It has been established that a crack has an important effect on the dynamic behavior of a structure. This effect depends mainly on the location and depth of the crack. To identify the location and depth of a crack in a structure, a method is presented in this paper which uses synthetic artificial intelligent technique, that is, Adaptive-Network-based Fuzzy Inference System(ANFIS) solved via hybrid learning algorithm(the back-propagation gradient descent and the least-squares method) are used to learn the input(the location and depth of a crack)-output(the structural eigenfrequencies) relation of the structural system. With this ANFIS and a continuous evolutionary algorithm(CEA), it is possible to formulate the inverse problem. CEAs based on genetic algorithms work efficiently for continuous search space optimization problems like a parameter identification problem. With this ANFIS, CEAs are used to identify the crack location and depth minimizing the difference from the measured frequencies. We have tried this new idea on a simple beam structure and the results are promising.

The purpose of this study is to analyze win - win cooperation plan by analyzing the difference of awareness of win - win development performance and prospects for win - win cooperation between local governments and transfer agencies. To this end, we conducted surveys on the employees of the former West Coast Power Corporation, Taean County Office of Public Service, and the Taean people in 2013 and 2018 to draw up win-win cooperation projects and strengthening plans. According to the results of the survey, it is necessary for the western cooperation of Korea and Taean to be expanded to education, environment, local economy and volunteer service. It is analyzed that it needs to be developed into a practical cooperation relationship through. To strengthen win-win cooperation, We have developed a software-type win-win cooperation program that supports people and programs centering on education, culture and the arts, lifestyle sports, and job creation, and jointly promotes and cooperates with local community members from Western Korea Power Co., And to strengthen the mutual trust by strengthening mutual trust by institutionalizing the operation of the win-win cooperative body between Korea's Western Power Co., Ltd. and Taean County, and expanding the consensus with local residents You will need to go out. For this purpose, it would be a good idea to organize an idea contest for win-win cooperation programs every year, and to promote residents' briefing sessions and performance presentations. 본 연구는 공공기관의 이전에 따른 지방자치단체와 이전기관간의 상생협력에 대한 사전 기대감과 상생발전 성과에 대한 인지도의 차이를 분석하여 상생협력 방안을 모색하는데 있다. 이를 위하여 2013년과 2018년 2차에 걸쳐서 이전기관 종사자인 한국서부발전 직원들과 태안군청 공무원 및 태안군민을 대상으로 설문조사를 실시하여 상생협력 과제와 강화방안을 도출하였다. 설문분석결과 한국서부발전(주)과 태안군의 실질적인 상생협력을 위해서는 교육, 환경, 지역경제, 자원봉사 등의 부문으로 확대가 시급하게 수반되어야 하고, 추진방식 또한 단순한 재정적 지원 방식이 아닌 인력과 프로그램을 통한 실질적 협력관계로 발전되어져야 될 것으로 분석되었다. 따라서 상생협력을 강화하기 위해서는 교육, 문화예술, 생활체육, 일자리창출 등을 중심으로 인력과 프로그램 등을 지원하는 소프트웨어형 상생협력 프로그램을 개발하여 공동으로 추진하고, 한국서부발전(주)과 태안군이 가지고 있는 시설 중에서 지역사회구성원들에게 도움이 될 수 있는 시설을 개방하고, 한국서부발전(주)과 태안군의 상생협력협의체의 운영을 제도화하여 상호간 신뢰를 공고히 할 수 있도록 협력사업에 대한 홍보를 강화하고 지역주민들과의 공감대를 확대해 나가는 것이 필요할 것이다. 이를 위하여 상생협력 프로그램의 아이디어 공모전을 매년 개최하여 이에 대한 주민설명회와 성과발표회를 추진하는 것도 바람직한 방법이 될 것이다.

지방정부의 축산분뇨처리시설의 실태조사 및 운영효율화 방안에 관한 연구

The objective of this research was to lay out a scheme to enhance an efficiency and a beneficial cost effect on those planned and existing livestock waste facilities through making alternative ideas after grasping those problems related with facility operation and management carried out by individual livestock farmhouse and public treatment facilities in a local government. The research was focused on such livestock farmhouses as to produce the largest waste loads among those located in Chungnam province. The literature review was conducted to catch hold of the waste productions and present treatment conditions based on the data furnished by the livestock-related departments. Moreover, fined investigations into actual conditions were carried out to seize the problems related with maintenance and management of livestock waste treatment facilities. Since the optimum breeding heads are about two hundreds, the appropriate treatment facilities may minimize the maintenance/management costs. Besides, it is necessary to set up such facilities with low maintenance/management costs, easy operation, and no additional process. In terms of the economy of scale, the supporting funds should be concentrated on such livestock farmhouses with 2000 heads in order to enhance price competitiveness.

지방정부의 폐기물 소각시설 운영에 관한 실태분석 연구 : 충청남도 소형 소각로의 사례분석을 중심으로

본 연구는 충청남도 각 시ㆍ군에 설치되어 있는 중소형 소각시설에 대한 실태조사를 실시하여 그에 따른 운영 효율화 방안을 모색하고자 하는 것이 본 연구의 목적이다. 이러한 연구목적을 달성하기 위하여 읍ㆍ면 단위에 설치되어 있는 소각시설에 대한 실태조사 및 그에 따른 문제점을 파악하여 개선방안을 제시하고자 한다. 소형소각로에서 제기하는 여러가지 문제를 해결하기 위해서는 소각분야 전문요원의 양성이 필요하다고 판단되며, 체계적으로 이론을 습득한 환경 및 기술인의 확보가 요구되는 시점이다. 또한 현재 배출되는 폐기물의 양과 질, 그리고 우리나라의 매립지 사정을 고려할 때 철저한 분리 수거 후 최소한의 폐기물은 소각시켜야 한다. 따라서, 소각정책의 합리성 홍보와 함께 주민에 대한 건강 유해성이나 재산권에 대한 불안감을 없앨 수 있도록 보전책을 제시하여야 한다. 그리고, 소각 공정에 의한 환경오염 물질의 배출을 최소화하기 위하여 환경 영향 평가서 작성 규정을 개선하고, 정확한 환경 영향 평가를 실시하여야 한다. 또한, 설립 업체 선정 방안과 효율적 운영 및 관리 방안 등과 같은 행정적 구조의 개선이 필요하며, 소각 관련기술의 확보가 선행될 필요가 있다.

The objective of this study was to analyze demanding methods for restoration of local communities in local government. This paper used empirical study to analysis the data that gathered from 850 residents for SPSS statistical processing. The scope of study limited to Taean region connected to Hebei Sprit’ oil Spill Incident. The major findings of this study were as follows ; At the local government, it is required to carry out observation and treatment for psychological and physical health of the residents at effected area, who have not got over the shock caused by the incident. And also, it is urgent for the local government to intensify the education to raise the necessary capital for restoration of trust and order among the members of local communities, including setting up the strategies to restore the damaged ecosystem and local communities at the same time. In addition as for the counseling service system related to reparation and compensation for damages, countermeasures shall be prepared through sufficient prior consultation and review with NGOs in the region, so that they may be used immediately in case of a similar incident.

This paper aims to seek the development rural economy by commercializing rural tourism. Advanced countries like Europe and Japan proceed policy of Green- Tourism for seeking ways of rural vitality as their rural reconstruction. In Korea, since 1980 Korea has conducted to revive the rural economy facing on decrease the population area in rural and an aging society. From 2002, It got down to Green-Tourism. The goal of this paper seeks for solution to vitalize of Green-Tourism. Government has Korean proceeded this Green policy. The writer would like to analyze the environment problems through this policy. The government obtains the quantitative results of continuous Green-Tourism. Green-Tourism in quality will be needed to improve the choice of a village, follow-up services, educational programs, and public relations. The government provides political alternative for promoting between policy relations and local community and rural relations and come to realize the limitation in taking rural own way. It will be needed to integrate one or two department of similar village project in government project. There should be coexistence and development in enlargement relationship between city and rural community, reinforcement education and public relations, the organization in Green-Tourism structure, rural environment and restructure viewpoint, multiple and differential program development in using Green-Tourism.
