order of the fishery license was established in 1953 (Susaneop-peop). The amendment of it is as follows : 1) 1953. enactment ① the fishing grounds that the fishery right is extablished 1st order : the existing fishery right man, unlimited renovation 2nd order : the corporate that the regional fisherfolk organized 3rd order : the rest experienced fishermen ② new fishing grounds 1st order : the corporate that the regional fisherfolk organized 2nd order : the rest experienced fishermen 2) 1971. 9th amendment ① the fishing grounds that the fishery right is established 1st order : the existing fishery right man, unlimited renovation 2nd order : the Eochongye that the regional fisherfolk organized 3rd order : the regional fishery cooperative that the regional fisherfolk organized 4th order : the rest experienced fishermen ② new fishing grounds 1st order : the Eochongye that the regional fisherfolk organized 2nd order : the regional fishery cooperative that the regional fisherfolk organized 3rd order : the rest experienced fishermen 3) 1981. 10th amendment ① the inside of No. 1 type cooperative fishing grounds 1st order : the Eochongye that the regional fisherfolk organized 2nd order : the regional fishery cooperative that the regional fisherfolk organized 3rd order : the rest experienced fishermen ② the outside of No. 1 type cooperative fishing ground : general priority order 4) 1990. 13th amendment ① No. 1 type cultural fishery 1st order : the Eochongye that the regional fisherfolk organized 2nd order : the regional fishery cooperative that the regional fisherfolk organized 3rd order : the rest experienced fishermen ③ No. 2 type cultural and settle fishery : general priority order The effective period of the permission fishery was amended 6 times. First, it was within 5 years, and then was amended within 3 years(Chonsen Gyogyorei), Now it is 5 years.

        조합화학과 QSAR를 이용한 SrO-B<sub>2</sub>O<sub>3</sub>-P<sub>2</sub>O<sub>5</sub> 3원계 청색형광체 개발

        It is known that $BaMgAl_{10}O_{17}:Eu^{2+}(BAM)$ phosphors currently used have a serious thermal degradation problem. We screened $SrO-B_2O_3-P_2O_5$ system by a solution combinatorial chemistry technique in an attempt to search for a thermally stable blue phosphor for PDPs. A Quantitative Structure Activity Relationship (QSAR) was also obtained using an artificial neural network trained by the result fiom the combinatorial screening. As a result, we proposed a promising composition range in the $SrO-B_2O_3-P_2O_5$ ternary library. These compositions crystallized into a single major phase, $Sr_6BP_5O_{20}:Eu^{2+}$. The structure of $Sr_6BP_5O_{20}:Eu^{2+}$ was clearly determined by ab initio calculation. The luminescent efficiency of $Sr_6BP_5O_{20}:Eu^{2+}$ was 2.8 times of BAM at Vacuum Ultra Violet (VUV) excitation. The thermal stability was also good but the CIE color chromaticity was slightly poor.

        조합화학을 이용한 (Gd<sub>0.74</sub>Y<sub>0.11</sub>Tb<sub>0.15</sub>P<sub>1.15</sub>)O<sub>δ</sub> 형광체 합성 및 발광특성

        현재 상용화되어 있는 PDP용 형광체의 물성에 있어서 청색 형광체는 열화, 색도변화, 휘도, 그리고 녹색 형광체는 잔광시간과 색순도, 적색 형광체의 경우에는 색순도에 대한 개선이 필요한 것으로 알려져 있다. 그 중 녹색 형광체로 Willemite 구조의 ZnSiO:Mn 형광체의 경우 발광효율은 우수하나 반면에 잔광시간이 길고 색순도(color purity)가 좋지 않다는 단점을 가지고 있다. 따라서 본 연구에서는 미세조정 조합화학기법을 이용하여 PDP에 적합한 새로운 고효율 형광체를 개발하였다. 화학적으로 정량인 가돌리늄 인산염(gadolinium phosphorous) 대신 인산을 과잉으로 첨가하여 탐색한 다음 과잉인산(excess phosphorous) 첨가 조성을 유지한 채로 가돌리늄(gadolinium)의 일정분율을 이트륨(yttrium)으로 치환하였다. 그 결과 최적 형광체 조성은 (G $d_{0.74}$ $Y_{0.11}$T $b_{0.15}$) $P_{1.15}$ $O_{{\delta}}$이였으며, 현재 상용화된 Z $n_2$ $SiO_4$:Mn 형광체에 비해 상대적으로 높은 발광효율을 나타내었으며, 잔광시간도 줄일 수 있게 되었다. We found that the sample of the optimum composition shows a higher luminescence efficiency at VUV excitation and a shorter decay time than the commercially available Z $n_2$ $SiO_4$:Mn phosphor.

        유전알고리즘과 조합화학을 이용한 형광체 개발

        진화최적방법을 이용하여 alkali earth borosilicate 계열(Eu, Mg, Ca, Sr, Ba)$_{x}$ $B_{y}$S $i_{z}$ $O_{d}$에 E $u^{3+}$ 를 도핑 하여 고효율 적색 형광체를 합성하였다. 본 연구는 삼원색 백색 LED로의 적용을 목적으로 한다. 진화최적방법은 유전알고리즘과 조합화학을 연계하여, LED형광체 개발을 위해 개발하였다. 유전알고리즘을 조합화학에 접목함으로써 시간과 자원의 낭비 없이 매우 효율적인 형광체 탐색을 꾀할 수 있었다. 실질적인 실험에 앞서 다양한 목적함수를 이용하여 시뮬레이션을 실시하여 본 연구의 타당성을 증명하고 실제 합성한 결과 삼원색 백색 LED용 적색형광체(E $u_{0.14}$M $g_{0.18}$C $a_{0.07}$B $a_{0.12}$ $B_{0.17}$S $i_{0.32}$ $O_{{\delta}}$)를 얻었다.얻었다.다.얻었다.얻었다.다. We developed an evolutionary optimization process involving a genetic algorithm and combinatorial chemistry (combi-chem), which was tailored exclusively for tile development of LED phosphors with a high luminescent efficiency, when excited by soft ultra violet irradiation. The ultimate goal of our study was to develop oxide red phosphors, which are suitable for three-band white Light Emitting Diodes (LED). To accomplish this, a computational evolutionary optimization process was adopted to screen a Eu$^{3+}$-doped alkali earth borosilicate system. The genetic algorithm is a well-known, very efficient heuristic optimization method and combi-chem is also a powerful tool for use in an actual experimental optimization process. Therefore the combination of a genetic algorithm and combi-chem would enhance the searching efficiency when applied to phosphor screening. Vertical simulations and an actual synthesis were carried out and promising red phosphors for three-band white LED applications, such as Eu$_{0.14}$Mg$_{0.18}$Ca$_{0.07}$Ba$_{0.12}$B$_{0.17}$Si$_{0.32}$O$_{\delta}$, were obtained.

        한국인의 10년간 굴절이상과 난시 축 변화

        목적: 본 연구는 한국인 6~80세를 대상으로 10년 동안 굴절이상과 난시축의 변화를 조사하기 위해 시행되었다. 방법: 1999년부터 2009년까지 안과 병원을 내원한 220명(345안)을 대상으로 10년 동안 매년 조절마비 굴절검사를 포함한 현성 굴절검사를 실시하였다. 시력검사는 한천석식 시표를 사용하였다. 결과: 6~10세와 11~20세 그룹의 10 년간 구면등가 굴절력의 변화는 각각 -3.649D와 -2.165D였다. 21~40세 그룹은 굴절이상의 변화가 없었다. 41세에 서 69세까지는 근시 쪽으로 진행이 감소하다가 70세 이상에서는 약간 증가하였으며 원시 쪽으로 진행은 반대 경향 을 보였다. 6~10세와 11~20세 그룹에서는 10년 동안 굴절이상 분포가 근시 쪽으로 진행되었다. 6~10세 그룹에서 중 등도(>-3.01D) 이상의 근시 빈도가 4.8% 였으나 10년 후에는 62.5%를 보였다. 난시 축의 10년 동안 변화는 젊은 층은 직난시를 보였으나 나이가 들수록 도난시 쪽으로 진행하였다. 결론: 본 연구는 한국인의 굴절이상 변화가 6~20 세 그룹은 근시 쪽으로 진행하다가 70세 이전까지 원시 쪽으로 진행한 후 다시 근시 쪽으로 진행하는 것으로 나타 났다. 난시 축은 40대 이후 도난시 쪽으로 변하였다. Purpose: This study was to investigate the changes of refractive error and astigmatism associated with age in Korean subjects between the ages of 6 and 80 years during 10-year period. Methods: 220 normal subjects (345 eyes) who visited ophthalmic clinic was recruited and followed for 10 years between 1999 and 2009, cycloplegic manifest refraction being performed annually. Visual acuity was tested on a Han's chart. Results: The mean 10-year change in the spherical equivalent refraction (SER) of age 6 to 10 years old and 10 to 20 years was -3.649D and -2.165D respectively. There was no change of refractive error in age 21 to 40 years. The myopic shift decreased with age from 41 up to 69 years but increased slightly in patients 70 years and older; the hyperopic shift showed the opposite trend. The distribution of refractive error over the 10 years in aged 6 to 10 and 11 to 20 years was shifted myopic. The incidence of medium (>-3.01D) to high myopia at age 6 to 10 years was 4.8% and after 10 years was 62.5%. The 10-year change of astigmatism axis was in "with the rule" direction for younger age group and in a "against the rule" direction for older subjects. Conclusions: This study has documented refractive error changes in Korean subjects and confirmed reported trends of myopic shift from age 6-20 years and hyperopic shift before age 70 years and a myopic shift thereafter. The axis of astigmatism turns to "against the rule" after 40's.

        조합화학을 이용한 (Gd0.74Y0.11Tb0.15)P1.15Oδ 형광체 합성 및 발광 특성

The present investigation developed new PDP phosphors using combinatorial chemistry method. We applied Tb3+-activated yttrium gadolinium phosphates system to our combinatorial fine-tuning technique. As a result, the optimum composition was determined to be (Gd0.74Y0.11Tb0.15)P1.15Oδ through the two-step combinatorial screening process including excess phosphorous and Gd replacement.         복합양식의 경제적 실현가능성에 관한 연구

        The objetives of this study are to find the economic feasibility of the polyculture and to give the economic information of the polyculture for aquaculture fishermen. The polyculture is defined as the rearing of several species together to make more efficient use of the growing space and the total ground environment. The economic feasibility analysis in the polyculture involves the profitability, the productivity, and the risk reduction effect. The results of the economic feasibility analysis in the polyculture are as follows; First, in the profitability analysis, the solid utilization of ground in the polyculture is more profitable than the monoculture. The profitability owing to the plane utilization of the ground in the polyculture is positioned between those of the monoculture of each speices. Second, in the productivity analysis, oyster and sea squirt are diminishing returns to scale. Third, the variation on the average rate of return in the polyculture products is smaller than that of the monoculture. Finally, the result of comparison between the polyculture and the monoculture shows that the polyculture in coastal area is more profitable and more efficient than the monoculture. Most of cultivating species are selective in their diet. Thus, stocking different kinds of cultivating species will efficiently utilize space and food. It seems that polyculture is more appropriate for those species that live in different ecological niches. We think that the production per unit of ground can be increased, and the fixed cost per unit of output be reduced, so the polyculture is more profitable than the monoculture. Based on the above results, we concludes that the polyculture is economically feasible when profitability and productivity are increased and simultaneously the variation of average rate of return in the polyculture is smaller than that of the monoculture.
