The current contract awarding process regulated by laws and ordinances is analyzed and more reasonable processes are suggested. To this end, the principle of economic analysis is described with emphasis on the cost-effectiveness analysis, and the laws and ordinances regulating the process are thoroughly examined. The current contract awarding rule is based on the weighted sum of effectiveness score and cost score. This may not conform to the framework of economic analysis where effectiveness is supposed to be measured as an output and cost measured as an input. An improvement is attempted to the defense acquisition system and it is recognized that the economic analysis and policy consideration should be performed separately. Concept of statistical testing is introduced to see if the results of the cost effectiveness analyses show the significant difference between the alternatives. It is suggested that the contract awarding process can be improved by performing significance test followed by the aggregation of the two analyses. A minor improvement is also suggested on the application of current rules.

The Analytic Hierarchy Process (AHP) is widely used for evaluation of large projects. If a group of experts with different expertise are involved in a AHP decision, they need some way to aggregate their opinions. In this paper, we suggest a way to aggregate the experts' priorities in a given hierarchy using the concept of the Bayesian decision analysis. A criterion that can be used for screening out unreliable data is introduced, and it is used for priority aggregation. Some numerical results are shown to illustrate the procedure.

In this paper, the durability analysis of military and commercial truck frame is performed, and possibility of using the commercial truck as military is evaluated. For accurate durability analysis, a full vehicle truck is modeled as multibody in ADAMS including the front & rear suspension, tire, cab & cargo and the flexible frame. This paper investigated dynamic behaviors of military and commercial truck with flexible frame for dynamic loads, while the vehicle is running over a bump, APG9, and TRC durability road. By using the dynamic stresses through modal stress recovery method, the fatigue life is analyzed by S-N method. This paper shows the effectiveness of the durability analysis and evaluation method by combining multibody dynamics and FE fatigue analysis.<br/>
