There are four major parties responsible for the aviation security activities at an airport; a government department for civil aviation(usually represented as Civil Aviation Authority), police, airport operator and aircraft operators with contracted security companies. There are also several categories of security tasks at the airport, such as passenger security screening, checked baggage security control, access control to restricted areas, cargo and mail security, and crisis management. This paper discusses the assignment of the responsibility of each security task to each entity involved in security activities. It analyzes the factors that influence job performance of each security task, and then selects the best organization for each task. The required data are gathered through a survey of the opinions of experienced security practitioners in the research area. The study utilized AHP analysis on surveyed data to see the relative importance of factors that influence security tasks and to decide the proper organization for each task. This study is to review the problem concerned with aviation safety in Korea and suggest the solution to secure the aviation safety, in respect of regulation. At first, the definition and characteristics of aviation safety are studied, and then the endeavor for the aviation safety of ICAO and FAA are reviewed. All the fields of aviation safety area are included in the scope of this study: airworthiness in aircraft production and maintenance, flight operation, airport operation and air traffic control. The level of safety can be estimated by the frequency of accidents and seriousness. The causes of air accidents can be summarized as five factors: human factor, traffic environment, aircraft, weather, and unexpected incident. The activities to protect accidents are also can be summarized as five areas: man, machine, medium, mission and management. ICAO established the standards and recommends for the aviation safety, and adopted strategic action plan for 21st century. Federal Aviation Administration of USA also contributes for the aviation safety of world wide. Nowadays, ICAO and FAA tries to coordinate each other to set up efficient and effective ways for the aviation safety. ICAO developed safety oversight manual and FAA developed model regulations, individually. However, there has been trials to merge the results of each institute's studies. The direction of this endeavor is to meet the new environment related to globalization of air transport industry. It is necessary for our government to improve the aviation safety regulation system to address the new wave of aviation safety system pursued by international organization. A systematic and comprehensive measure should be devised by cooperation of all the related field and area.

The passenger security screening is a mandatory procedure for boarding the aircraft according to ICAO standard as well as national law of each country. The enhanced threat of terrorism have had the security procedure strengthened since 9/11 events. However the effectiveness of passenger screening is not satisfactory and the service level for passenger is getting worse because of tightened security measurements. This research studied the responsibility issue for the enhancement of the effectiveness and service quality in passenger security screening. The study concluded that a desirable responsibility assignment for passenger screening is to the airport authority at normal time and to the government authority at the time of high threat.

The purpose of this research is to look for the best description of calculating the reasonable Landing Fee. Landing Fee is consisted one of major revenues for maintaining an airport. Traditional Landing Fee Rate has been charged based on the weight factor; Maximum take-off weight, Maximum landing weight, or Maximum authorized weight. To achieve a better reliable value of Landing Fee Rate, The elements of Noise and Peak-Time have to be considered as well as the aircraft weight. This research designs the algorithms for calculating Landing Fee Rate and also Landing Fee, based on the aircraft weight. The Network is also applied to above. That is, CGI(Common Gate Interface) is constructed to interface the terminal of calculating Landing Fee Rate, and the terminal of collecting and transmitting the data such as the Weight. The computer language on the CGl was made by C++ and PERL. The main point of this research is to integrate the airport and Information System and to construct the database which is based on the different perspective of calculating Landing Fee Rate. However, the result of the most efficient and reliable will be computed based on above. This research will broaden the range of application up to the each case of airports.
A study on performance of passenger screening task according to responsible organization

The air passenger screening is one of the most salient and important security activities conducted at airport to safeguard civil aviation against acts of unlawful interferences. There are five major parties responsible for aviation security activities at an airport: the appropriate government department for civil aviation, the police, the airport operator, the aircraft operators and specialized security companies. This paper discusses the performance of passenger and cabin baggage screening task according to responsible organization. The definition of the performance includes effectiveness, efficiency and service quality for consumer. The study gathers data by surveys through air passengers as well as aviation security experts from government, airport, airlines and contracted security service providing companies at research location. The data will be analyzed by the Analytic Hierarchy Process (AHP) methodology in order to find out proper organization for the better performance of the task. As an empirical research the study location is Incheon International Airport, South Korea. The study may contribute to the industry for the enhancement of performance of passenger screening, according to responsibility assignment of the task at international airport.
