The purpose of this paper is to analyze 1) weather or not the decision on fighting plane of next generation was rationally in April 2002, 2) if so, what kind of measures was taken in order to make the decision rationally, 3) whether or not those measures were really contributed to the decision? In the F-X project they have taken institutional complement on the basis of the experience of the first project, collected and analyzed public opinion through timely openness, public hearing, survey, and public opinion poll, and made discussions dependant on witness during opening policy-making process. However, in spite of those efforts the participation of ordinary people was inevitably limited due to the speciality of the project. In any policy-making process of government project it must be accepted that minorities' opinion should be considered. The procedure to decide F-15K was a process to enhance subjective rationality by converting subjective values into majorities' preferences. This time the Defense Ministry has most emphasized the procedure on how to objectize subjective views and values. The Air Force has mainly taken part in the work. But it is impossible that any decision can not be made with perfect objective rationality with which all people can be satisfied. It is inescapable that in any decision one group receives benefits, while the other group does not. Therefore, it is an important task to be able to reduce minimally their dissatisfaction.
