Land is a fundamental element for human being to keep social, economic and cultural activities. However, land is limited in supplying, and is continuously increasing in demanding owing to its own unique characteristics. Moreover, under current conditions of rapid changing society according to urbanization and industrialization, the optimal distributions of land resources are distorted due to the failure of land markets like these concentrated possessions of land by the rich few, privatizing of land betterments, and speculating of land to get capital gains, etc. Therefore, public regulation of land private property can be reasoned and public concept of land has been formed in national concurrence to solve the serious problems of land in Korea. The purpose of this study consists in examining the formation, in trying making a definition of public concept of land and, in attempting to research the orientation of its ideals because of being ambiguous in using the terms of public concept of land, and futhermore, for the purpose of solving the complicated problems of land private ownership, ultimately, it is also necessary that public concept of land is clearly defined in its significance. In order to attain the intent of this study, historical, institutional, and descriptive approaches are taken. The objects and scope of this study are to investigate land private property systems in historical aspects, to establish the definition of public concept of land, and to create the orientation of its ideals - public tendency, equity, efficiency, stability - especially in Korea. But, on account of defect of the empirical research in this study, that methodological approach will be required to make better theories.

The pay-for-performance system is a system linked one's pay with worker's achievements. Korean government has adopted and executed a special bonus-allowance system in 1995 for the purpose of increasing productivity and raising competitivness of Korean public officials, and in 1999, pay-for-performance system. In this paper, pay-for-performance system is analyzed and estimated to the effect of motivation of Korean public officials. In the result of this study, Pay-for-performance system is not very effective for motivation in public officials working better. The reasons why pay-for-performance system is little effectiveness to Korean public officials are follows : First, the estimation of achievements is unequitable, and the choicing receiver is unfair in paying for performance. Second, Korean bureaucracy characterized the authoritarian and paternalism is functioned as obstacles in promoting the pay-for-performance system. Third, the pay-for-performance system is distributed among 90% officials of all. So, its effectiveness of incentives is weak. Consequently, we shall suppose that the pay-for-performance system will be effective for motivation within the limits of getting over its factors of obstacles.
無住宅低所得層의 住居安定을 위한 住宅金融支援에 관한 硏究

House is the one of vitally necessary items in our daily life. Housing problems in korea is getting serious day by day dyue to the various social factors such as shortage of house, rapid increase of population and seperating situation of home. In order to improve housing problems which is becoming serious daily, the housing finance plays an important part in making mational husing policy. The housing finance can be provided a part of housing loans required to build, purchase and improve a house and it's ro;e is very important. Especially, the public housing finance is necessary for the resident settlement for the low-income family. This study is focused on the public housing finance, especially the National Housing Fund. The aim of this study is to suggest the desirable alternatives for the improvement of the National Housing Fund so as to solve the above mentioned problems. This paper consisting of 6 chapters is as follows: ChapterⅠ. is to present the purpose, methods.and approacjes, and scope of this paper. ChapterⅡ. is to present a concept, attributions, roles of housing and finacing. ChapterⅢ. is to present the conditions of korean housing and to review the system of housing finance. ChapterⅣ. is to present the foreign housing financial system. ChapterⅤ. is to suggest some desirable alternatives for the public housing finance, especially the National Housing Fund. ChapterⅥ. is to conclude the public housing finacial support for the resident settlement of homeless low-income brackets. The above-mentioned alternatives for improving the public housing financial aupport seem to be very serious for non-housing people. But there is no royal road in soulation to the housing problem. It reauests that many political meaures put into operation. That is to say, home ownership, the demand for it and the supply of housing suitable for non-housing people is a complex subject dealt with in a wide variety of fields, including anthropology, sociology, political science, geography, history, economics and real estate management.
통일기반 조성을 위한 지방자치단체의 역할 : 남북교류협력의 활성화를 중심으로

The Relationship of South and North Korea has been developed in recently, especially after 6.15 Joint-Delcaration. South and North government have been interchanged in many ways, human and material sides. But These interchanges of South and North is not satifactory yet. Therefore, in this paper the alternatives for revitalization of interchange and cooperation between South and North are presented, especially in local government sides. Those alternatives are follows : Firstly, decentralization between central government and local government is necessary for promotion of South and North interchange. Secondly, it is necessary for local government and NGO to be supported financial fund and received information for North in sufficiency. Thirdly, it is necessary for development of interchange and cooperation to be suitable local characteristics. Fourthly, it is necessary for making unification fund to interchange and cooperate by district.
