Davenport 가 바람은 장대교량의 강력한 적이라고 밝혔듯이, 교량구조공학은 예측 불가능한 풍하중을 극복하기 위해 많은 노력을 필요로 하고 있다. Tacoma Narrow Bridge의 붕괴사고 이후 장도교량의 동적 안정성에 대한 많은 연구가 진행 되고 있으나, 설계기준의 통계적 접근방법 안에 있는 불확실성이 발생 가능한 사고와 피해를 내포하고 있다. 바람과 연관된 새해의 발생 가능성을 줄이기 위한 많은 노력이 공용중인 다리에 집중될 동안, 가설중인 교량에는 거의 전무한 상태이다. 대부분의 교량 설계 기준은 공용중일 때 보다 짧은 가설기간을 위한 재현기간 풍속을 제시하며, 동적 불안정성의 발생 기준에 대하여 명확한 기준이 정립되어있지 않다. 많은 사고의 발생에도 불구하고 바람에 의한 공사의 피해와 지연은 현장에서의 많은 이유로 인해 명쾌하게 정의되지 않았다. 강한 바람과 태풍이 빈번하게 발생하는 해안 지역에 다리가 건설되면서 건설중인 장대교량이 취약한 것은 분명해졌다. 분명하고 정량화된 방법론의 부재가 동기가 되어 가설중인 장대교량의 바람과 연관된 재해의 가능성을 평가하기 위한 장대교량의 취약성을 본 논문에서는 실험측정 및 기상관측의 통계적 방법을 이용하여 정량화하고자 한다. As Davenport defined that wind is the ultimate enemy of long-span bridges, structural engineering for bridges has been through enormous amount struggle and efforts to overcome undetermined and unknown loading caused by wind. Since the collapse of Tacoma Narrow Bridge, quantum leap has been made in bridge design practice in analyzing dynamic loading and stability: however, uncertainty lying underneath the statistical approach in design code implies probable accidents and damages on the bridges. While much of the efforts to reduce the possibility of wind-related disaster have been put into the bridges in use, less attention has been paid to the bridges under construction. Most of the bridge design code merely proposes wind speed for construction phase with return period shorter than that for bridges in use and unclear criteria for determination of dynamic instability. Even though occurrences of accidents, damage and delay of construction caused by wind have not been explicitly compiled due to many reasons in practice, it is obvious that a lot of long-span bridges under construction are vulnerable to wind since they have been constructed in coastal region where strong winds and tropical cyclones frequently occur. Motivated by lacking of clear and quantified methodology for assessing the possibility of wind-related disaster of long span bridges under construction, this paper intends to quantify the vulnerability of the long span bridge by using a statistical approach of experimental measurements and meteorological observations.
