공정사회 건설을 위한 한국복지국가 전략의 성찰과 미래 모색

우리나라는 현재 경제와 민주주의 측면에서 더 이상 후발주자가 아니다. 그러나 복지국가 건설에 있어서는 아직 후발주자이다. OECD회원국 중 멕시코와 더불어 사회지출 수준이 가장 낮다. 그리고 핵심 사회보장제도는 갖추고 있으나, 저출산 고령화에 대비하고 근로활성화를 위한 사회정책의 발달 수준은 매우 낮다. 최근 공정사회에 대한 정부의 관심과 복지가 정치이슈로 되고 있는 상황에서 본 논문은 우리나라에 복지국가를 어떻게 건설할 것인가를 논한다. 이를 위해 먼저, 우리나라에 복지국가를 건설하기 위해 우리가 지향해야 할 복지국가의 좌표를 살펴보고, 과거 복지전략을 비판적으로 조명한 후, 부모보험을 통한 유급육아휴직제도의 강화 등 근로가정에 대한 지원, 노후소득보장제도의 개편, 그리고 사회보험의 사각지대 해소를 주요 개혁과제로 제시한다. South Korea is no longer a developing country. It is one of leading economies and a fully functioning modern democracy. But, it is still a welfare state laggard. The nation's social expenditure is one of the lowest in the OECD area next to Mexico. Although Korea is now equipped with key social insurance programs, social services to tackle aging and low fertility and labor market policies to activate workforces are not yet developed. Currently, the Lee Myung Bak government is interested in building a 'fair society.' Also, social welfare has emerged one of the hottest electoral issues. In this circumstance, this article deals with how to build a genuine welfare state in Korea. For this, the acticle proposes a future developmental path for the Korean welfare state, critically analyses social welfare strategies of the previous governments, and points out several reform agenda including paid long-term parental leave through the introduction of so-called parental insurance, restructuring of income support systems for the elderly, and erasing large loophole (or "blind spot") of major social insurance programs.

The demand on high-rise buildings increased, lateral drift control became a most important design variable, at the same time, various lateral drift control system were proposed and outrigger structural system was one of these typical systems. In recent years, the optimal location of outrigger has been proposed. The maximum of lateral drift vary according to the slenderness ratio of structure, even the structures were set as similar heights and outriggers were also set at the optimal locations. Commonly, There"s no knowing that the limitation of the maximum lateral drift either meets the requirements or not limitation of the maximum lateral drift as just at the optimal location of outriggers simply. This paper transformed the equation on the optimal location of singular outrigger proposed by Taranath. Equation of limitation of slenderness ratio on structures with singular outrigger on the optimal location were proposed singular outrigger on the optimal location, limitation of slenderness ratio was also proposed.

General regular shaped diagrid structures can express diverse shapes because braces are installed along the exterior faces of the structures and the structures have no columns. However, since irregular shaped structures have diverse variables, studies to assess behaviors resulting from various variables are continuously required to supplement the imperfections related to such variables. In the present study, materials elastic modulus and yield strength were selected as variables for strength that would be applied to diagrid structural systems in the form of Twisters among the irregular shaped buildings classified by Vollers and would affect the structural designs of such structural systems. The purpose of the this study is to conduct sensitivity analysis for axial rotation diagrid structural systems according to changes in brace angles in order to identify those design variables that have relatively larger effects and the tendencies of the sensitivity of the structures according to changes in brace angles and axial rotation angles.
