Recognizing the significance of the residents’ organizations in community design practices, this paper explores the characteristics of residents’ self-governing committee in local administration. The goal is to examine the roles and potentialities of the committee and to draw its implications for promoting community design. As for the research methods, this paper applied contents analysis method on 317 agendas from official minutes of the residents’ self-governing committee in Seong-san 1 dong, which has been regarded as a representative case of community design in Korea. Unlike former assumptions and expectations, supporting activities related to residents’ welfare service took the largest portion of the committee’s agenda, and the committee had obvious limitations to manage or control the decision-making process. The committee’s function, authority, and its relationship with governments were connected to each other, and as a consequence, the mechanism of committee’s operation can be categorized into two typical combinations. The committee delivers or supports what upper governments demand, mostly associated with welfare issues. However, it is more likely to deliberate or decide, especially when it is related to cultural/recreational or self-governing agenda initiated by lower governments. As such connection reflects the structural system of local administration, it might be generalized as a common framework to understand and examine residents’ self-governing committees, contributing to fulfill their potential as effective institutions for community design.

This paper examines participatory design process through a local governance perspective. Defining participatory design processes as decision-making systems, operated by conflict mediations among stakeholders, this paper articulates specific characteristics of participatory design process in relation to local governance mechanisms. The purpose of this paper is to illuminate participatory design process as critical catalysts of conflict resolutions and of community empowerment. Based on a case study of Mangwon Bike Path Project, in which the authors had opportunities to participate from its initial preparation phase to recent monitoring phase, this paper renews our understandings of participatory design process with respect to the process's ultimate goals, roles, and contributions. Research methods of this paper include literature review, site observation, stakeholder interviews, and resident workshops. Contrary to common assumptions on participatory design processes, this paper argues that design conflicts among stakeholders could contribute at the end to better decision makings, more concrete implementations, and more efficient maintenances, if the various conflicts were resolved properly. With further studies on power dynamics among stakeholders, institutional bases, and transportation limits in coming years, this paper could provide more in-depth natures and roles of participatory design process in Korea.
근린생활권 자전거도로의 이용특성과 계획요소에 관한 연구

This paper investigates design elements and use characteristics of neighborhood bike paths, which applied "the road-diet method" and became a public trend in promoting bike way in old residential areas of Seoul. The goal of this paper is to draw planning implications based on research evidences for future bike way policies and planning. With the case of the Mangwon-ro bike paths, which was completed in June 2008, this paper conducted resident surveys to find out what has changed after its establishment. As results, this paper suggests the conclusions as follows: 1) The establishment of the Mangwon-ro bike paths did contribute to the increase of the bike use rate; 2) The residents utilized the bike paths in moving around within the neighborhood mainly for daily lives, rather than for commuting; 3) As for the elements contributing to the use rate of the bike paths, those such as two-way arrangement, large cross-roads, night lighting and illumination are positively recognized, while those such as clashes with other transportation modes, proper bike stations, and distances between facilities are negatively recognized. These findings, along with other use characteristics differentiated by various user groups, provide meaningful references for future bike way planning with "road-diet methods" in old residential neighborhoods of Seoul.
노후주거지 개선방안으로서 경관협정의 가능성에 관한 연구

Housing redevelopment accompanied by overall neighborhood clearance and removal has been popular methods in improving deteriorated old residential areas. Recently, critical issues have been widely recognized as negative results of the total redevelopment. This study appreciates not only old residential Neighborhoods’ physical elements but also its lifestyle in general which is considered as one of the most important landscape today. This paper explores the possibility of the Urban Landscape Agreement, as a way to conserve the fading away neighborhoods against rebuilding standardized apartments. 'Design Seoul Village Project (2009)' is one of the first cases of participatory planning for residential revitalization with the method of the Urban Landscape Agreement in Korea. The whole process of the project, not only the analysis of the selected site, apprehension of the problem and deduction of improvement, but also the roles of the each stakeholder are examined respectively. Based on the observations, various implications could be drawn for improvement of the old residential Neighborhoods, which could indicate possibility and limitation of the Urban Landscape Agreement for improvement as well. The Urban Landscape Agreement itself is valuable enough in that it aims with different methodology for the preexisting agreement for the improvement of environment. In some point, however, it holds some risks, in which its effectiveness could vary accoding to the disposition of the agents who put into practical usages. There should be the agents’ passion, patience, and will to be included in order to make it substantialized.
